At this time, administrative approval cannot be granted. This site plan is denied until the issues in this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review Staffs comments listed below and then prepare a revised site plan which adequately addresses each concern. Review Conuncnts: 1) Lot Consolidation. A lot consolidation %ill be required before this site plan can be approved. 2) Buffers and Adjoining Properties. The property to the south (Gray) is listed as vacant; this site is actually residential and requires a Category C buffer. 3) Fence Type. The plan shows a chain link fence with vinyl slats; the County does not permit this type of fence to be utilized for screening. Revise the areas that require a screening fence to board -on -board. In some areas a double row of evergreen trees might be more appropriate as indicated on sheet 6. 4) Building Breakdown. Show the breakdown of the building shown on sheet 1 in the building footprint on sheet 6. 5) Driving Arrows and Stop Signs. Provide additional driving arrows as indicated. 6) Pavement Details. Provide pavement details for the site. 7) Curb and Gutter. Curb and Gutter (minimum CG-6) needs to be provided as indicated on sheet 6. All parking spaces need to have curb and gutter (minimum CG-6) as well as a sidewalk. The detail shown on sheet 27 needs to be revised. 8) Storage Area. The rear storage areas needs to be completely enclosed as indicated on sheet 6. Also, the storage area is permitted to be gravel if preferred. 9) Fueling Area. On sheet 5, show and label the fuel pump. 10) Employee Parking Spaces. There are parking areas and a dump station for RV's shown on this plan. The RV parking areas are very close to the entrance road. Please note that RV parking is not permitted. 12) Building Entrance. Due to the orientation of this building, it is unclear where the main entrance will be. Please label the main entrance. 13) Loading Areas. Loading areas need to be a minimum of 12' x 45' and be striped. 14) Bays. The coversheet accounts for 24 bays, but on sheet 6 there are more than 24 bays indicated by the provided symbol. 15) Si2n Data. Sheet 23 states that the freestanding sign for this site will not exceed five feet and your comments state that five feet would be the minimum. The plan states that, "shall not exceed five feet in height", which would mean five feet would be the maximum height for the sign. The plan needs to indicate the actual size of the sign that will be installed on the site. 16) Dumpster Location. On sheet 6 provide the location of the compactor that is shown on sheet 27. A fence needs to be shown around the compactor site (board -on -board). 17) Tree Protection. Your response letter stated that a tree protection fence was provided on the grading plan; the only fencing shown is the security fencing. Please provide tree protection fencing as indicated on sheet 5. 18) Site Plan Application. Provide a copy of the site plan application for this development. After you have revised the site plan, please resubmit two copies so that i may verify the information contained on the plan. I will need all approved review agency comment sheets and at least five copies of the final plan for final administrative approval. On sheet 5, stripe where the fueling vehicle is supposed to sit. 13) Uses. There are parking areas and a dump station for RV's shown on this plan. RV service areas are not permitted in the M 1 Zoning District. 14) Parking Areas. The parking areas located adjacent to the loading dock are required to have curb and gutter, a sidewalk and an island at the end. Also, some of the parking areas are out of place. The driving areas around the eastern side of the building are very broken up and the 15' x 76' parking areas near Zachary Ann Lane would necessitate weaving around to get to the eastern side of the building. A less broken up and confusing parking Configuration needs to be planned for this site. Also, provide a handicap ramp for the parking area at the front of the building. 15) Customer and Office Parkinj4. Customer and office parking spaces need to be a minimum of 180sf (9'x20') and be close to the office/parts pickup areas. Label the areas intended to serve as the parking areas for these uses and label the areas intended to serve as employee parking. 16) Loadiniz Docks. The site shows loading docks but no loading spaces. The docks are also shown adjacent to customer parking areas and could be dangerous. Locations for the three 12' x 45' loading spaces required need to be shown and striped along with separate, safer locations for loading. 17) Bays. Label the location of all the bay doors. 18) Dumpster Location. Provide a dumpster area for the site along with a detail. 19) Sign Data. Sheet 23 states that the freestanding sign for this site will not exceed five feet. Please verify if that is the height the business desires. 20) Island Trees. On sheet 23, center the island trees as indicated. 21) Tree Numbers. The site requires a total of 149 deciduous trees. The plant list states that 149 are provided and the site plan only shows 144. 22) Tree Type. On sheet 23 under the plant list, White Pine should be removed. 23) Tree Save Areas. On the grading plans and the site plan, show silt fences around the entire tree save area to ensue they are not accidentally removed during land disturbance. 24) ScreeninjZ Trees. On sheet 23, provide additional screening trees as indicated. After you have revised the site plan, please resubmit two copies so that i may verify the information contained on the plan. The county requires the slope in stormwater ponds as well as all drainage channels to be a minimum slope oft percent to eliminate the likelihood ofstamling water, insect issues as well as the growth of cat tails and other wetland plants. We are aware that the pond has been designed as a BIv11' which is not required by the county; hog-vever, it would improve the water quality runoff from the large parking area. Ifa two percent slope is unachievable, it will be necessary for the owners to submit a letter which acknowledges the consequences of installing the pone( will, a flat slope as well as their responsibility for maintaining the pond in accordance with the speci f,cations reflected on Sheet 26 of 28. It will be necessary to ensure positive drainage in the corner of the parking area which drains to structure 25. The plan indicates a diesel fueling area adjacent to a proposed store, sewer opening. The placement of the storm sewer opening in this area creates a potential problem in the event that a fuel spill would occur as it could drain directly into the storm sewer system. It will be necessary to ensure that this site plan design is in compliance with all of the necessary state and federal regulations. In addition, it will be necessary to ensure that the owners are aware of this potential problem. 4. We propose that the fence in question be chain link with privacy slats and that they would be able to be easily moved as to not interfere with operations. Comment: Fueling Area — On sheet 5, show and label the fuel pump. Response: The fuel pump will be designed by others. The fucl pump location has been labeled where the underground diesel fuel tank is located. {See sheet 51 10. Comment: Emplovee Parking Spaces — The employee spaces are shown as I O'x30'; it is unclear why the employees need a 300sf parking space. Response: The 10'x30' employee parking spaces are for employees who have service vehicles. These spaces have been labeled as reserved for employees with service vehicles. 11. Comment: Uses — There are parking areas and a dump station for RV's shown on this plan. The RV parking areas are very close to the entrance road. Please note that RV parking is not permitted. Comment: Loading Areas — Loading areas need to be a minimum of 12'x45' and be striped. Response: The two loading spaces located under the covered ramp have been striped and will be 15'x62' each. Comment: Bays — The coversheet accounts for 24 bays, but on sheet 6 there are more than 24 bays indicated by the provided symbol. Response: Not all of the overhead doors denote service bay locations. Some of the service bays are also drive-thru service bays and span the entire width of the building. Therefore, in some cases two overhead cloors on opposite sides of the building represent one service bay. Some of the overhead doors do not represent service bay locations, but are locations for unloading and loading. A note has been added to the overhead door symbol which states that service bays may span the width of the building. {Sce sheets 5&61 15. Comment: Sign Data — Slieet 23 states that the freestanding sign for this site will not exceed five feet and your comments state that five feet would be the minimum. The plan states that, "sliall not exceed five feet in height", which would mean five feet would be the maximum height for the sign. The plan needs to indicate the actual size of the sign that will be installed on the site. Response: Sheet 23 has been revised to include a pole sign detail. The sign will be 25 feet in height. Comment: Dumpster Location — On sheet 6 provide the location of the compactor that is shown on sheet 27. A fence needs to be shown around the compactor site (board -on -board).
