SITE PLAN CHECKLIST
The checklist below indicates all the information that needs to be submitted as part of the site plan
application. All required information must be submitted prior to the final approval of any site plan. The
Department of Planning and Development will review the application to ensure that it is complete. If
any portion is not included or complete, the site plan application will not be accepted and returned to
the applicant(s).
Site Plan Package
1. One set of approved comment sheets are required from the following review
agencies prior to final site plan approval. It is recommended that applicants contact
the Department of Planning and Development to determine which review agencies
are relevant to their site plan application.

Dear Mr. Painter:
The Frederick County Department of Planning and Development administratively approved the above referenced
site plan on November 21, 2001. The site plan is approved for the establishment of an equipment sales and service
business in the B3 (Industrial Transition) Zoning District. Below is a list of the primary improvements involved
with this development:
• Construction of a 47,987-square-foot building to be used as office space, storage area, mezzanine area,
and canopy/display area.
• Construction of various improvements that are part of a detailed pavement plan. These improvements
include, but are not limited to, 150 parking spaces (including six ADA spaces), fire lanes, display areas,
loading spaces, curb and gutter, sidewalks, and typical striping. Concrete, asphalt, and gravel surface
areas will be used on the site as specified.
• Planting of 19 perimeter landscape trees, 15 interior landscape trees, and two hedge rows.
• Construction of a 16' x 16' pump house shed.
• Establishment of an eighty (80)-foot-long easement between the two lots for the future use of a road that
will connect Route 522 and Route 50. This is reserved for dedication to Frederick County.
• Establishment of a historical easement along the south property line.
• Establishment of a Category C Buffer along the west property line. This buffer shall include a landscape
screen.
• Installation of an outdoor holding tank to be used as part of a fire suppression system
• (Phase I1) Construction of a 5,000-square-foot storage building.
The Frederick County Board of Supervisors approved a rezoning ofthis property on May 23, 2001. All conditions
of the approved proffer statement have been satisfactorily addressed in the site plan except the proffered donation
of $1,000 to the Round Hill Community Fire & Rescue Company (#15). A receipt that this payment has been made
should be provided to staff prior to approval of any building permit.

Hollow Road (Rt. 679), across from the Virginia Farm Market, and is identified with Property
Identification Numbers 42-A-188 and 42-A-189 in the Gainesboro Magisterial District.
The proffers that were approved as a part of this rezoning application are unique to this property and

undetermined length of time. VDOT will also require 48 hours notice for inspections.
e The appropriate land use permits shall be obtained before any work is performed
on the State's right-of-way. The permit is issued by this office and will require a
minimum processing fee, surety bond coverage, and the salary & expenses of a State
assigned Inspector.
Private entrances will be installed in accordance with CG-11 Mod. (no curb &
gutter). This is the developer's responsibility.
Q,- Any entrances constructed from the referenced street(s) shall meet VDOT
minimum standards. This is the developer's responsibility.
e Any signs to be installed will be in accordance with attachments.
e I suggest any utilities and/or storm sewer placed within the proposed right-of-

On October 24, 2001, I met Dave Dehaven, representing Winchester Equipment, at the
construction site on Indian Hollow Road. The purpose of this visit was to obtain information on
the proposed water storage tank for the fire suppression system. Mr. Dehaven has indicated that
the fire department connection will be located on the proposed pump house. Our discussion also
included the need for a fire hydrant to be supplied on the system to access water from the storage
tank.
The need for the fire hydrant is to provide a water supply to allow interior firefighting
activities to extinguish any fire. It will also allow access to support the sprinkler system's fire
pump should there be a power outage or pump failure. This hydrant is necessary as a fire
sprinkler system is designed to control a fire and not necessarily extinguish it.
The plans do not picture these appliances, but 1 believe that our discussion provides a
reasonable commitment to providing the installation. Please call if you have any questions.

Review Comments
1) North Arrow. Please provide a north arrow on the site plan.
2) Buffer. The buffer located along the segment of the western property line that adjoins the
residential use, should be reconfigured as shown on the returned site plan. It appears that the
proposed loading dock needs to be moved away from the inactive buffer area.
3) Landscaping Plan. Please provide a landscaping plan that shows the location and specifications
of all landscape features. This should include all tree and shrub plantings, as well as their planting
height, diameter, and species. Also, adjust the table of contents on the first page of the site plan
if necessary. I have sketched in my suggested plant locations on the enclosed site plan. It shows
a total of 43 trees and where to place the evergreen hedge rows.
4) Perimeter Landscaping. I calculate the perimeter of the parking area at a minimum of 915 feet.
Therefore, a total of 23 trees are required to meet the requirement for perimeter landscaping.
Please adjust your landscaping calculations and landscaping plan to reflect this. i (/
5) Hedge Row Screening. Please provide a row of evergreen shrubs where shown on the site plan.
The purpose is to shield all headlights from nearby roads. Just as with tree plantings, please
provide the required specifications on the landscaping plan.
6) Developer Information. Please provide the name, address, and phone number of the developer,
on the first page of the site plan.

7) Adjoining Property Information. Please include lot 42-A-226, 227, & 228 on the site plan as an
adjoining lot. These are currently shown on the recorded plat as adjoining property owners.
8) Property Identification Numbers. Please include lot 42-A-189 with lot 42-A-188 on Page One of
the site plan. In addition, please provide the anticipated PIN of the proposed lot (after
consolidation).
9) Future R.O.W. Please show a 50-foot building setback off of the 80-foot future R.O.W. instead
of a 35-foot setback.
10) Pavement/Gravel Transition. Please show more clearly on the site plan which areas will be paved
and which areas will be graveled.
11) Loading Spaces. Please show the location of two loading spaces for the primary structure on the
site plan.
12) Ste. Ifpossible, please provide the dimensions and specifications of all proposed business signs.
A statement that a sign permit is necessary prior to the installation, construction, or modification
of any business sign should be provided on the site plan.
13) Outdoor Storage Statement. Please provide a statement to the effect that there will be no outdoor
storage on the property, except for what is on display in the designated display areas.
14) Height. If known, please provide the height of all proposed (or future) accessory structures.
After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will need all approved review agency comment sheets and at least five copies of
the final plan for approval. Comment sheets are required from the following agencies: the Virginia
Department of Transportation (VDOT), the Inspections Department, the Frederick County Engineer
(Public Works), the Frederick County Fire Marshal, and the Frederick County Health Department.
