application. All required information must be submitted prior to the final approval of any site plan. The
Department of Planning and Development will review the application to ensure that it is complete. If
any portion is not included or complete, the site plan application will not be accepted and returned to
the applicant(s).

The Frederick County Department of Planning and Development administratively approved the above -
referenced plan on October 9, 2001 The site plan meets all requirements for development in the B2 Zoning
District. Currently, there are no adverse comments by any ofthe required review agencies, however, any future
comments by these agencies should be addressed promptly. Primary improvements of this development include
expansion of parking areas to create 64 additional display spaces and the appropriate landscaping required with
this expansion. This includes the planting of 41 trees.
I am providing you with several copies of the approved site plan. Please forward these to the appropriate
representative for Tri-State Nissan. Furthermore, please advise the owner that a copy should be kept for future
reference and an approved copy must be kept on the construction site throughout the development process.

We have received your revised site plan dated 04/06/01 (received 07/31/01) for the referenced
project. It appears all of our earlier review comments have been satisfactorily addressed.
Please advise the owner of our approval. Also please provide seven (7) sets of approved
construction plans with signed seal for VDOT distribution.
The construction plans should include the following notes, placed near Structure #1:
1. A double line of conduits is in place near south side of DI Structure #1. Care should be
exercised not to damage the conduits.
2. Installation of the new 15" culvert into the existing DI Structure #1 should be accomplished
without excessive damage to structure walls at risk of being liable to replace entire
structure.
The appropriate land use permit may now be applied for to cover work within the Routes 17/50
& 781 rights -of -way. The permit is issued by this office and will require a minimum processing
fee, surety bond coverage, and the salary & expenses of a State assigned Inspector.
Once satisfactory application has been made, a permit will normally take approximately thirty
days to process and issue. Should you have any questions, do not hesitate to call.

Upon review of the subject site plan, we offer the following comments:
1. Indicate how culvert one(1) will discharge and provide a detail.

2. The detail for the proposed silt fence shall indicate that wire reinforcement is required or
provide a diversion berm with a rock check dam.
3. Provide a permanent riser structure for the proposed stormwater pond to help prevent
clogging. Provide a level spreader and/or outlet protection at the outfall of the pond. Provide a
detail of the proposed weir and the lining of the spillway.
4. A signature block on the cover sheet of the plans is required naming a certified land disturber
for the project.
5. Revise the seeding note on sheet 4 of 5 to include an appropriate nurse seed mix. Sercia
lespedeza is not recommended in this application.
6. Provide dimensions of the proposed sediment trap based on the drainage area.
7. Place a note on the plan indicating that a land disturbance permit shall be obtained from our
office. Also, place a note indicating a pre -construction meeting on-- site shall be required prior to
commencing site grading work.

Description:
Two new display areas and parking lot expansion have been proposed for the existing
Tri-State Nissan (formerly G.W. Motors) site at the corner of Route 50 and Prince
Frederick Drive in Frederick County, Virginia. The project consists of a new paved areas
and stormwater controls. The project site is located adjacent to existing paved areas.
Existing Conditions
Tri-State Nissan currently occupies the site. A majority of the proposed project area is
open and grass -covered. Soils belong to the Blairton silt loam (313), which has a
hydrologic soil group C. The site is divided into two drainage areas. The northern
portion of the site drains to the existing storm sewer along Route 50 (Outfall A). The
rational method was used to deternvne the adequacy of the existing storm sewer system.
The southern portion of the site drains off site (Outfall I3). I-IydraIlow Hydrographs
v6.01 was used to develop 2- and 10-year 24-hour unit hydrographs for the southern
drainage area. PRE-D consisted of 1.4 acres with a curve number of 85 and time of
concentration of 5 minutes.
Storin Structure Sizing
All storm structures on site were sized to pass a 10-year storm. Calculations are provided
in Attachment A.
Stornnvater Management Quantity Control
Outfall A
Based on the post -development flow rates presented in Attachment B, the existing storm
sewer provided adequate capacity to handle the increased 10-year storm flow.
Outfall B
A stormwater detention pond was located at Outfall B in order to attenuate 2- and 10-year
peak flows. POST-D consisted of 1.4 acres with a curve number of 88 and time of
concentration of 5 minutes.
A double 16'-12" PVC pipe at 0.5% was selected as the main control structure. A 10'
emergency overflow weir was set at 700.0' and the top of darn was set at 700.5'. The
100-year storm was stored at 700.22'. Pond routing results are tabulated below:

Based on the above results, POND A provided adequate storage to attenuate the 2- and
10-year post -development storm peaks to the respective pre -development rates. Pond
routing calculations are provided in Attachment B.
