The above -referenced site plan was approved on February 18, 2005. The site plan is approved for the
construction of a new building for a locker room and an addition to the bleacher area for a visitor's restroonl.
Site improvements include sidewalks for the locker room building and the restroonl area and the relocation of
the trees disturbed by the structures.

new buildings is a private line and does not belong to the City or the FCSA.
We've revised our plan accordingly. Therefore, City approval is not required.

group A (Assembly) of the International Building Code/2000.0ther Code that applies is
ICC/ANSI A117.1-98 Accessible and Usable Buildings and Facilities. Structural plans submitted
for permit application shall be sealed by a Virginia Licensed Design Professional.
Please note the requirements in Chapter 17 of BOCA for special inspection requirements on the

All required egress from the new structure shall be HC Accessible to min. exterior landing.
HC parking shall not exceed 2% across the unloading area and min. 8' with 8' stripped Van

Planning Staff has reviewed the above -referenced site plan to determine if administrative approval can
be granted. At this time, administrative approval cannot be granted. This site plan is denied until the
issues in this letter, as well as all issues of the other review agencies, have been adequately addressed.
Please review Staffs comments listed below and then prepare a revised site plan which adequately
addresses each concern.
Review Comments:
1) Zonina Administrator Signature Line. The signature line on the plan is for the Subdivision
Administrator. Please change this to Zoning Administrator and also include the expiration
language for his signature.
After you have revised the site plan, I will need the Special Limited Power of Attorney, approved review
agency comment sheets and at least five copies of the final plan for approval. Comment sheets are
required from the following agencies: Frederick County hlspections and The City of Winchester.

PR-A As part of the continuing process to improve the "Home of the Hornets", we've
prepared plans for the addition of a Team Locker Room and Visitors Restroom to
the facility. AS YOU may remember, the original site plan was approved in May
c AT E 2001. The following year we revised that plan to add the home Side concessions
and press box. With these additions, the stadium Should be nearly complete.
o;FICES The Team Locker Room is situated at the east end of the stadium. A portion of
the existing loading area is removed to allow the building to Sit just Out of the end
zone. The visitors restroom is just behind the visitors bleachers. Water and sewer
extensions are from the City lines located on the site. Telephone and electric
services are extended from existing lines at the S011th east corder of the Stadil1111.
I've enclosed the Site plan application, the $1 100 fee, and two sets of plans for
your review. Should you have any questions, please do not hesitate to call.
