II.I. Regulatory Information
This Erosion and Sediment C'oNrol Plon (ESC Plan) Is prepared to instruct personnel Oil mitigation
measures to prevent pollutants in stormwater runoff from degrading properties, stream channels,
waters, and other natural resources of Frederick County by establishing requirements For the control
' of soil erosion, sediment deposition and nonagricultural runoff. "file following sections discuss and
describe actions to be taken to comply with the Erosion and SC(linient Control Ordinance of
Frederick County, Virginia adopted June 12, 2002.
1 O'Brien & Gere Engineers, Inc. (O'Brien & Gere) has prepared this ESC Plan on behalf of the
Frederick -Winchester Service Authority in support of their proposed project development.
1.2. Project Description
Frederick-Wincliestcr Service Authority owns and Frederick County Sanitation Authority (FCSA)
operates a 2-MGD-rated Parkins Mills Wastewater "Treatment I-�acilily (WW'fF) required to achieve
Sccondary Treatment - Nitrification with tertiary filtration. In 2003, the Al1tIlOrltieS received
notification from the Virginia Department of Envirouliental Quality (DEQ) that three (3) consecutive
months of flow have exceeded 95% of the rated (2-MGD) capacity. "l'herefore, an expansion and
upgrade Of the existing facility is proposed Ill order to handle increascd flows (ill) to 5-NIGD average
daily flow).
1.2.1. Proposed Construction Activity
The project includes, but is not limited to, the following major coil' Pollen ts:
• Ncw Influent Pump Station
• New Primary Clarifiers
• Conversion of Existing Oxidation Ditches Into biological treatment tanks and construction of new
tanks [or biological treatment.
• New Secondary Clarifiers

• New Sludge Stabilization and Utility Bldg. to accommodate Lime Stabilization process,
Electrical Systems, the Utility Water System and Aeration Blowers

Expansion of plant requires construction on upper portion of property and near road. Therefore,
clearing, tree removal and site grading will take place. New trees will be planted along the road to
provide full coverage of the plant.
The work is expected to commence in October 2006 and be completed by the April 2009.
Approximately 4.6-acres will be disturbed during construction. A construction phasing sequence
related to erosion and sediment control is contained in section 1.7.

1.2.2. Site Location
The Parkins Mills WWTF is located on 7.4-acres of property along West Parkins Mill Road,
approximately 500-feet east of Front Royal Pike (US Route 522). The project site is bordered to the
south by Opequon Creek. The general site location is indicated on the attached Vicinity Map (Figure
1).
1.3. Existing Site Conditions
The existing site topography is composed of two relatively flat areas separated by a steep slope. The
existing Parkins Mills WWTF is located on the lower flat area which is immediately north of
Opequon Creek. The higher flat area is where the proposed facility expansion will occur. Existing
vegetation on the site varies from mowed grass in and around the existing WWTF to thick brush in
the area of the proposed facility expansion.
Existing site drainage generally flows from north to south. The majority of the site drains directly to
Opequon Creek, and a portion of the site drains to an unnamed intermittent stream tributary to
Opequon Creek. The unnamed intermittent stream has a longitudinal slope of approximately 3%. For
purposes of determining the basis of design (runoff rates and volumes) for potential permanent
stormwater management facilities, the site was analyzed as one drainage area. A more detailed
discussion of this analysis is contained in section 1.10.
The existing site has approximately 1.2 acres of impervious area that consists of roadway and
building rooftops. As defined by the NRCS TR-55 methodology for calculating runoff, the curve
number for the existing site is 82. A more detailed description of the TR-55 calculations for the
existing site is contained in Appendix E.
1.4. Adjacent Areas
West Parkins Mill Road borders the site to the north and the Opequon Creek borders the site to the
south. Brush and wooded areas border the site to the east and west. The area immediately north of
West Parkins Mill Road is also undeveloped and has a meadow and brush cover type.

