(21 SEDIMENT AND EROSION CONTROL NARRATIVE 1. Project Description: The development of this project consists of the construction of two (2) proposed office & warehouse buildings with related driveways, parking facilities, and truck loading areas; site grading; water & sewer services and a fire main extension; storm sewer system along Imboden Drive; and site landscaping. 2. Existing Conditions: The 2.67 acre site is currently undeveloped and is vacant, open, grassland. The site has approximately 270 linear feet of road frontage along Imboden Drive which will be used to provide access to the site, when developed. A new one-way in/one-way out combination entrance will be constructed along Imboden Drive which will provide permanent access to the site. The site generally slopes from the front property line along Imboden Drive towards the rear and easterly side of parcel to the existing storm water conveyance channel that coincides with the easterly property line. The finish grading will maintain this grading pattern and eventually all storm water will be conveyed to and controlled by this existing channel. This channel discharges into the existing regional storm water management pond on the Monoflo site. 3. Adjacent Areas: The site is bounded on the north the Imboden Drive Right -of Way. The western property line is bounded by the small office/warehouse complex on Lot 1 of the subdivision and the vacant, open grassland of Lot 2. The eastern side is bounded by the office/warehouse development on Lot 4 and the coincident storm water conveyance channel. The southern boundary is coincident with the Monoflo site where the regional storm water management facility is constructed. 4. Soils: The soils map of Frederick County indicates the following soil types exist within this project area. On -site soils have been disturbed previously by the development of the Baker Lane roadway and the storm channel between Lot 3 and of the subdivision. 1B: Berks channery silt loam: (2%-7% slopes). Hydrologic soil group C, Class II Soils. (Approx. 90%) 41C: Weikert-Berks chann:ery silt loam:(7%-15% slopes). Hydrologic soil group C, Class II Soils. (Approx. 10%) S. Critical Areas: The existing storm water channel along the easterly property line. Erosion and Sediment Control Measures: a. Erosion and Sediment Control Measures shall be installed prior to any land disturbing activities. The work shall be confined to the designated limits of construction. For this project, the limits of construction are defined as the property boundaries and the existing edge of pavement of Baker Lane roadway. b. No disturbed areas shall be denuded for more than thirty (30) days. The contractor shall stabilize all exposed areas within seven (7) days after the end of construction of that phase of the work. If possible, all natural vegetation and/or mulching shall be used to protect areas exposed during development .of the site. The existing vegetation along the property lines shall remain in place and be protected during the construction process to the greatest possible extent. c. Soii stockpiles must be stabilized or protected with sediment trapping measures to prevent soil loss. Utility trenches located outside of paved areas shall be seeded and mulched within two (2) weeks of backfilling. d. Upon completion of construction, all permanent erosion and sediment controil measures shall be installed. After stabilization, the temporary erosion control measures shall be removed, as approved by the local program administrator. All vegetative cover shall be checked regularly and any damaged areas shall be repaired, fertilized, replanted, and mulched, as needed. e. All properties adjacent to the si te shal l be protec ted from sediment deposition. This shall be accomplished by installing perimeter controls such as silt fence barriers, diversion dikes, filters or check dams, rip rap stone protection, or a combination of such measures, as indi cated on the plans. f. The contractor shall be responsible for the installation and maintenance of all erosion and sediment control measures. 7. Construction Sequencing: PHASE I: 1. Maintenance: The contractor shall be responsible for the installation and maintenance of all erosion and sediment control measures. All measures shall be inspected daily and after each significant rainfall by the site superintendent or his representative. Any damaged structures shall be repaired or replaced by the end of work that day. a. The construction entrance shall be maintained so as to control the amount of soil materials that may get caught in the stone bed. If the stone becomes clogged with soil and mud, it shall be cleaned, or removed and replaced, as may be deemed necessary. A trash rack shall be installed as part of the construction entrance construction. If this measure fails to properly clean the construction vehicles, then a wash rack must be installed as directed by the local program administrator. b. The rock check dams, inlet and outlet protection devices, and the silt fencing shall be checked regularly for deposited sediment. If sediment is trapped, it shall be cleaned carefully so as not to release the trapped sediment downstream or on adjacent properties. c. All seeded and sodded areas shall be checked regularly to ensure that a good stand of grass is maintained. Areas shall be repaired, fertilized, and reseeded or' resodded, as required. This channel discharges into the existing regional storm water management pond on the Monoflo site. 3. Adjacent Areas: The site is bounded on the north the Imboden Drive Right -of Way. The western property line is bounded by the small office/warehouse complex on Lot 1 of the subdivision and the vacant, open grassland of Lot 2. The eastern side is bounded by the office/warehouse development on Lot 4 and the coincident stoma water conveyance channel. The southern boundary is coincident with the Monoflo site where the regional storm water management facility is constructed. 