SITE PLAN CHECKLIST
The checklist below indicates all the information that needs to be submitted as part of the site plan
application. All required information must be submitted prior to the final approval of any site plan. The
Department of Planning and Development will review the application to ensure that it is complete. If
any portion is not included or complete, the site plan application will not be accepted and returned to
the applicant(s).

Dear Todd:
The Frederick County Department ofPlanning and Development administratively approved the above referenced
plan on October 1, 2001. The site plan meets all requirements for development in the M2 Zoning District.
Currently, there are no adverse comments by any of the required review agencies. However, any future
comments by these agencies should be addressed promptly. Below is a list of the primary improvements
approved with this site plan.
• The construction of a 17,496 square foot warehouse (bottle storage) addition
• The construction of a 1,168 square foot locker room addition
• The construction of a 3,440 square foot warehouse (docking) addition
• Four (4) proposed new silos and a new storage tank
• A proposed machinery platform addition near the southern corner of the primary building
• A new truck loading/staging area with thirty-three (33) new striped loading spaces. The
proposed loading area will be paved with concrete paving material.
• Four (4) additional trees will be added to the overall site landscaping plan approved in site plan
number 30-99.
In addition to the immediately proposed additions shown above, the site plan is also approved
for several long range improvements including three building ekpansions, an expansion of the
proposed loading area, and two locations for future wastewater treatment plant additions
I am providing you with seven copies of the approved site plan. Please forward these to the appropriate
representative. Furthermore, please advise the owner that a copy should be kept for future reference, and an
approved copy must be kept on the construction site throughout the development process. Once site development
is complete, the owner should contact this office to schedule an on -site inspection. Please do not hesitate to
contact me if you have any questions.

Comment Reply Letter to Fred. Co. comments for engineering review
Mr. Jeremy Camp,
F ollowing are our responses to the comments received from the Frederick Co. Dept. of
Planning and Development in the comment letter dated August 23, 2001. Please call if you
have any questions or require clarification.
1. The final site plan, once all the required information is verified by the Planning Dept.,
will be signed by a professional engineer and submitted to Frederick Co. for final
approval. Triad prefers to wait until this approval is granted to avoid confusion in the
field for site -work contractors.
2. The revision date (09/07/01) and reason for revision is included on all sheets.
3. The height of all proposed buildings is included on C-04 and in the notes section on
C-02.
4. The use of each proposed building is included on C-04.
5. The approval date of the original site plan is included on C-02 (note #11).
6. The gravel fire access road has been labeled on C-04.
7. The proposed trailer loading area conforms to Article IV, section 165-28 of the
Frederick County Zoning Ordinance.
8. The statement regarding the future 60' R/W easement has been added to sheets
C-03, C-04, and C-05.
9. The proposed driveway between the proposed trailer loading area and the existing
pavement is shown as 24' wide, and parking striping is modified to enable access in
this area.

We have received your revised site plan dated 04/06/01 (received 07/31/01) for the referenced
project. It appears all of our earlier review comments have been satisfactorily addressed.
Please advise the owner of our approval. Also please provide seven (7) sets of approved
construction plans with signed seal for VDOT distribution.
The construction plans should include the following notes, placed near Structure #1:
1. A double line of conduits is in place near south side of DI Structure #1. Care should be
exercised not to damage the conduits.
2. Installation of the new 15" culvert into the existing DI Structure #1 should be accomplished
without excessive damage to structure walls at risk of being liable to replace entire
structure.
The appropriate land use permit may now be applied for to cover work within the Routes 17/50
& 781 rights -of -way. The permit is issued by this office and will require a minimum processing
fee, surety bond coverage, and the salary & expenses of a State assigned Inspector.
Once satisfactory application has been made, a permit will normally take approximately thirty
days to process and issue. Should you have any questions, do not hesitate to call.

and sections 306, use group F, (Factory) of the BOCANational Building Code/1996
and 507 , Unlimited Area Buildings. Other code that applys is CABO A117.1-92
Accessible and Usable Building And Facilities.
All plans submitted for permit application shall be sealed by a VA Lic.
Design professional.

THIS PERMIT IS ISSUED FOR LAND DISTURBANCE IN ACCORDANCE WITH THE PROVISIONS OF
THE 1992 VIRGINIA EROSION AND SEDIMENT CONTROL HANDBOOK
Contractors, Developers, or Owners of the property must notify the Erosion and Sediment Control Inspector at the following phases of
the project and they shall not proceed beyond these phases until the Erosion and Sediment Control Inspector has inspected and approved
the work. All erosion and sediment control measures shall be in place and all disturbed areas shall be stabilized in accordance with the
approved erosion and sediment control plan and/or narrative for the subject project. If all control measures specified in the plan or
narrative are not adequately maintained throughout the required period, a stop work order shall be placed on the site and/or the land
disturbance permit will be revoked.

Dear Sirs:
The Frederick County Health Department has received and reviewed the proposed plans
for the addition of the P3 filling line at the HP Hood facility in Winchester, VA. The
plans as proposed are acceptable to our department at this time.
Triad and all other contractors involved in this project will need to abide by the following
requirements.
l - The construction project can not interfere with any dairy operations.
2- The dairy must be protected from contamination when the outside walls
are removed. Temporary wall is acceptable as long as it prevents
contamination from dust, insects and rodents.
3- Contractor equipment and supplies can not be stored in the dairy
processing rooms.
4- Any interruptions in power or utilities will need to be cleared with the
dairy first.
5- Employees of the construction companies shall not be in dairy
processing areas.
Please note that these plans have been approved for the buildulg addition. Plans for the
dairy operations to be conducted inside of this addition will need to be reviewed and
approved by this department. The Health Department reserves the right to address any
issues that may not have been discovered at this time.

Dear Mr. Wood:
Thank you for the recent submission of the above -referenced site plan. I have reviewed the site plan,
and there are a few details of the plan that I would like for you to address in a revision. Please note
the following comments:
Review Comments
1. Please remember to sign the professional engineer seal on all pages of the final site plan.
2. Please remember to provide the date of all revisions made to the site plan, as well as, the
reason for those revisions on the final site plan.
3. Please label the height of all proposed building additions on the site plan (Page C-04).
4. Please label the use of each proposed building addition on the site plan (Page C-04).
5. Please reference the approval date and number of the original site plan in the general notes
section (Page C-02).
6. Please label all fire lanes and other improvements necessary to meet the requirements of the
Fire Code.
7. Please provide a landscaping plan. Additional landscaping will be required around the
perimeter of the proposed truck parking area. Furthermore, it would be appropriate to take
the future parking lot expansion into account when determining the location of tree plantings
and how many to plant. To avoid having to revise the site plan upon the utilization of the

future parking, I recommend that you show the dimensions of each space as you have on the
proposed parking area.
Please provide the same statement that is found on the original site plan regarding the future
60' r/w easement.
9. I would like to point out that the proposed driveway to the proposed truck parking area
branches off of the existing parking lot in a manner where it crosses over four parking
spaces. Please provide a 24-foot-wide drive, in all locations, to the proposed truck parking
area. This can be accomplished by modifying the location of the drive, demarcating the
parking space lines differently, or a little of both. I have enclosed a photocopied sheet
showing this area with this letter in order to illustrate what I am writing about.
After you have revised the site plan, please resubmit one copy, so that I may verify the information
contdined on the plan. I will need all approved review agency comment sheets and at least five
copies of the final plan for approval. Comment sheets are required from the following agencies:
