The site plan is approved for the construction ofa new Food Lion and retail buildings at the Orrick Commons development located on Scnseny Road and Greenwood Road in the Redbud Magisterial District. This complex consists of the following: • A 34,928sf Food Lion grocery store and retail/restaurant buildings (12 separate areas) totaling 21,300sf. • Construction of a parking lot Nvith a total of 313 (including eight handicap) spaces, including curb and gutter, sidewalks, landscaping, striping, and handicap access. • Loading spaces and dumpster areas as indicated on the site plan. • Road improvements as indicated on the site plan and approved road improvement plan. All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan, including review agency comments from all relevant review agencies. I am providing you with three (3) copies of the approved site plan. Please forward these copies to the appropriate representat ive(s). Furthermore, advise the owner(s) that a copy should be kept for future reference, and an approved copy must be kept on the construction site throughout the development process. As we have discussed, the future extension of Route 37 impacts several of the industrial lots in this subdivision, Limits of Use Designation: The County of Frederick, Virginia reasonably expects the future extension of Route 37 to cross over a portion of Lots 5, 6 and 7 of Carroll Industrial Park, indicated as "Proposed Future Route 37 Right of Way Line" and "Voluntary Limits of "Use" Per Limited Access Area of I-81'' on the Final Plats of Subdivision of Carroll Industrial Park. In the event that VDOT determines that all or a portion of said area is required for public road improvements and i)aitiates the process of acquiring the necessary right-of-way, the property owner shall be responsible for relocating any parking or other accessory use installed within the "limits -of -use" area. The relocation of any parking or other accessory uses shall occur at the owner's expense. Any costs associated with design and reconstruction of the limits -of -use area for purposes of public road improvements, to include removal of existing accessory uses, shall be the responsibility of VDOT. The plans appear satisfactory and are approved contingent upon the following items being addressed: Sheet 1 - o Greenwood Road is mislabeled as Route 696 north and south of the intersection with Rte. 657. Greenwood Road should be labeled as Route 656. o At the proposed entrance opposite Green Park Drive on Rte. 656, the note "Stop Sign per Local DOT Std's" should be changed to "...per VDOT Std's." Sheet 8 of 14 - o Greenwood Road is mislabeled as Route 696. This should be changed to Route 656. o There is a private entrance shown at station 2+50 left. It appears this entrance will be modified with a CG-9D, however, the width of the proposed entrance appears inferior to the existing entrance width. Therefore, we recommend revising this proposed entrance width to either meet or exceed the existing entrance width. o The westbound right turn lane being proposed from station 0+50 to 7+25 appears to be excessively long. We recommend using Type A paint for the lane line and Type B, Class 1 Thermoplastic for the Stop Bars and directional arrows to be used in the turn lanes. I offer the following comments: . A preconstruction conference be held by the engineer and/or developer with the attendance of the contractor, various County agencies and VDOT prior to initiation of work. . Materials used and method of construction shall apply to current observed VDOT Road & Bridge Specifications applicable during construction of this development. . Our review and comments are general in nature. Should conditions in the field exist such that additional measures are warranted, such measures shall be completed to the satisfaction of the Department prior to inclusion into the Secondary Road System. . Attached is a copy of the minimum requirements and information needed prior to acceptance of subdivision streets into the Secondary System. This is the responsibility of the developer. . All drainage is to be carried within the right-of-way in ditch lines or gutters along the street to a pipe or drainage easement. . The contractor shall notify VDOT when work is to begin or cease for any undetermined length of time. VDOT will also require 48 hours notice for inspections. . The appropriate land use permits shall be obtained before any work is performed on the State's right-of-way. The permit is issued by this office and will require a minimum processing fee, surety bond coverage, and the salary & expenses of a State assigned Inspector. . Private entrances will be installed in accordance with VDOT comments dated January 29, 2007. This is the developer's responsibility. . Any entrances constructed from the referenced street(s) shall meet VDOT minimum standards. This is the developer's responsibility. . Any signs to be installed will be in accordance with attachments. . I suggest any utilities and/or storm sewer placed within the proposed right-of-way be backfilled completely with C.R. Type 21-B Stone. This will greatly reduce the possibility of any pavement settlement. • An agreement between VDOT and Frederick County to absolve the Department of any maintenance or liability of the detention basin will be required. This is the developer's responsibility. The executed agreement is needed before the street(s) is eligible for acceptance into the State's Secondary Road System. . Said right of ways shall be dedicated within 90 days of receiving written notice from Frederick County. 6.6 The Applicant shall construct an interconnected transportation network to connect the B2 and RP zoned portions of the Property for both vehicular and pedestrian traffic. Arty multi -family residential building constructed on the property shall utilize a mature of building materials in an effort to relate to the surrounding area. 7.4 Any multi-fanuly residential structures located on the Property shall incorporate non -symmetrical massing, bays, and columned parches to more effectively relate to surrounding properties as generally depicted on the conceptual drawings identified as Exhibit A and Exhibit B. PARKS AND RECREA17ION 8.1 The Applicant shall design and construct any necessary improvements for an approx riately 3.5 acre park in the location depicted on the GDP to be included as part of the required open space for the residential portion of the Property. Park shall include, at minimum, walking trails and a water feature utilizing an existing pond. At such time that both the Applicant and the Board find it to be in the best interest of the County, said park may be dedicated to the County for use by the general public. 8.2 The Applicant shall design and build a public pedestrian -bicycle trail to Department of Parks and Recreation standards in lieu of sidewalk along the Property frontage on both Senseny Road and Greenwood Road. Any multi -family residential building constructed on the property shall utilize a mixture of building materials in an effort to relate to the surrounding area. 7.4 Any multi -family residential structures located on the Property shall incorporate non-s},mmetrical massing, bays, and columned porches to more effectively relate to surrounding properties as generally depicted on the conceptual drawings identified as Exhibit A and Exhibit B. 8. PARKS AND RECREATION 8.1 The Applicant shall design and construct any necessary improvements for an approximately 3.5 acre park it the location depicted on the GDP to be included as part of the required open space for the residential portion of the Property. The Phase I plan shall indicate the controls to be implemented prior to initiating any site work. 2. «lith the exception of single family dwelling construction, the use of regular silt fence for commercial or subdivision projects is not permitted in Frederick County. The county requires the use of wire reinforced silt fence or a diversion berm for perimeter control. 3. Provide stormsewer structure calculations, profiles, details, pipe sizes and types for the all of the proposed storm sewer structures. 4. Provide outlet protection details and design calculations for all proposed culvert outlets in accordance with VESCI-I Standard 3.18. 5. The plan proposes the use of silt fence within the middle of the site. How will the earthwork contractor perform site grading work? Also, the concentrated flow shall be drained into a platted drainage easement. Currently, water drains towards parcel 455-A-198, the Greenwood Grocery. You have indicated the placement of fill in this area during the initial site grading operations. It will be necessary to install e&s control measures along the entire southern boundary of the site. 10.
