SITE PLAN CHECKLIST
The checklist below indicates all the information that needs to be submitted as part of the site plan
application. All required information must be submitted priorto the final approval of any site plan. The
Department of Planning and Development will review the application to ensure that it is complete. If
any portion is not included or complete, the site plan application will not be accepted and retumed to
the applicant(s).

The Frederick County Department of Planning and Development administratively approved the above -referenced
site plan on February 19, 2002. The site plan is approved for a parking lot expansion. The expanded parking lot
shall include curb and gutter, as well as additional landscaping. All other applicable requirements of the Frederick
County Zoning Ordinance have been complied with in the plan. Furthermore, all review aZD
gencies comments have
been adequately satisfied.
I am providing you with five copies of the approved site plan_ Please forward these to the appropriate
representative. Furthermore, please advise the owner that a copy should be kept for future reference and an
approved copy must be kept on the construction site throughout the development process. Once site development
is complete, the owner should contact this office to schedule an on -site inspection. An on -site inspection and
approval are required prior to the issuance of an occupancy permit.

We are in receipt of the comments dated December 20, 2001 and offer the following responses:
Comments from Frederick County Deparltnent of Planning
Continent 1: Cui-b & Gutter. Curb and gutter should be provided for the entire parking lot expansion. In
addition to showing curb and gutter on the site plait, pleaseprovide a statement to the eject that curb and
gutter is required for the entire parking lot.
Response: It has conic to the attention of Greenway Engineering that the revised County Ordinance did
not Intend to eliminate CG-2 curb from its list of acceptable curb and gutters but to eliminate modular curb
as a type of permanent curb. Therefore, the CG-2 should be acceptable. We did expand the curb limits as
requested.
Continent 2: Format of Site Plan. The site phut that you have prepared emphasizes the existing site
conditions instead of the proposed site development. Please reorient the site plan pages and illustrations
so the proposed development plan is the key cotnpoilent. i suggest that you reverse the two plans by pi.ttting
the site plan/erosion control plan on a fall page and put the existing site conditions on a reduced -size
illustration. In addition, you should label the drawing that is intended to illustrate the existing site
conditions as such.
Response: Since these plans are minor site plan revisions in nature, the proposed site plan layout utilized
full-size plan sheets of record.
The format of the site plan was not intended to (le -emphasize the proposed development_ Unfortunately,
we are too far into the site plan process to extensively modify this site plan sheet layout. We will make
note for future reference.
Continent 3: Parking Islands. Please provide parking islands at the cud of all proposed parking aisles.
The enclosed red -marked site plait illustrates where islands are requii-ed on the plait.

Dear Mark:
Thank you for your submission of the above -referenced site plan. 1 have reviewed the site plan and some
changes are required before staff can consider final administrative approval. To assist you, please find the
enclosed copy of the site plan with red markings. It should correspond with my comments listed below. These
comments are as follows:
Review Comments
(1) Curb & Gutter. Curb and gutter should be provided for the entire parking lot expansion. In addition
to showing curb and gutter on the site plan, please provide a statement to the effect that curb and gutter
is required for the entire parking lot.
(2) Format of Site Plan. The site plan that you have prepared emphasizes the existing site conditions
instead of the proposed site development. Please reorient the site plan pages and illustrations so the
proposed development plan is the key component. I suggest that you reverse the two plans by putting
the site plan/erosion control plan on a full page and put the existing site conditions on a reduced -size

(3) Parking Islands. Please provide parking islands at the end of all proposed parking aisles. The enclosed
red -marked site plan illustrates where islands are required on the plan.
(4) Reference. Please provide a reference to Site Plan #09-99 in the project information section.
(5) Traffic Flow. Please verify the site plan as it relates to the proposed traffic flow. According to the plan
submitted, vehicles can only exit the proposed parking lot from the north drive lane. Should the south
drive lane be for two-way traffic? If so, please show this on the plan.
(6) Landscaping Schedule. Please clarify whether or not you will be planting 17, 18, or another specific
number of Sugar Maple trees. The Landscaping Schedule on the site plan indicates that 17 trees will be
planted, while the landscaping plan shows 18 Sugar Maples (See Comment #8).

(7) Evergreen Hedge Row. Please provide a three-foot high evergreen hedge row along the property line
that is adjacent to Century Lane. The existing hedge row can be extended to provide the required
headlight screen.

trees. Therefore, twenty-nine (29) trees should be part of the landscaping plan for this development.
The six (6) trees that are being relocated are part of the total required trees for the entire property. You
should plant some of these trees in the required parking islands. Furthermore, please provide more than
one (1) species of tree in your landscaping plan.
(9) Zoning Administrator Approval Box. Please eliminate the approval spaces for the Planning Director
and County Administrator. Their signatures are required for Master Development Plans, not a Site Plan.
Please provide a space for the approval date and signature of the Frederick County Zoning
Administrator. A statement should be provided below this which states that the site plan is valid for five
years from the approval date.
(10) Parking Tabulation. I found a couple errors in your parking tabulation information. Please correct this
data and adjust appropriately after you have revised the layout as requested in the above -noted
comments.
(11) Magisterial District. Due to the magisterial district boundary line changes that went into effect earlier
this year, the subject property is now in the Stonewall Magisterial District. Please correct this error on
all pages of the site plan.
After you have revised the site plan, please resubmit one copy so that I may verify the information contained on
the plan. I will need all approved review agency comment sheets and at least five copies of the final plan for
final administrative approval. Comment sheets are required from the following agencies: the Frederick County
Engineer, the Frederick County Department of Building Inspections (for light poles), the Frederick County Fire
Marshal, and the Frederick County Sanitation Authority, if any of their infrastructure will be disturbed or
effected.
