The checklist below indicates all the information that needs to be submitted as part of the site plan
application. All required information must be submitted priorto the final approval of any site plan. The
Department of Planning and Development will review the application to ensure that it is complete. If
any portion is not included or complete, the site plan application will not be accepted and returned to
the applicant(s).

The Fredericic CountyDepartment of Planning and Development administratively approved the above -referenced
plan on September 13, 2002. The site plan meets all requirements for development in the B3 Zoning District.
Currently, there are no adverse comments by any of the required review agencies; however, any future comments
by these agencies sliould be addressed promptly. Below is a list of the primary improvements of this development:
• Construction of four (4) buildings totaling 42,390 square feet for office/warehouse use.
• Construction of75 parking spaces, including five (5) handicap spaces and seven (7) loading spaces.
• Installation of a type C buffer along the eastern property line to include evergreen trees among the
existing trees and opaque fencing.
• Installation of a type B buffer along Port Collier Road to include plants as indicated on the
approved landscape plan.
• Parking lot landscaping to include a total of 35 trees and shrubs to block headlights.
I am providing you with three (3) copies of the approved site plan. Please forward these to the appropriate
representative. Furthermore, please advise the owner that a copy should be kept for future reference and an approved
copy nmst be kept on the construction site throughout the development process. Once site development is complete,
the owner sliould contact this office to schedule an on -site inspection. This is required prior to the issuance of an
occupancy permit by the Department of Building Inspections.

Please find enclosed one set of the proposed site plan for the Kim Henry property
54-A-97L. The comments you have made regarding the project have been addressed
as follows:
I The proposed development will not occur in phases.
The adjoining property zoning has been corrected on Sheet: 1/8.
The (2) proposed fire hydrant locations and fire hydrant detail have been
approved by the Frederick County Fire Marshal. A note has been added to
Sheet 3/8 to provide fire lane markings and signage as required by the Fire
Marshall
4 The F.A R. Calculations have been added to the General Notes on Sheet
1/8.
5 The speed limit of the adjacent Fort Collier Road was noted on the plan view
of Sheet 1/8 The speed limit has been added to the Site Layout Plan
(Sheet: 3/8) for Fort Collier Road and Stratford Drive.

i have completed a review of the referenced plan and would like you to address a few issues in a revision. I have
enclosed a red -lined copy of the site plan to clarify the concerns of staff. Please note the comments below:
Will the development of the site occur in phases? if so, does this phasing correspond to the building
numbering shown on the site plan?
Please correct the zoning ofadjoining properties to reflect the changes associated with the approved Kim
i-leery rezoning.
Please provide the location ofall improvements necessary to meet the fire code requirements; this includes
fire hydrants, required bollards, and fire lanes.
4. Please provide calculations for the FAR.
Please provide the speed limit for existing roads.
6. Please revise the loading space calculations to provide the correct calculation for warehouse uses.
All loading spaces should be 12 feet in width and 45 feet in lent h-
Please provide a cross section or profile for the all required buffers.

appears all of our earlier review comments have been satisfactorily addressed. Please advise
the owner of our approval. Also please provide five (5) sets of approved construction
plans with signed seal for VDOT distribution.
The appropriate land use permit may now be applied for to cover work within the Route 1322
right-of-way. The permit is issued by this office and will require a minimum processing fee,
surety bond coverage, and the salary & expenses of a State assigned Inspector. A copy of
any/all recorded plats of dedication for drainage easements or additional right-of-way required
for implementation of this proposed project should be provided to VDOT prior to issuance of
any land use permits. Dedication should be made to the Commonwealth of Virginia.
Once satisfactory application has been made, a permit will normally take approximately thirty

Your site plan dated November 14, 2001 for the referenced project has been reviewed
by VDOT. We have the following comments as shown in red on the attached plans
sheets and as follows:
1. The curb & gutter (CG-6) should be extended to the south to tie-in with existing
curb & gutter at the intersection of Stratford Drive.
2. Storm sewer should be provided for drop inlets that should be added on the
north and south sides of the entrance.
3. 12' offset should be added from Stratford Drive to the proposed entrance as
referenced in the Minimum Standards of Entrances to State Highways.
4. A pavement striping plan should be provided.
5. Standard designs for CG-12 need to be updated to Year 2001 Standards. (Please
see attached standards.)
6. The pavement structure should be revised so that it shows VDOT
recommendations. See attached Page #B mix type comparison and application
rates for description. (A 4" lift is maximum for BM-25.0 Asphalt.)
7. Flow arrows should be placed on the grading plan sheet.

8. Traffic Impact Data should be confirmed. We find Section 710 of the Sixth
Edition of the ITE Trip Generation Manual to have an average rate of 11.01 for
weekday on a 1000 sq. ft. GFA.
9. Erosion and sediment control measures need to be shown on State right-of-way.
All comments shown in red on the plan sheets and on the Entrance Permit Plan Check
List should be addressed. Any changes in design should meet or exceed standards.
When all the above comments have been addressed, please resubmit one set of plans
for review.
