The checklist below indicates all the information that needs to be submitted as part of the site plan
application. All required information must be submitted prior to the final approval of any site plan. The
Department of Planning and Development will review the application to ensure that it is complete. If
any portion is not included or complete, the site plan application will not be accepted and returned to
the applicant(s).

agencies prior to final site plan approval. It is recommended that applicants contact
the Department of Planning and Development to determine which review agencies

Dear Scott:
The Frederick County Department ofPlann ing and Development administratively approved the above -referenced
plan on May 28, 2002. The site plan is approved for the construction of 15,000-square-foot warehouse building
with seven individual warehouse units. The primary improvements approved with this site plan are listed below:
Construction of a 15,000-square-foot warehouse unit with seven individual warehouse units.
Construction of 45 parking spaces, including two handicap spaces. Parking will be located in the front of
the building, to the left of the building, and employee parking in the rear of the building.
Installation of a dumpster with a concrete pad and an opaque fence and gate.
Planting ofseven Trident Maple trees, four Sugar Maple trees, 15 Littleleaf Linden trees, and a hedge row
consisting of 75 yews.
Construction of a new fire hydrant.
I am providing you with several copies of the approved site plan. Please forward these copies to the appropriate
representative(s). Furthermore, advise the owner(s) that a copy should be kept for future reference, and an
approved copy must be kept on the construction site throughout the development process. Once site development
is complete, the owner(s) should contact this office to schedule an on -site inspection.

Dear Mr. Camp:
We are in receipt of the comments dated April 8, 2002 and offer the following responses:
Comments from Frederick County Department of Planning and Development
Comment 1: Landvcaped Area Calculations. The required open space (landscaped area) for this lot,
because it is zoned M1, is 25 percent. Please make the necessary changes to the site plan.
Response: Iandscape calculations have been revised on the cover sheet to reflect the required open space.
Comment 2: Rear Parking Layout. No parking zone striping would be beneficial beside some of the rear
parking spaces in order to emphasize the proposed angle of the parking spaces. 1 am of the opinion that
employees would ignore rite angled parking, if left otherwise. Please make changes to the proposed
striping plan to ►lte rear parking area.
Response: No -parking zone striping has been added to the angled parking at the rear of the building.
Comment 3: Loading Space Calculations. Please provide loading space calculations and show the
location and dimensions of all proposed loading spaces.
Response: Loading space calculations have been provided on the cover sheet.
Comment 4: One-way sign. Please provide a one-way sign before the rear travelway.
Response: A one-way sign has been shown on the site plan to alert traffic entering the travel aisle at the
rear of the building.
Comment 5: Extension of (ledge Row. Since you are now proposing to remove all of the existing brick
Kull, you should now extend the proposed three-foot evergreen hedge row to provide headlight screening
Kftere tite brick Kull would have in the previous plan.
Response: The proposed evergreen hedgerow has been extended to screen the area where the brick wall is
to be removed.

After review of the site plan for the above referenced project, the following comments are provided on behalf
of the Winchester Regional Airport Authority:
The proposed site plan does not indicate that future buildings would appear to penetrate the
airport's FAR Part 77 surface based on the information provided therefore airport operations
should not be impacted by this proposal. Due to the proximity of the proposed buildings within the
established flight pattern, we are requesting that any and all outdoor lighting at this site be of a
shielded type to minimize possible light pollution on aircraft entering the pattern for Runway 32.
FAA form 7460-1 must be submitted to the FAA for review and comment with a copy of the form
sent to this office for record.
2. Controlled burning must be coordinated with Airport staff no less than twenty-four hours prior to
start.
3. During the construction phase of the buildings, all cranes will be required to have an aviation
obstruction flag and/or obstruction light visible during operations and must be lowered at night
unless lit. Intended hours and dates of operation need to be coordinated with Airport staff no less
than twenty-four hours prior to start.
If these conditions are met, the Winchester Reaional Airport Authority poses no objections to the proposed
site plan for the INVIC — Westview Business Center.