1.5. Soils
Two different soil types are present on -site as determined from the Survey of Fmdet•ick County
Virginia (USDA 1933). On -site soils consist of Weikert-Bcrks channery silt loans (mapping units
41D and 41E), Which are commonly found on slopes and ridges. The surface layer is dark brown
cllannery silt loath about three inches thick. '['Ile subsoil is yellowish brown channery silt loath about
Mille inches thick. Pe nicabillty of tills soil type is moderately rapid, and the available water capacity
is very low. Surface runoff is rapid. Bcdrock is at a depth of 12 to 20-inches.
Tile second soil type found on -site is Lobdell silt loam. This moderately well drained soil is
conllnonly found on flood plains of many streams within Frederick County. The surface layer
commonly consists of a dark brown silt loam approximately 9-inclics thick. The subsoil, to a depth of
44-Inches, is dark brown silt loam and brown, mottled silt loam. Permeability is moderate and the
available water capacity is high.
1.6. Critical Areas
The on -site areas where erosion and sc(lilllcnt control are most critical are those with the steepest
slopes and the areas of concentrate(I storillwater flow. The topography of the nortlicrn and western
boundaries of the site have land slopes of approxllliately 40%. It is proposed to collect runoff from
these areas in temporary diversion swalcs. Concentrated flow in these swalcs creates an increases[
potential for orosion, therefore these areas arc also considered critical areas of erosion control. Further
discussion of these areas and mitigative measures proposed to control crosioll is contained in Section
1.7.
1.7. Erosion and Sediment Conti-ol A/leaslll'es
Tile drawings in Appendix F Illustrate locations for the crosioll and sediment control facilities. These
Facilities are to be installed an(I Illallltilille(I ill accordance With the Virginia Erosion and Sediment
Control Handbook (Virginia Department of Conservation and Recreation 1992).
1.7.1. Erosion and Sediment Controls — Struchlral Practices
Proposed erosion and sediment control measures were designed in accordance with the folloWing
documents:
• Virginia Erosion and Sediment C'ono-ol Handbook (Virginia Department of Conservation and
Recreation 1992).
• Virginia Stornnvater jLlanagemeni Handbook (Virginia Department of Conservation and
Recreation 1999).
• Virginia Department of Conservation and Recreation General Permit for Discharges of
Stornlwater fi"olll Collstructloll Activities (effective date July 1, 200LI).
The Erosion and Sediment Control Drawings (Appendix F) include provisions for erosion and
sediment control pleasures to be installed. The Contract Documents include specifications to be
adhered to by the Contractor when installing required erosion and sediment control components in
compliance With this ESC Plan and the project Storniwater Pollution Prevention Plan (SWPPP). The
control measures and Best Management Practices (B1V[Ps) noted below are to be implemented to

abate and control potential pollutants and sediment transport in storm water discharges from the
construction site.
The Erosion and Sediment Control Drawings indicate the following temporary erosion and sediment
controls to be implemented on this project:
1. Temporary stone construction entrances are to be located at the construction ingress/egress
location. If needed, wash -down water is to be directed to stormwater sediment traps prior to
discharging off -site. The Contractor is to provide a detail of the sediment trap to be used and its
proposed location to the Owner's Representative for approval prior to implementation
(Specification 3.021).
2. Silt fencing to be installed along toes of embankments, on downstream portions of the site
perimeter, and around spoil piles and stockpiles. Silt fence is to be maintained throughout
construction and until the establishment of turf (Specification 3.05).
3. Rock check dams are to be placed in swales to prevent erosion, reduce flow velocities, and
promote sedimentation. The check dams are to be installed at intervals such that the crest of the
downstream dam is at the elevation of the toe of the upstream dam. Maintenance is to include
inspection, cleaning, and/or replacement of stone as required throughout the duration of the
project and until the establishment of turf (Specification 3.20).
4. Riprap outlet protection is to be installed at inlet and outlet ends of culverts to prevent erosion
and scour through energy dissipation (Specification 3.18).
5. A temporary sediment trap is to be installed at the northern project boundary. The temporary
sediment trap is designed to treat runoff from a 0.79-acre drainage area that includes the new
biological reactors, primary clarifiers, and Secondary Clarifier No. 5. The sediment trap has a wet
storage volume of 0.53 CY and a dry storage volume of 61 CY (see Appendix E for sizing
calculations). The temporary sediment trap outlet discharges to the existing unnamed intermittent
stream described in Section 1.3 (Specification 3.13).
1.7.2. Additional Stormwater Controls
Listed below is a description of additional controls and measures that are to be implemented at the
site to minimize pollutant transport.
Proper precautions are to be taken so materials do not spill onto public thoroughfares. If
materials are dropped onto these areas they are to be removed as soon as practicable so that they
do not enter surface and subsurface drainage systems.
2. General Contractor is to provide dust control measures before dust migrates off -site. Measures
may include water application or mulching but shall not include use of chemical additives.
3. Solid waste disposal duunpsters and containers are to be covered and emptied regularly. Waste is
to be disposed of properly in accordance with local regulations.

