SITE PLAN CHECKLIST The checklist below indicates all the information that needs to be submitted as part of the site plan application. All required information must be submitted prior to the final approval of any site plan. The Department of Planning and Development will review the application to ensure that it is complete. If any portion is not included or complete, the site plan application will not be accepted and returned to the applicant(s). Site Plan Package 1. As you are aware, this revision is required because the current parking lot is not consistent with the approved site plan or the requirements of the Frederick County Zoning Ordinance. Staff has reviewed the revised site plan and offers the comments shown below for your consideration. Review Comments: (1) Curb and Gutter Statement. Please remove the curb and gutter statement on Page 1 of 2. (2) Concrete Bumpers. Since curb and gutter is not required or proposed now, please provide concrete bumpers (wheel stops) at the end of all parking spaces. (3) Handicap Loading Zone. The existing handicap loading zone is less than eight feet wide (about five feet). Please ensure that the site plan will reflect the final site improvements. After you have modified the revised site plan to address the above comments, please resubmit one copy so that I may verify the information contained on the plan. I will need five signed copies of the final site plan prior to final approval. The owner is responsible for contacting staff after the site improvements are complete, in order to schedule a final site inspection. Price Earlier this year we obtained site plan approval for an expansion at Meadow Farms Nursery. The site is located east of Regency Lakes Drive. There exists an interparceI connector between the Meadow Farms site and the Exxon gas station which lies at the northeast corner of the Route 7 and Regency Lakes Drive intersection. The property owners intend to keep the connector road. The County requested I ask you to review the plan to see if VDOT objected to having the connector between the sites. I will need at lease five copies ofthe final set of plans for approval. (1) Raised Islands and Curb and Gutter. The Zoning Ordinance requires a 9+ foot landscaped island with curb and gutter at the end of all parking bays that abut an aisle or driveway. Therefore, the establishment of the emergency access driveway requires that you provide a landscaped island to separate the two areas. Curb and gutter or rolled asphalt must border the island. The statement that you provided regarding the curb and gutter is also applicable to the two raised islands. (2) Agency Comments. The Tire Marshal and Department ofPublic Works need to review and approve the revised plans. The approvals that you provided me are for the original site plan, which is significantly different from the current plan. The Frederick County Zoning Ordinance allows the outdoor storage of nursery stock and other products that are normally displayed outdoors without screening. Please provide a statement on the site plan to the effect that only nursery stock and related products that are normally displayed outdoors shall be stored in the proposed outdoor storage area. Otherwise, you will be required to provide a complete screen of the outdoor storage from adjoining properties and roads. (2) Curb & Gutter. Please extend the proposed curb and gutter for the entire parking lot. You are expanding the existing parking and, therefore, should comply with today's requirements for parking lots. (3) Sidewalk(s). Please show the extent of the proposed sidewalk(s) more clearly. Are you proposing to extend the sidewalk from the sales office to the parking lot? (5) Landscaping Plan. Please clarify the number of trees which will be planted. According to the planting schedule and the landscaping calculations, four (4) trees are proposed. However, the landscaping details of the site plan indicate that there will be five (5) trees provided (note Comment #7). (6) Site Plan Legend. The features shown on the provided legend need to be enhanced for the final site plan. These features are presently very. difficult to distinguish between one another. (7) Perimeter Landscaping. Provide the total perimeter of the parking lot in your parking calculations, as well as, the perimeter of disturbed parking area. The perimeter landscaping calculations should include the entire eastern portion of the parking area. Staff calculates the perimeter of this area to be 169.9 feet. Based on this calculation, five (5) perimeter trees are required. Therefore, six (6) trees are required overall. (8) Maximum Sign Height. Please change the information under the section labeled "Notes:," found on Page 2 of 2, which indicates that the maximum sign height is sixty (60) feet. The maximum height for structures and signs is thirty-five (35) feet in the B2 Zoning District. (9) Sign Location. If possible, please provide the location of all future business and other signs. (10) Electric & Phone Connection. Please show how and where the proposed office/sales office will be connected to electric and phone utilities. (11) Removal Of Existing Structures. Staff interprets that the intent of the owner is to completely remove the existing frame building and the attached structures, including the covered arbor area. If this interpretation is not accurate, please modify the site plan to clarify. (12) Zoning Administrator Signature Box. Please provide a space for the approval date and signature of the Frederick County Zoning Administrator. A statement should be provided below this which states that the site plan is valid for five years from the approval date. (13) Outdoor Trash Receptacles. Please show and label all proposed and existing outdoor trash receptacles.