We have received your revised site plan dated April 24, 2002 for the referenced project.
It appears all of our earlier review comments have been satisfactorily addressed. Please
advise the owner of our approval. Also please provide five (5) sets of approved
construction plans with signed seal for VDOT distribution.
The appropriate land use permit may now be applied for to cover work within the
Routes 728 and 1092 rights -of -way. The permit is issued by this office and will require a
minimum processing fee, surety bond coverage, and the salary & expenses of a State
assigned Inspector. A copy of any/all recorded plats of dedication for drainage
easements or additional right-of-way required for implementation of this proposed
project should be provided to VDOT prior to issuance of any land use permits.
Dedication should be made to the Commonwealth of Virginia.
Once satisfactory application has been made, a permit will normally take approximately

I had the opportunity to review the site plan that you submitted to our department for a proposed warehouse
building in Westview Business Center. This letter details my review comments so you can prepare a revision.
My comments are noted below. I am also enclosing a red -marked copy of the site plan to visually assist you.
Review Comments
(1) Owner & Developer Information. Please provide a contact phone number of the land owner
and developer. You have stated on the site plan that they are the same.
(2) SignSeal. Asa reminder, please remember to sign you engineer's stamp on the final copies
of the site plan.
(3) List of all Revisions Please list all revisions in the revision box of the final copies of the site

(4) Aisle Width. All parking lots or areas are required to have a 22-foot aisle. The parking lots
t in the rear of the building do not meet this requirement and thus, are not acceptable as
presented.
(5) Landscaped Area Calculations. Please provide a percentage beside the total amount of green
area provided (landscaped area) Furthermore, state that the total amount of green area
required is 25% of the total lot area.
(6) Raised Islands. A nine -foot -wide parking island needs to be located to the right of the rear
parking area (near the dumpster area) in order to meet the requirements of the Zoning
Ordinance.

(7) Loading Space Calculations. Please state the total number of loading spaces required and the
total number of loading spaces provided.
y 18) Dumpster Enclosure Height. Please provide the height of the proposed block wall around the
dumpster. It should be at lease six feet tall
(9) Height. On the first page you state that the maximum height permitted is 60 feet and you state
that the proposed height is n/a Please provide the heist of the proposed warehouse, because
it is applicable.
(10) Water Easement. Please show the water easement for the water main that crosses over the
front of the property along Independence Drive.
(I 1) Parcel Connector. As a recommendation, it may be worthwhile to construct a parcel
connector with the property to the north in order to have utilization of their entrance. This is
only a recommendation, however, and it may or may not be an option for the developer/owner.
(12) Utilities Underground Statement. Please provide a statement to the effect that all utilities will
be located underground.
After you have revised the site plan, please resubmit one copy so that I may verify the information contained
on the plan. I will need all approved review agency comment sheets and at least five copies of the final plan
for final administrative approval. Comment sheets are required from the following agencies: Frederick County
Inspections Department. Frederick County Engineer. Frederick County lire Marshal. Frederick County
Sanitation Authority. Airport Authority. & the Virginia Department of Transportation.

A VDOT review has been completed on the preliminary plan dated 06/01 (received
07/23/01) for the referenced project. Our comments follow and are shown in red on
Plan Sheet 2 of 8.
An additional 15' variable strip of right-of-way should be dedicated to the
Commonwealth of Virginia along Route 728 and Independence Drive to provide space
for road improvements on this plan and any future road improvements.
A standard DI should be placed as shown. If necessary, off site right-of-way or
easement can be secured to accomplish this comment. Drainage appears to want to
flow along Route 728 toward Route 1092.
When the above comments have been considered, a set of revised plans should be sent
to this office for VDOT review. If there are any questions, please call.

After review of the site plan for the above referenced project, the following comments are provided on behalf
of the Winchester Regional Airport Authority:
The proposed site plan does not indicate that future buildings would appear to penetrate the
airport's FAR Part 77 surface based on the information provided therefore airport operations
should not be impacted by this proposal. Due to the proximity of the proposed buildings within the
established flight pattern, we are requesting that any and all outdoor lighting at this site be of a
shielded type to minimize possible light pollution on aircraft entering the pattern for Runway 32.
FAA form 7460-1 must be submitted to the FAA for review and comment with a copy of the form
sent to this office for record.
2. Controlled burning must be coordinated with Airport staff no less than twenty-four hours prior to
start.
3. During the construction phase of the buildings, all cranes will be required to have an aviation
obstruction flag and/or obstruction light visible during operations and must be lowered at night
unless lit. Intended hours and dates of operation need to be coordinated with Airport staff no less
than twenty-four hours prior to start.
if these conditions are met, the Winchester Regional Airport Authority poses no objections to the proposed
site plan for the INVIC — Westview Business Center.