4. Portable toilets are to be installed and cleaned regularly with their contents properly dispose(I of.
These toilets are to be secured so they will not be knocked over by construction operators.
5. Construction materials are to be properly store(I and colltalilc(I oil -site.
6. Oil containers are to have appropriate secondary containment. It total oil storagc oil -site excec(Is
a cumulative total of 1,320-gallons, a spill prevention control and countermeasure (SPCC) plan is
to be prepared and kept on -site.
' 1.8. Erosion and Sediment Control Measures Phase Outline
The project construction sequence is outlined below. The Sequence is structured to construct proposed
WWTF components with minimal disruption to the existing wastewater treatment process. Erosion

16. Removal of erosion and sediment controls after project site soils are stabilized with vegetation
and permanent stabilization mat (as defined on the contract drawings).
As described in the contract Special Provisions (located in Volume 1 of the contract documents), the
Contractor is responsible for developing a detailed Critical Path Method progress schedule. This
schedule will present a more detailed outline of the overall project sequencing (in accordance with the
Special Provisions), but the items listed above dictate the sequencing erosion and sediment control
measures.
1.9. Temporary Stabilization
Temporary stabilization is to be accomplished by either covering with jute matting, plastic, or
geotextile fabric, or by seeding and mulching. Stabilization measures are to be installed over portions
of the project area where construction activity is temporarily ceased and earth -disturbing activities
will not resume within 21 days. Temporary stabilization shall be conducted in accordance with
specification 3.31 from the Virginia Erosion and Sediment Control Handbook (1992).
On steeper slopes (indicated by shaded areas on contract drawings C-I I & C-12) a permanent turf
reinforcement mat will be installed. This mat will facilitate stabilization after grading is complete and
provide longer -term reinforcement of side slopes once vegetation is established.
1.10. Permanent Stabilization
Disturbed portions of the site where construction activities permanently cease are to be stabilized as
specified herein and in the Contract Documents no later than 14 days after the last construction
activity. Permanent turf reinforcement mat shall be placed in the areas specified on drawings C-1 I &
C-12. The project's technical specification for "Topsoil and Seeding" is included in Appendix D.
1.11. Stormwater Management Consideration
The existing and proposed site conditions were analyzed to determine the change in hydrology
resulting from the WWTF improvements. The NRCS TR-55 methodology was used to determine the
runoff curve numbers and runoff volumes for both site conditions.
1.11.1. Total Runoff Amount
The WWTF site contains open tanks (clarifiers and reactors) which are part of the wastewater
treatment process. Incident rainfall on these tanks becomes part of the treated effluent discharged to
Opequon Creek after passing through the wastewater treatment process. Therefore, this rainfall does
not contribute to runoff from the site. Due to this effect of the open tanks, the analysis looked at the
site in the following two ways:
• Analysis — Open tank area was not included in the TR-55 analysis. The proposed site has more
open tank area than the existing site. Therefore, the total site acreage used in the TR-55 analysis
was 6.6-acres for the existing site and 5.9-acres for the proposed site (see Appendix E).

1.11.2. Peak Runoff
To assess whether the proposed site condition would contribute to stream channel erosion and
flooding problems downstream of the WWTF site, the times of concentration for the existing and
proposed site conditions were determined. The times of concentration for both conditions were less
than 0.1-hours, which is the n11I11111UIll recommended by the NRCS TR-55 nlctlnod. Therefore, the
tinnes of concentration for both the existing and proposed conditions were assumed to be equivalent;
thus the peak runoff rates for the 2- and 10-year storms are expected to be approximately equivalent.
1.11.3. Compliance with Minimum Standard 19
Permanent measures for treating the water quality volume, preventing downstream stream channel
erosion (mitigating the 2-year peak runoff rate), and preventing flooding (mitigating the 10-year

