The site plan is approved for a 39,000 square feet automobile testing faculty. This site plan calls for a total of 48 parking spaces. I have provided you with a copy of this approved site plan. Please forward copies of this site plan to the owner(s) and appropriate representative(s). An approved copy must be kept on the construction site throughout development process. November 19, 2003 Upon review of the subject site plan, we offer the following comments: 1) The stormwater pond discharge is located on the Moxon Timber property. A platted drainage easement will be required to drain concentrated stormwater onto the adjacent commercial property. Therefore, it will be necessary to submit a copy of the recorded/platted drainage easement to this office. 2) Provide outlet protection details and dimensions on the plan in accordance with VESCH Standard 3.18. 3) On page 3 of 8 under note # 1, you have indicated that the land disturbance permit will be issued by the City of Winchester. Please revise the plan to reflect that the subject permit will be issued by Frederick County. 4) Because of the existing site vegetation and soil type, a pre -developed run-off coefficient value shall be between 0.25 to 0.30. Site Plan for Prototype -Frederick County -Sheets 1 through 8 of 8, dated November 11, 2003. _used on our review we have the following comments: 1. The 8" water main shown along Shady Elm Road does not exist beyond the fire hydrant at the western property line. The developer is responsible for the cost and installation of the line extension according to current City of Winchester Standards. A fire hydrant will have to be installed at the end of the main extension for flushing purposes. 2. Move the domestic tap to water main "A' and install the meter inside of the easement. 3. Perform a flow test to determine the adequacy of the existing water system to provide a sufficient supply of water according to the City of Winchester Standards Manual. 4. Show the current City of Winchester details for utility installation. No error or omission in either the plans, calculations or applications (whether these plans, calculations or applications have been reviewed by the City or not) shall permit or release the applicant and designer from constructing this work in any other manner than that is provided for in the City Ordinances.
