application. All required information must be submitted prior to the final approval of any site plan. The
Department of Planning and Development will review the application to ensure that it is complete. If
any portion is not included or complete, the site plan application will not be accepted and returned to
the applicant(s).

plan on October 9, 2001. The site plan meets all requirements for development in the B2 Zoning District.
Currently, there are no adverse comments by any of the required review agencies; however, any future comments
by these agencies should be addressed promptly- Below is a list of the primary improvements of this development.
• Construction of a 64-square foot kiosk
Two drive-thru lanes to be used in conjunction with the kiosk
• Removal and restriping of several parking spaces

• An anchored concrete wheel stop at the Route 277 entrance

Dear Jeremy,
We have revised the site plan per your comments of 10 August 2001. The changes are:
1. Removed the reference to preliminary from the title block.
2. Added the statement regarding approval validity to the signature box.
3. All proposed signs are shown on the plan. Two pedestal signs exist, one along Route 277 and one at the
southwest corner of the building. Other miscellaneous directional signs are also shown.
4. No additional site lighting is proposed. A note to that effect has been added.
5. The building and canopy heights are shown.
6. Underground electric service to the Kiosk is shown.
7. A note regarding water service has been added.
8. The parking calculations have been updated per your instruction.
9. A site location map is attached for your reference.
As we discussed the drive thri lane arrangement and building location had been reviewed and approved prior to
finalizing this site plan. Therefore, we have not implemented your suggested layout.
Finally, let me make one final appeal for the parking spaces shown as "employee only" to remain. Four spaces are
involved and as you've pointed out, removing them will not affect our satisfaction of the parking requirement. If we do
stripe -out these spaces there is no real improvement to the site circulation or increased landscaped area. If they remain
and prove to difficult to use, no one will use them, or if their use affects the Kiosk operation, the owners are capable of
correcting that situation. If they decide to stripe -out the spaces, sufficient parking will remain. We believe it is
reasonable to allow those four spaces to remain as long term employee parking.

Thank you for the recent submission of the above -referenced site plan. I have reviewed the site plan and
there are a few details of the plan that I would like for you to address in a revision. Please review the
following comments:
Review Comments
1) Functionality & Layout. Please revise the site plan similar to the sketch that I have attached with
this letter. Due to the lack of space and a conflict with the overall site traffic flow, a two-way
drive-thru does not appear to work well on the property. Please revise the site plan to show only
one drive-thru lane. Furthermore, all parking spaces must have the required aisle width.
2) Name of Proposed Development. Please omit the word "Preliminary" from the title and replace
it with the word "Site."
3) Statement Below Signature Box. Please provide a statement below the Zoning Administrator's
signature box to the effect that approval of this site plan is valid for five years from the date of
the signature.
a 4) Location Map. Please provide a location map with a scale of 1:2000.
5) Signs. Please provide the location of all existing and proposed signs.
6) Lighting. Please provide the location of all proposed lighting. If no lighting is proposed, please
provide a statement to that effect. Also, provide a statement to the effect that all lighting will be
shielded or directed away from adjoining roads and properties.

7) Dumpster Location. Staff is willing to accept the location of the dumpster with a six-foot,
opaque fence and gate. However, I would recommend that you utilize the dumpster pad, fence,
and gate already on the site.
8) Height. Please label the height of the country store and the canopy.
9) Electric & Water Hookup. If no electric or water is proposed, please provide a statement to that
effect. If a utility will be connected to the new structure, please show and label its location.
10) Parking Calculations. Please correct your parking calculations to show that 17 parking spaces
are required. This use would be classified as a drive-in restaurant when calculating the required
number of parking spaces. Drive-in restaurants are required to have 1.4 parking spaces per 100
square feet of floor area. Therefore, the total of spaces required would increase by one from
your calculations after you round -up.
11) Improve Graphics. Please improve the graphics of the site plan so all lines are visible.
Particularly, it is very difficult to see the painted lines of the parking spaces.
12) Just a reminder. Please remember to sign your engineer's stamp and provide the date of all
revisions on the final copies of the site plan.
After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will need all approved review agency comment sheets and at least five copies of
the final plan for approval. Comment sheets are required from the following agencies:

I've attached a site plan application for the Red Apple Deli site at 127 Fairfax Pike. The proposal calls for a 64
sq. ft. coffee sales Kiosk at the west side of the site, on existing parking surface. Nine existing parking spaces
would be lost. The site will continue to provide more than adequate parking based on the retail area parking
requirements. No additional paved area will be required. There will be no extension of utilities, but for
electric service, to the Kiosk, and no additional entrances on to state highways are proposed.
Currently, the property owner, Mr. Harry Stimpson has a site plan application pending at the County. Mr.
Stimpson would like to withdraw that proposal. His intention is to install the Coffee Kiosk, and if further
development of his property is proposed, a new plan, showing the Kiosk will need to be prepared and submittal
for approval.
We've been working with staff on this layout, on and off, for a couple of months. We believe we've arrived at
a layout which satisfies the needs and concerns of all parties. I hope we can move quickly to final approval.