1.12. Maintenance
The following sub -sections describe requirements for maintenance and inspection during and after
construction activities:
1.12.1. Construction Period Operation and Maintenance
This ESC Plan describes procedures that are to be utilized to maintain the effectiveness of the erosion
and sediment control measures.
The procedures include:
Inspection of the facilities at least every 14-days and within 48-hours of the end of any runoff
producing storm event. Where areas have been finally or temporarily stabilized or runoff is
unlikely due to winter conditions (e.g., the site is covered with snow or ice, or frozen ground
exists) such inspections shall be conducted at least once a month. An Inspection Form is included
in the project Storm Water Pollution Prevention Plan (SWPPP) as Appendix B, a copy of which
is to be completed and inserted in Appendix E of the SWPPP after each inspection. Based on the
results of the inspection the site, activity, and pollution prevention measure descriptions (Sections
1.2 and 1.7) identified in this plan shall be revised as appropriate within 7 days of the inspection.
2. Cleaning, repairing, and/or replacing silt fences, oil -absorbent boom material, and riprap aprons
as necessary.
Removal of accumulated sediment from the sediment trap as necessary to maintain proper
function. Samples of sediment are to be submitted for laboratory analysis and subsequently
disposed of in accordance with local, state, and federal regulations.
4. Cleaning and/or sweeping affected roadways daily, or more frequently if otherwise required by
the Owner or Owner's representative.
5. Removing debris and litter on a weekly basis or more frequently if necessary.
6. Observation of equipment/vehicles within the work area, particularly for identification of vehicles
leaking petroleum products that enter adjacent stormwater drainage facilities.
1.12.2. Post -construction Operation and Maintenance
Following completion of excavation and backfill operations, the Frederick -Winchester Service
Authority is responsible for operation and maintenance of stormwater facilities. These operation and
maintenance activities are to include:
1. Paved areas to be cleaned or swept annually.
Catch basins and storm manhole sumps inspected semi-annually and cleaned when 50% of the
sump capacity is filled with sediment.
3. Storm sewer inlet grates inspected annually and debris removed.

lakes, residential areas, roads, etc., which might be affected by the land
disturbance.
Soils - A brief description of the soils on the site giving such information
as soil names, mapping unit, crodibility, permeability, depth, texture and
soil structure.
Critical Areas - A description of areas on the site which have the
potential for serious erosion problems.
Erosion and Sediment Control I1leasures Phase Outline - A delineation
of the phases in which the erosion and sediment control measures will be
implemented.
✓ Erosion and Sediment Control Measures - A description of the methods
which will be used to control erosion and sedimentation on the site.
✓ Temporary Stabilization - A brief description, which includes
specifications as to how the site will be stabilized after construction has
been completed.
Permanent Stabilization - A brief description, including specifications, of
how the site will be stabilized after construction is completed.
Stormwater Management Consideration - Will the development of the

illustrated with detail drawings.
Overall Lot Grading Plan - A grading (site) plan for all lots in a
subdivision and the proposed finished floor elevations (if applicable).
Construction Entrance - A detailed plan or narrative to ensure that the
transport of sediment onto subdivision streets does not occur during any
phase of construction.

TOPSOIL AND SEEDING
PART 1 GENERAL
1.1 SUMMARY
A. This Section includes requirements for furnishing topsoil, fertilizer, seed, and mulch;
the preparation of the subgrade and the placing of the topsoil, fertilizer, seed and mulch.
B. Maintenance requirements until acceptance.
1.2 SUBMITTALS
A. In addition to those submittals identified in the General Provisions, the following items
shall also be submitted:
l . The Contractor shall submit the location of source and data for off -site topsoil.
2. Analysis of lie seed, including mixtures, purities, geminations and weed seed
content.
3. Should hydrosecder be used, the Contractor shall submit all data Including
material and application rates.
PART 2 PRODUCTS
2.1 MATERIALS
A. Topsoil shall be unfrozen friable clayey loam free from clay lumps, stones, roots, sticks,
stumps, brush or foreign objects.
B. Fertilizer shall be a standard quality commercial carrier of available plant food elements.
A complete prepared and packaged material containingi minimum of 10% nitrogen,
10% phosphoric acid and 10% potash, unless otherwise shown on the Contract
Drawings.
1. Each bag of fertilizer shall bear the manufacturer's guaranteed statement of
analysis.
C. Seed mixtures shall be of commercial stock of the current season's crop and shall be
delivered in unopened containers bearing the guaranteed analysis of the mix.
l . All seed shall meet the State standards of germination and purity.
D. Seed mixtures sliall be in accordance with the Contract Drawings.
E. Mulch shall be stalks of oats, wheat, rye or other approved crops which are free from
noxious weeds.

