Dear Dennie:
The Frederick County DeparUiient of Planning and Development administratively approved the above -referenced
site plan on January 10, 2007. The site plan is approved for the consU'uction of a new 13,750sf office building
located on Costello Drive in the Shawnee Magisterial District. Some of the required site improvements include the
following:
Construction of a parking lot with a total of 49 spaces (three handicap accessible spaces), including curb
and gutter, landscaping, striping, sidewalks, and handicap access.
Dumpster Pad with a six foot opaque screen.
Category A (no screen) along the rear property line.
All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan, including
review agency comments from all relevant review agencies. I am providing you with four (4) copies of the
approved site plan. Please forward these copies to the appropriate representat ive(s). Furthermore, advise the
owners) that a copy should be kept for future reference, and an approved copy must be kept on the construction
site throughout the development process. Once site development is complete, the owners) should contact this
office to schedule an on -site inspection. Do not hesitate to contact me if you have any questions or concerns.

Shawnee Magisterial District
Dear Mr, Dunlap:
I have reviewed the FAA Determination Study regarding the proposed building height for
Lincoln Mortgage Office Building.
It has been determined that the proposed structure will be a hazard to air navigation,
therefore marking and lighting of the structure will not be requested by the Airport
Authority.
As stated by the FAA in their reply, their determination does not include cranes or
temporary construction equipment.
Your company has met all special conditions requested by the Airport Authority on this
proposed site plan.
We look forward to working with you on future projects and sincerely appreciate your
cooperation and assistance in ensuring the continued safe operations of the Winchester
Regional Airport.

Dear Candice:
The following represents Triad Engineering, Inc. responses to comments enumerated in your
letter, dated July 20, 2006, concerning the Lincoln Mortgage Office Building site plan. Review
comments are shown in bold italics. We are responding on a point -by -point basis to correlate
with your letter.
1. General Site Notes. On sheet 2, provide the actual height of this office building,
provide the sign requirements for the B2 Zoning District and revise note 11 regarding
the buffer. A category 'A' (50') no screen is the only buffer option between this B2
property and the B3 property to the south. The building height is provided (see note
#13, sheet C-2), and sign requirements are listed (see note #25, sheet C-2). A category 'A'
no screen zoning district buffer is provided along the rear of the property (see sheet C-4).
2. Entrances. A shared entrance should be provided with the adjacent property as
indicated or an inter parcel connection to reduce entrances on Costello Drive. During
design, the adjacent landowner to the west was contacted regarding utilizing a shared
entrance arrangement. However, the request was not favorably received, so the Lincoln
Mortgage plans incorporated an exclusive entrance off of Costello Drive that has received
VDOT approval.
3. Sidewalk. There is a portion of sidewalk along Costello Drive that has not been shown
on the plan. The section of missing sidewalk is now included (see sheet C-4).
4. Buffers. As stated in comment #1, a 50' buffer is required as indicated on sheet C-4.
This buffer requires 25' active and 25' inactive areas, no parking is permitted within the
inactive buffer. The 50' buffer is included (see sheet C-4).
5. Driving Aisles. The fire striping shown on C-4 infringes on the required 24' driving
lane. The driving lane area cannot contain striping; painting the curb yellow should be
considered. The plan is revised to show the curb painted yellow in the vicinity of the fire
hydrant (see note #28, sheet C-2 and sheet C-4).
6. Dumpster Screening. A detail for the dumpster screening needs to be provided in the
plan. The dumpster detail is added (see sheet C-9).
7. Tree Locations. Some of the perimeter trees shown on sheet C-13 need to be
relocated to the front of the site as indicated. Some of the perimeter trees are relocated
to the front of the site to provide a more uniform screen (see sheet C-13).
8. Hedge Rows. The hedges shown along Costello Drive should be staggered to create a
better screen. Plants should be placed 3-4' oc as well. The hedge is staggered along the
front of the site to provide a more effective screen (see sheet C-13).

Dear Mr. Dunlap:
Upon review of the subject site plan, we offer the following comments:
1. Indicate a suggested topsoil stockpile location on the plans protected by wire reinforced
silt fence.
2. Provide a note stating that the vegetative stabilization shall be uniform, mature enough to
survive and adequate to inhibit erosion.
3. Indicate the limits of clearing and grading.
4. Refer to Sheet C-5: The silt fence symbol is difficult to identify. Utilize the Virginia
Erosion and Sediment Control Handbook's standard symbols.
5. Provide inlet protection detail.
6. Provide the Responsible Land Disturber signature block.
7. Indicate in the construction sequence notes that it will be necessary to schedule and hold
an onsite pre -construction meeting.
8. Revise hydrographs to show a 2.5 rescinding limb factor as per our conversation on
September 1, 2006.

The appropriate land use permit may now be applied for to cover work within the Route 1367
right-of-way. The permit is issued by this office and will require a minimum processing fee,
surety bond coverage, and the salary & expenses of a State assigned Inspector. A copy of
any/all recorded plats of dedication for drainage easements or additional right-of-way required
for implementation of this proposed project should be provided to VDOT prior to issuance of
any land use permits. Dedication should be made to the Commonwealth of Virginia.
Once satisfactory application has been made, a permit will normally take approximately thirty
days to process and issue. Should you have any questions, do not hesitate to call.

review Staffs comments listed below and then prepare a revised site plan which adequately addresses
each concern.
Review Comments:
1) General Site Plan Notes. On sheet 2, provide the actual height ofthis office building, provide
the sign requirements for the B2 Zoning District and revise note 1 i regarding the buffer. A
category A (50') no screen is the only buffer option between this B2 property and the B3 property
to the south.
2) Entrances. A shared entrance should be provided with the adjacent property as indicated or an
interparcel connection to reduce entrances on Costello Drive.
3) Sidewalk. There is a portion of sidewalk along Costello Drive that has not been shown on the
plan.
4) Buffers. As stated in comment 1, a 50' buffer is required as indicated on sheet C-4. This buffer
requires 25' active and 25' inactive areas, no parking is permitted within the inactive buffef.
5) Driving Aisles. The fife striping shown on C-4 infringes on the required 24' driving lane. The
driving lane area cannot contain striping; painting the curb yellow should be considered.
6) Dunrpster Screening. A detail for the dumpster screening needs to be provided in the plan.
7) Tree Locations. Some of the perimeter U•ees shown on sheet C-13 need to be relocated to the
front of the site as indicated.
8) I-Ied2c Rows. The hedges shown along Costello Drive should be staggered to create a better
screen. Plants should be placed 3-4'oc as well.
