The checklist shown below specifies the information which is required to be submitted as part of the site plan
application. The Department of Planning & Development will review the application to ensure that it is
complete prior to accepting it. If any portion of the application is not complete, it will be returned to the
applicant(s).
(1) One (1) set of approved comment sheets are required from each relevant review
agency prior to final approval of a site plan. It is recommended that applicants
contact the Department of Planning & Development to determine which review

We have received your revised site plan dated April 7, 2004 for the referenced project. It
appears all of our earlier review comments have been satisfactorily addressed. Please advise the
owner of our approval. Also please provide six (6) sets of approved construction plans
with signed seal for VDOT distribution.
The appropriate land use permit may now be applied for to cover work within the Route 1322
right-of-way. The permit is issued by this office and will require a minimum processing fee,
surety bond coverage, and the salary & expenses of a State assigned Inspector. A copy of
any/all recorded plats of dedication for drainage easements or additional right-of-way required
for implementation of this proposed project should be provided to VDOT prior to issuance of any
land use permits. Dedication should be made to the Commonwealth of Virginia.
Once satisfactory application has been made, a permit will normally take approximately thirty
days to process and issue. Should you have any questions, do not hesitate to call.

The Frederick County Department of Planning and Development administratively approved the above -
referenced site plan on May 11, 2004. Approval is granted for the construction of a new building consisting
of 3,011 square feet of office space and 17,520 square feet of warehouse space and will have sixty five (65)
parking spaces, including three handicap accessible spaces. All requirements of the Frederick County Zoning
Ordinance have been adequately addressed in the site plan, including approvals from all relevant review
agencies.
I am providing you with five (5) copies of the approved site plan. Please forward these copies to the
appropriate representative(s). Furthermore, advise the owner(s) that a copy should be kept for future
reference, and an approved copy must be kept on the construction site throughout the development process.
Once site development is complete, the owner(s) should contact this office to schedule an on -site inspection.

We are in receipt of your comment letter dated April 7, 2004 and offer the following responses:
Comments fi-om Frederick County Planning; Department
.)Comment 1: Lighting. The statement regarding the wall -mounted lighting proposed with this development
needs to include a notation that the lighting will conformm with ,¢165-35n of the Fi-ederick County Zoning
Ordinance regarding glare.
Response: The notation that lighting will conform with §165-35A of the Frederick County Zoning
Ordinance regarding glare has been added to the statement regarding wall -mounted lighting (sec sheet 1).
Comment 2: Requil-ed Landscaping. The required landscaping in the M1 zoning district is 25%not 15%.
Sheet < of'9 shows that the total landscaped area is .79 acres, 25%n of'5.082 acres is 1.27 acres.
Response: The note pertaining to the required amount of landscaping in the M I zoning district has been
corrected to 25%n. The 0.79 acres total amount of landscaping area on the previous plans was incorrectly
calculatcd, as this did not include any of the tree saved areas or the landscaping at the perimeter site limits.
The correct amount of 1.93 acres being provided is now designated on the plans (sec sheet 6).

Upon review of the subject site plan, we offer the following continents:
1) Verify that the road side ditch *located along Fort Collier Road is designed to
convey a ten (i0j-year storm event. The proposed release from the stormwater
pond for a ten (10) - year storm is 18 CFS.
2) YOU have proposed removing the existing 24 inch RCP located under Fort Collier
Road and replacing it with two (2) 24 inch RCP's. It will be necessary to verify
that either a drainage easement or an adequate channel exists below this culvert. It
will be necessary to obtain written permission from the regional jail prior to
performing any improvements on their property.
3) You have proposed a one (1) percent slope within ponds one and two. Because
there is potential for standing water with a one (1) percent slope, it will be
necessary to utilize either a low flow paved flume or a french drain to ensure
adequate drainage of the ponds.
4) Provide details and profiles of the proposed outlet structures for ponds one and
two.
5) You have proposed the use Of an eight (8) inch draintile to divert the roof
drainage. Provide a standard connection detail that reflects how the actual roof
gutters tie into the draintile.
6) PrOvrde Outlet p1'OteCt1O11 details and dimensions on the plan in accordance with
VESCI-I Standard 3.18.

