At this time, administrative approval cannot be granted. This site plan is denied until the issues in this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review Staff's comments listed below and then prepare a revised site plan which adequately addresses each concern. Review Comments: 1) Hedae Row. A three foot evergreen hedge is required along the parking spaces that face the adjoining properties as indicated. 2) Entrances. The two parking spaces shown adjacent to the off ice should be revised as indicated to reduce the entrances. 3) Parkinj4 Lot Material. The parking areas and associated driving lanes need to be paved. Currently there is an edge of gravel shown on the plan; provide the edge of pavement as well as a detail for the proposed paving. 4) Smithfield Avenue. Provide the right-of-way width and Route number for Smithfield Avenue. After you have revised the site plan, please resubmit one copy so that 1 may verify the information contained on the plan. 1 will need all approved review agency comment sheets and at least five copies of the final plan for approval. Additional information regarding this site needs to be provided on the plan (PIN#, zoning, disturbed area, owner information) Response 1: Tax Map Number 54-A-74 (same as PIN) and Zone: M2 have been added to the title block. The Owner Information for Quarles Petroleum, Inc. has been added to the lower center portion of the site plan. The Limits of Disturbance has been added around the existing gravel and concrete area (between the two existing entrances) which will be converted into interior landscape area. Comment 2: Landscape Requirements, This site requires perimeter and interior landscaping; perimeter requires one tree per 2,000 sf of impervious surface and interior requires one tree per ten parking spaces, and that 5% of all parking areas be landscaped. Response 2: A Landscape Calculation Table has been added to the plan. The plan has been revised to show the eleven required trees installed in the interior landscape area to be created between the two entrances. This area is more suitable for landscape planting than placing the trees along the railroad right of way. Comment 3: Parking Space Numbers, The parking number shown for the warehouse states that there are zero employees: generally, all warehouses have some employees. Response 3: Table has been revised to add 1 employee assigned to the warehouse. Warehouse activity is actually handled as temporary duty by employee who is involved in other office activities. Comment 4: Parking Space Locations. Parking spaces that permit vehicles to back onto state roads area not acceptable. Alternative parking lot locations need to be provided. Response 4: Parking spaces have been relocated to avoid backing into state road. 0 • Site Plan 61-06 Response to Comments October 27, 2006 Comment 5, Curb and Gutter, All curb and gutter around parking spaces needs to be CG-6 and surround the front and sides of the parking areas. Response 5: All proposed CG-2 Curb has been revised to be CG-6 Curb and Gutter. Comment 6: Temporary Trailer, References to the temporary trailer need to be removed from the site plan; this trailer can be accommodated through building permits. A parking area could be shown where the trailer is located which would be constructed after the trailer is removed. Response 6: All references to temporary trailer have been removed from the site plan.
