We have the following comments: 1. Entrance to Tasker will need to be a right -in and right -out as this entrance will be located across from the storage and taper lanes for the signal at Tasker and Warrior. 2. Left turn lanes on Warrior East will need to be built for traffic entering the site at the crossovers. 3. Dual left turn lanes for traffic turning west onto Tasker will also need to be built. Before making any final comments, this office will require a complete set of site plans, drainage calculations and traffic flow data from the I.T.E. Trip Generation Manual, Seventh Edition for review. VDOT reserves the right to comment on all right-of-way needs, including right-of-way dedications, traffic signalization, and off -site roadway improvements and drainage. These routes are the VDOT roadways which has been considered as the access to the property referenced. VDOT is not satisfied that the transportation proffers offered in the 0 & M Auto Sales Rezoning Application dated January 14, 2005 addresses transportation concerns associated with this request. VDOT would like to point out the right-of-way width on Route 669 is currently 40' not 30'. VDOT requests an additional 5' be dedicated to the Commonwealth of Virginia for future road improvements. VDOT also asks the applicant enter into a prorata signalization agreement for the intersection of Route 11 and Route 669 (Woodbine Road). A single Route 11 entrance would be allowed at a minimum 200' from the south Woodbine Road and Route 11 intersection. Before development, this office will require a complete set of construction plans detailing entrance designs, drainage features, and traffic flow data from the I.T.E. Trip Generation Manual, Seventh Edition for review. VDOT reserves the right to comment on all right-of-way needs, including right-of-way dedications, traffic signalization, and off -site roadway improvements and drainage. Any work performed on the State's right-of-way must be covered under a land use permit. This permit is issued by this office and requires an inspection fee and surety bond coverage. Show the location where these lots will be getting sewer access. 2. Provide the building restriction lines on the lots for Warrior Drive and Fairfax Pike. 3. Lots 3 and 5 have a 50' zoning district buffer that runs along the RP zoned adjacent parcels; only the 25' active portion of the buffer is labeled. Label the inactive portion of the buffer as well, or label the entire buffer as 50' zoning district buffer. 4. Lot 5 has a recorded ingress/egress easement that begins at Warrior Drive and extends along the Village at Sherando Property. This easement is only shown at the rear of the property by the church property; the easement needs to be shown along the entire property line. 5. Lots 6 and 7 also have a zoning district buffer requirement. Since the zoning district buffer is being shown on lots 3 and 5, it would be appropriate to show it on these lots as well. The application seeking approval is denied until the issues identified in this letter have been adequately addressed. Please address the above comments and resubmit the final plats along with the deed of dedication. Also, a subdivision application and fee must be submitted for this subdivision; the fee will be $700.00. Before the final plats are officially approved by this office, the approval signatures of the Frederick County Sanitation Authority and the Virginia Department of Transportation must be obtained. This parcel was Master planned for commercial use by the Village at Sherando Master Plan approved in 1994. The plan calls for the Subdivision of the two parcels into seven commercial lots, Don the east side of `Varrior and 2 of the Rest. The improvements required along Route 277 and Warrior Road are shown on these plans. It is the intent of the developer that each lot owner would undertake their own portion of the necessary 'Widening, curb and gutter, storm and utility improvements as the lots are developed. The design provided here Will ensure these improvements are coordinated. The seven lots shown all meet the requirements of the Frederick County Ordinance. The necessary buffers to adjoining RP lands and easements necessary to allow the proper routing of public water and stormwater drainage flow are provided. In addition to the subdivision improvements, the plans also provide the detail necessary to site plan lot 5 as a commercial center. Parking, landscaping, buffers, utility extensions and stormwater conveyance and detention required to support the 30,296 S.F. building shown are provided. The application fee to cover subdivision ($1700) and Lot 5 site plan ($1500) is attached.
