SITE PLAN CHECKLIST
The checklist below indicates all the information that needs to be submitted as part of the site plan
application. All required information must be submitted prior to the final approval of any site plan. The
Department of Planning and Development will review the application to ensure that it is complete. If
any portion is not included or complete, the site plan application will not be accepted and returned to
the applicant(s).

Plans and specifications for a sewage treatment works replacement at Timber Ridge School, located in
Frederick County, as prepared by Bushman Engineering, PC, have been received by the Virginia Department
of Health Division of Wastewater Engineering (DWE). The plans are titled, "Timber Ridge School, WW/ rP
Upgrade, Frederick County, Virginia" and are dated revised June 11, 2002. The project specifications are
printed on the plan sheets.
This project has been designed for an average flow of 20,000 gpd with a peak flow of 40,000 gpd based upon
a peak factor of 2.0. The project consists of the installation of a 20,000 gpd package proprietary sewage
treatment works [Biowheel] consisting of screening; flow equalization; aerated suspended and attached
gro,,i-th reactor; clarification; duplex pressure filtration; disinfection with sodium hypochlorite; tablet
dechorinabon; post aeration; and aerated sludge holding. The treatment works discharge point is unchanged.
The sewage treatment works has been designated Reliability Class II and will meet the requirements of this
assignment by the use of a portable generator and appropriate alarms.
The review of these plans and specifications has been confined to technical requirements and design criteria
as stipulated in the Commonwealth of Virginia Sewage Collection and Tizatinent Re
grr/utio✓u (12 VAC 5 581).
In accordance uirh the Virginia Water Control Law, Code of I-'irinra 1950, as amended, Title 62.1, Chapter
3.1, Article 4, Section 62.1-44.19, Paragraph 3, and Title 32.1, Chapter 6, Article 1, this letter report is to
advise that the aforementioned plans and specifications are technically adequate and recommended for
approval by this Department with the conditions that an operation and maintenance manual and a sludge
management plan for the sewage treatment works be submitted to the Division of Wastewater Engineering
and to the Department of Environmental Quality prior to issuance of the Certificate to Operate.

Dear Mr. Spitler:
The Frederick County Department of Planning and Development administratively approved the
above- referenced plan on November 14, 2001. The site plan meets all requirements for development
in the RA Zoning District. Currently, there are no adverse comments by any of the required review
agencies; however, any future comments by these agencies should be addressed promptly. The
primary improvements associated with this development include the construction of two dormitories,
each 8,323 square feet and 24 feet in height. The "future stage" shown on the site plan is not
approved with this site plan and may require future plans be submitted to this department.
I am providing you with several copies of the approved site plan. Please forward these to the
appropriate representatives for Timber Ridge Treatment Center. Furthermore, please advise the
owner that a copy should be kept for future reference and an approved copy must be kept on the
construction site throughout the development process. Once site development is complete, please
contact this office to schedule an on -site inspection.

Dear Mr. Spitler:
Thank you for the recent submission of the above -referenced site plan. I have completed a review
of the plan and would like you to address a few issues in a revision. I have enclosed a red -lined copy
of the site plan to clarify the concerns of staff. Please note the comments I have made below:
1. Please show the height of all buildings and structures.
2. Please explain what the existing dormitories will be used for after residents vacate them for
the proposed dormitories. Please specify which existing dormitories will be affected. Please
indicate this on the site plan or make a note explaining.
3. Please provide setbacks for the proposed dormitories.
4. Please add detail to your parking calculations to reflect the number of spaces required and
how that number was calculated.
5. The Zoning Ordinance requires that parking areas be paved with a minimum of double prime -
and -seal treatment or equivalent. It also requires that parking spaces be marked by durable
painted lines. Please make the necessary changes to come into compliance and show any
changes on the site plan.
6. If you are seeking approval of the future stage with this site plan, please add more detail

what the surface materials are.
Please provide the location of all improvements necessary to meet the fire code requirements;
this includes fire hydrants, required bollards, and fire lanes.

on the plan. I will then need all approved review agency comments and five copies of the final site