PART 3 EXECUTION
3.1 INSTALLATION
A. The area to receive topsoil shall be graded to a depth of not less than 4 inches or as
specified, below the proposed finished surface. If the depth of topsoil existing prior to
construction was greater than 4 inches, the topsoil shall be replaced not less than the greater
depth.
l . All debris and inorganic material shallbe removed and the surface loosened for a
depth of 2 inches prior to the placing of the topsoil.
2. The topsoil shall not be placed until the subgrade is in suitable condition and shall
be free of excessive moisture and frost.
B. Satisfactory topsoil removed from the excavations shall be placed on the prepared subgrade
to the depth required.
1. In the event the topsoil removed during excavation is unsatisfactory or inadequate
to obtain the required finish grades, the Contractor shall furnish the required
quantity of satisfactory topsoil from approved sources off site.
2. All topsoil shall be free from stones, roots, sticks and other foreign substances and
shall not be placed in a frozen or muddy condition.
3. The finished surface shall conform to the lines and grades of the area before
disturbed or as shown on the Contract Drawings. Any irregularities shall be
corrected before the placement of fertilizer and seed.
C. The fertilizer shall be applied uniformly at the rate of 20 pounds per 1,000 square feet,
unless otherwise shown on the Contract Drawings.
Following the application of the fertilizer and prior to application of the seed, the
topsoil shall be scarified to a depth of at least 2 inches with a disc or other suitable
method traveling across the slope if possible.
D. When the topsoil surface has been fine graded, the seed mixture shall be uniformly applied
upon the prepared surface with a mechanical spreader at a rate a$hown on the Contract
Drawings.
1. The seed shall be raked lightly into the surface and rolled with a light hand lawn
roller.
2. Seeding and mulching shall not be done during windy weather.
E. The mulch shall be hand or machine spread to form a continuous blanket over the seed bed,
approximately 2 inches uniform thickness at loose measurement. Excessive amounts or
bunching of mulch will not be permitted.
Mulch shall be anchored by an acceptable method.

2. Unless otherwise specified, mulch shall be left in place and allowed to disintegrate.
3. Any anchorage or mulch that has not disintegrated at time of first mowing, shall be
removed. Anchors may be removed or driven flush with ground surface.
F. Seeded areas shall be watered as often as required to obtain germination and to obtain and
maintain a satisfactory sod growth. Watering shall be in such a manner as to prevent
washing out of seed.
G. Hydroseeding may be accepted as an alternative method of applying fertilizer, seed and
mulch. The Contractor must submit all data regarding materials and application rates to
the Engineer for review.
3.2 MAINTENANCE
A. All lawn areas shall be mowed by the Contractor before the new grass reaches a height of
4 inches. The Contractor shall maintain the newly seeded areas in good condition until
acceptance, including regular mowing to a height of 2 inches.

We have received your revised site plan dated January 11, 2008 for the referenced project. It
appears all of our earlier review comments have been satisfactorily addressed. Please advise
the owner of our approval. Also please provide ttivo (2) sets of approved construction
plans with signed seal for VDOT distribution.
The appropriate land use permit may now be applied for to cover work within the Route 522
right-of-way. The permit is issued by this office and will require a minimum processing fee,
surety bond coverage, and the salary & expenses of a State assigned Inspector. A copy of
any/all recorded plats of dedication for drainage easements or additional right-of-way required
for implementation of this proposed project should be provided to VDOT prior to issuance of
any land use permits. Dedication should be made to the Commonwealth of Virginia.
Once satisfactory application has been made, a permit will normally take approximately thirty
days to process and issue. Should you have any questions, do not hesitate to call me or contact

