At this time, administrative approval cannot be granted. This site plan is denied until the issues in this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review Staff's comments listed below and then prepare a revised site plan which adequately addresses each concern. Review Comments: 1) Screening. Revise the landscaping as indicated on sheet 2 to provide screening for the entire storage area. After you have revised the site plan, please resubmit one copy so that I may verify the information contained on the plan. Please find enclosed revised plans for the Kohl's Distribution Center site plan identified as #49- 06. The plans have been revised to address the comments made by you and the Frederick County reviewing staff dated August 18, 2006. The comments concerning the site plan have been addressed as follows: 1) Evergreen screening has been provided in front of the proposed fence to screen the pro- posed truck storage area from the existing right -of way. 2) The number of shift employees is based on information given to us by Kohl's. At the time the original site plan was being created the anticipated number of maximum shift em- ployees was 300 people. The new information (150 shift employees) is the result of tech- nology and automation reducing the number of employees required. 3) A note and traffic flow arrows have been provided on sheet: 2 to indicate the truck traffic flow in and out of the storage area. The trucks enter and exit through a "check point" se- curity gate on the northwest side of the building. The trucks access the storage area and the loading docks via the existing access drive behind the building.