4. Soils: The soils map o'f Frederick County indicates the following soil types exist within this project area. On -site soils have been disturbed previously by the development of the Baker Lane roadway and the storm channel between Lot 3 and of the subdivision. 1B: Berks channery silt loam: (2%-7% slopes). Hydrologic soil group C, Class II Soils. (Approx. 90%) 41C: Weikert-Berks channery silt loam: (7%-15%slopes) Hydrologic soil group C, Class II Soils. (Approx. 10%) S. Critical Areas: The existing storm water channel along the easterly property line. Erosion and Sediment Control Measures: a. Erosion and Sediment Control Measures shall be installed prior to any land disturbing activities. The work shall be conf ined to the designated limits of construction. For this project, the limits of construction are defined as the property boundaries and the existing edge of pavement of Baker Lane roadway. b. No disturbed areas shall be denuded for more than thirty (30) days. The icontractor shall stabilize all exposed areas within seven (T) days after the end of construction of that phase of the work. If possible, all natural vegetation and/or mulching shall be used to protect areas exposed during development of the site. The existing vegetation along the property lines shall remain in place and be protected during the construction process to the greatest possible extent. c. Soil stockpiles must be stabilized or protected with sediment trapping measures to prevent soil loss. Utility trenches located outside of paved areas shall be seeded and mulched within two (2) weeks of backfilling. d. Upon completion of construction, all permanent erosion and sediment control measures shall be installed. After stabilization, the temporary erosion control measures shall be removed, as approved by the local program administrator. All vegetative cover shall be checked regularly and any damaged areas shall be repaired, fertilized, replanted, and mulched, as needed. e. All properties adjacent to the site shall be protected from sediment deposition. This shall be accomplished by installing perimeter controls such as silt fence barriers, diversion dikes, filters or check dams, rip rap stone protection., or a combination of such measures, as indicated on the plans. f. The contractor shall be responsible for the installation and maintenance of all erosion and sediment control measures. 7. Construction Sequencing: PHASE I: 1. Site Preparation: Hand dig test pits over existing utilities to deter mine their depth and actual locations. Phase I Controls: 2. Installation of Erosion and Sediment Control Measures: a. Installation of the construction entrance. b. Installation of the silt fence along the adjacent property lines, as indicated on the plans. ' c. Installation of the proposed di version dik es to convey the runoff, as desired by the program administrator. d. Installation of the inlet protection devices at the existing pipe inlets. PHASE II: 3. Site Construction Sequencing: a. Stripping and removal of the topsoil to its full depth, as needed. b. Rough grading of site and installation of the fill material. c. Buildinq construction. d. Installation of the proposed utilities. - Phase II Controls. e. Placement of check dams for ditchline protection and installation of the inlet protection. f. Curb and gutter installation. g. Final Grading of site. H. Installation of the Rip Rap stone along the channel slope. i. Stabilization of all lawn and slope areas. j. Installation of base and subbase materials. k. Restoration and stabilization of unpaved areas. 1. Final paving. m. Remove erosion and sediment controls, as approved by the inspector. 8. Maintenance: The contractor shall be responsible for the installation and maintenance of all erosion and sediment control measures. All measures shall be inspected daily and after each significant rainfall by the site superintendent or his representative.. Any damaged structures shall be repaired or replaced by the end of work that day. a. The construction entrance shall be maintained so as to control the amount of soil materials that may get caught in tho stone bed. If the stone become S clogged with soi l and mud, it shall be cleaned, or removed and replaced, as may be deemed necessary. A trash rack shall be installed as part of the construction entrance construction. If this measure fails to properly clean the construction vehicles, then a wash rack must be installed as directed by the local program administrator. b. The rock check dams, inlet and outlet protection devices, and the silt fencing shall be checked regularly for deposited sediment. If sediment is trapped, it shall be cleaned carefully so as not to release the trapped sediment downstream or on adjacent properties. c. All seeded and sodded areas shall be checked regularly to ensure that a good stand of grass is maintained.