The Frederick County Department of Planning and Development administratively approved the above -referenced
site plan on April 13, 2007. The site plan is approved for the upgrade and expansion of the existing Parkins Mill
Waste Water Treatment Facility located on Parkins Mill Road (Route 644) in the Shawnee Magisterial District.
All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan, including
review agency comments from all relevant review' agencies. I am providing you with three (3) copies of the
approved site plan. Please forward these copies to the appropriate representative(s). Furthermore, advise the
owner(s) that a copy should be kept for future reference, and an approved copy must be kept on the construction
site throughout the development process. Once site development is complete, the owner(s) should contact this

Dear Building Official,
On behalf of the Frederick Winchester Service Authority, find below our responses to your Site Plan
review continents dated 9/6/06.
1. Tanks will comply with The Virginia Uniform Statewide Building Code and section 312 use
group U (Utility) and the buildings shall comply with either S (Storage) or H (High Hazard) of
the International Building Code/2003. Please confirm the use classifications by definition
within the building code and note the requirements in table 602 IBC for fire rating of exterior
walls based on separation distance. Plans submitted for the permit, including the site plan,
shall be sealed by a Virginia licensed Design Professional.
All work shall comply with the Virginia Uniform Statewide Building Code, 2003. Per the
International Building Code, 2003, we have classified all open air "tanks" within the project
scope (Biological Reactors, clarifiers, distribution boxes, storage tanks, etc) as use group U
(Utility). We have classified all new buildings and pump stations as use group F-2 (Factory
Industrial, Low Hazard) of Type 2B construction. We have classified all building modifications
as use group F-2 (Factory Industrial, Low Hazard) of Type 2B construction, with the exception of
the Sand Filtration Building modification to a Chemical Building. We have classified the Sand
Filtration Building modifications to convert the building into a Chemical storage and feed
building as use group H (High Hazard) of Type 2B consti-uction.
We note the requirements for fire rating of exterior walls based on separation distance. We have
determined the fire rating of exterior walls based on separation distance (IBC Table 602) to be 0
for most new construction. The exceptions to this are the Influent Pump Station No. 2, Sludge
Stabilization Building, and Solids Dewatering Building expansion that will have an exterior wall
rated for I -hour fire resistance.
Plans for permits (including site plan permit) shall be sealed by a Virginia licensed Design
Professional.

2. Please indicate the elevation of the 100 year flood plain elevation of Opequon Creek in
relationship o the base elevations of the structures. Note section Appendix G, IBC for Flood
Resistant Construction.
The 100-year flood elevation of Opequon Creek is 626.09 at the downstream end of the plant
(southeast corner) and 627.93 at the upstream corner of the plant (southwest corner). This
information was obtained from the previous construction contact drawing set for the plant (Rust,
1994). The expansion of the plant includes two structures that are near but above the 100 year
flood plane: Influent PS No. 2 (F.F. EL. 629.00); RAS/WAS PS No. 4 (F.F. EL. 631.00). All
other new Structures have finished floors / top of walls at 633.00 or above.
Accessible parking spaces stall have a minimum van accessible space with an 8' striped
unloading area. Question accessible route to the new structures in accordance to chapter 11
IBC?
The existing Administration Building is the only building /structure on site designed / intended
for handicap access. The revised parking area to the north of the existing administration building
Will include an 8' wide striped unloading area, per "Pavement Marking & Striping Details" on
drawing C-8. The building has ail existing entrance ramp bUilt Into the sidewalk, which will be
maintained with the plant expansion to provide an "accessible route" to the building from the van
parking space. The rest of the site buildings / structures are considered "utility" buildings or
"equipment' spaces that would only be frequented by maintenance personnel for maintenance,
repair, or monitoring of equipment.
4. Please note the requirements of chapter 171BC for special inspections for this type of structure
(bolts, steel welding, etc.) All inspections under Chapter I of the VUSBC shall be conducted by
County staff or obtain prior approval to utilize an approved Third Party Inspection agency
under Frederick County Policy.
Requirements of Chapter 17 are noted. The contractor will be required to follow IBC and the
VUSB, and follow Frederick County policy regarding inspections.