Dear Mr. Lucas:
Planning Staff has reviewed the above -referenced site plan to determine if administrative approval can be
granted. At this time, administrative approval cannot be granted. This site plan is denied until the issues in
this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review
Staff's comments listed below and then prepare a revised site plan which adequately addresses each concern.
Review Comments:
1) Lighting. The statement regarding the wall -mounted lighting proposed with this developmentneeds
to include a notation that the lighting will conform with § 165-35A of the Frederick County Zoning
Ordinance regarding glare.
2) Required Landscaping. The required landscaping in the M 1 zoning district is 25% not 15%. Sheet
6 of 9 shows that the total landscaped area is .79 acres, 25% of 5.082 acres is 1.27 acres.
After you have revised the site plan, please resubmit one copy so that I may verify the information contained

Response: The ingress/egress casement located on the adjacent property was granted without our property
owner's knowlecige of the infringements an(I restrictions to (levelopment clue to the front setback issue. An
ingress/egress easement cannot put restrictions onto the adjoining properties without authorization from the
property owners. If a 75' front setback is a County requirement, the adjacent property owner will have to
relocate the ingress/egress casement so the setbacks will not be infringing into the developable area for this
site.
Comment 14: Required Landscaping. The required landscaping in the X11 zoniing district is 25% not
15%.
Response: The landscaping plan has been revise(] to provide the minimum amount of landscaping to meet

Continent 17: Landscaping Calculations. The landscaping calcvdations for perimeter landscaping is one

perimeter tree is 51 not 13. Give the total square footage of impervious stir face, not the proposed
perimeter length.
Response: 'file perimeter parking lot landscaping requirements have been changed to one tree per 2,000
square feet of impervious surface increasing the total amount of trees required to 51. The total amount of
impervious surface square footage is specified in the landscape calculations.

Planning Staff has reviewed the above -referenced site plan to determine if administrative approval can be
granted. At this time, administrative approval cannot be granted. This site plan is denied until the issues
in this letter, as well as all issues of the other review agencies, have been adequately addressed. Please
review Staffs comments listed below and then prepare a revised site plan which adequately addresses each
concern.
Review Comments:
1) Day. Please provide a day that the plan was created.
-2) Height. The maximum height in the M1 Zoning District is 60', not 75'.
.3) Building Setbacks. The side and rear building setback in the M1 Zoning District is 25'.
L-4) Parking Setbacks. The side and rear parking setback in the M1 Zoning District is five feet.
V5) Existing Gravel Parking Lot. This area must be paved and striped in conformance with the current
Zoning Ordinance.
6) Existing Office/Wareliouse. Show the breakdown of office space and warehouse space in the
existing building.
�7) Signs, 4ghti )g, Outdoor Storage . If there are any signs, lighting or outdoor storage associated
with this property it needs to be shown on this sight plan. The notation on the cover page of the
sight plan regarding these issues is inappropriate.
✓8) Stop Signs. Stop signs should be shown where the parking lots meet the entrance road, as well as
the entrance to Fort Collier Road. A stop sign detail needs to be shown as well.

property; a 75' front setback is required off of this easement.
4) Required Landscaping. The required landscaping in the M1 zoning district is 25% not 15%.
4-5) Interior Landscaping. The calculations for the required interior landscaping has not been provided.
Five (5) percent of the interior portions of the parking lots shall be landscaped for the purpose of
shade trees; therefore a minimum of 5255.85sq feet must be landscaped.
L1-6) Tree Legend. The tree legend should be modified so all deciduous trees are t-%,,,o-inches in caliper
at the time of planting, not six (6) to eight (8) feet in height.
7) Landscaping Calculations. The landscaping calculations for perimeter landscaping is one tree per
2,000 square feet of imperious surface, not one tree per 35 linear feet; therefore the required

The first review was done under the title "Jones and Drank Site Plan" and was submitted to other
County gencies for review in December, 2000. 'I'lle project at the dCVC10pCr'S re uest was put
on hold. The developer now wants to finalize and has chanced the project name to "Oil
Equipment Products". We will submit all Agencies comments once we have received them.