Dear Mr. Showers
Please see revised site plan enclosed for your review. Per comments in your August 22, 2006 review,
we have made the following changes to the Site Plan:
1. The entrance and middle driveway have been widened to 20', (please see Sheets C-5 and C-
6), to provide adequate emergency vehicle access to all hydrants on the lower site. There will
be no need to travel along the lower driveway because sufficient area is available for a truck
to turn around and exit along the same middle driveway.
2. One hydrant has been added to the west of the Existing Solids Dewatering Bldg., and another
hydrant was relocated to the west side of the New Chemical Bldg. (please see sheet C-6).
Given these changes, all buildings on site are within 300' of a fire hydrant (C-6 and C-7). A
new driveway extension has been added to better access the hydrant at the west of the
Chemical Bldg.
3. The fire department connection on the Chemical Bldg. is indicated on C-6.
4. The pipe sizes are indicated on piping supplying water to fire hydrants — all watermain for
fire flows is 8", and fire hydrants are 6" (C-6 and C-7).

It is our understanding that you have reviewed the site plan submittal for the Parkins Mills
WWTF ENR Upgrade and Expansion, and require verification of our understanding of
VDOT requirements of the site to approve the application.
The Expansion and ENR Upgrade project of the Parkins Mills WWTF will maintain the
existing entrance to the WWTF, upgrade an existing gated entrance in the middle of the
site, and provide a new gated entrance to the upper site of the plant. All three entrances are
along Parkins Mills Road / VA Route 644. It is our understanding that line of sight profiles of
the two provisional gated entrances have been reviewed by your office, and you determined
that the sight distances do not meet the minimum VDOT sight distance requirements and a
waiver can not be obtained.
It is our intent to request a permit from your office for the two provisional entrances to allow
us to use the gated entrances minimally for maintenance activities, etc. We intend to set up
a VDOT approved traffic control zone using signs and flaggers to control traffic while either
gated entrance is in use. This would be a yearly renewable permit obtained from your
office. Please forward information on this permit process so we can move forward with
obtaining this permit once plant construction is complete.
The contract documents for the expansion project require that the contractor apply for a
Land Use permit through VDOT for construction activities at the plant. We assume this
permit will cover contractor use of construction entrances during the upgrade.

We have received your revised site plan dated July 26, 2006 for the referenced project. It
appears all of our earlier review comments have been satisfactorily addressed. Please advise
the owner of our approval. Also please provide four (4) sets of approved construction
plans with signed seal for VDOT distribution.
The appropriate land use permit may now be applied for to cover work within the Route 644
right-of-way. The permit is issued by this office and will require a minimum processing fee,
surety bond coverage, and the salary & expenses of a State assigned Inspector. A copy of
any/all recorded plats of dedication for drainage easements or additional right-of-way required
for implementation of this proposed project should be provided to VDOT prior to issuance of
any land use permits. Dedication should be made to the Commonwealth of Virginia.
Once satisfactory application has been made, a permit will normally take approximately thirty
days to process and issue. Should you have any questions, do not hesitate to call.

Planning Staff has reviewed the above -referenced site plan to determine if administrative approval can be
granted. At this time, administrative approval cannot be granted. This site plan is denied until the issues in
this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review
Staff's comments listed below and then prepare a revised site plan which adequately addresses each concern.
Review Comments:
1) General Information. On the coversheet, provide the PIN# as well as the Magisterial District. Sheet
C-1 should contain the zoning of the site, total site area/disturbed area, site address, developer, district
height regulations, and the building restriction lines.
2) Landscaping Notes. On sheet C-2, notes need to be provided that state (1) all planting shall conform
with § 165-36B of the Frederick County Zoning Ordinance (Plant selection, planting procedure, and
maintenance), and (2) any plant substitutions must be approved in writing by the Frederick County
Planning Department.
3) Building Heights. On sheet C4, label the height of the silo.
4) Variance. This property received a variance in 2005 (1127-05), which gave this property 20 foot
BRL's off of the road right-of-way and 15 foot side BRL's. This variance needs to be referenced in
the plan.
5) Labeling. Sonic of the additions shown on the site plan (see sheet C-4) need to be labeled.
Once you have adequately addressed all of these comments, please resubmit a copy for my review. i will need
all approved review agency comment sheets and at least five copies of the final plan for approval. Comment
sheets are required from the following agencies: the Frederick Coul7ty Inspections Depar1171ent, the Frederick
County Deportment of Public [+orks (Count), Engineer), Frederick County Fire Alarshal, the Frederick
C01,1171y SC1171tC16017 Awha1'1ty and the ilirginicl Depcn7lnent of Transportation.
