The checklist shown below specifies the information which is required to be submitted as part of the site plan
application. The Department of Planning & Development will review the application to ensure that it is
complete prior to accepting it. If any portion of the application is not complete, it will be returned to the
applicant(s).
(1) One (1) set of approved comment sheets are required from each relevant review
agency prior to final approval of a site plan. It is recommended that applicants
contact the Department of Planning & Development to determine which review
agencies' are relevant to their site plan application. A list of potentially relevant

The above -referenced site plan was approved on May 18, 2005. The site plan is approved for the
construction of a new 82,910 square foot hardware store located on Fairfax Pike (Route 277). Required
site improvements include the following:
• Construction of a parking lot with 63 spaces (including tlu ee handicap accessible), including
curb and gutter, sidewalks, striping, and handicap access.
• Three 12' x 45' loading spaces.
• Construction of a dumpster pad with a six (6) foot wooden fence for screening.
• A five (5) foot wide sidewalk along Fairfax Pike.
• A zoning district buffer that consists of a full screen (trees and a fence) along the eastern property
line.
I am providing you with four (4) copies of the approved site plan. Please forward these copies to the
appropriate representative(s). Furthermore, advise the owner(s) that a copy should be kept for future
reference, and an approved copy must be kept on the construction site throughout the development
process. Once site development is complete, the owner(s) should contact this office to schedule an on -
site inspection. Do not hesitate to contact me if you have any questions or concerns.

Planning Staff has reviewed the above -referenced site plan to determine if administrative approval can be
granted. At this time, administrative approval cannot be granted. This site plan is denied until the issues in
this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review
Staff's comments listed below and then prepare a revised site plan which adequately addresses each concern.
Review Comments:
1) Sidewalk. The sidewalk along Fairfax Pike needs to be extended as I have depicted on Sheet 2.
After you have revised the site plan, please resubmit one copy so that I may verify the information contained
on the plan. 1 will need all approved review agency comment sheets and at least five copies of the final plan
for approval. Comment sheets are required from the following agencies: the Frederick County Inspections•
Department, the Frederick County Fire Marshal, and the Frederick County Sanitation Authority.

We have received your revised site plan dated January 20, 2005 for the referenced project. It
appears all of our earlier review comments have been satisfactorily addressed. Please advise the
owner of our approval. Also please provide three (3) additional sets of approved
construction plans with signed seal for VDOT distribution.
The appropriate land use permit may now be applied for to cover work within the Route 277
right-of-way. The permit is issued by this office and will require a minimum processing fee,
surety bond coverage, and the salary & expenses of a State assigned Inspector. A copy of
any/all recorded plats of dedication for drainage easements or additional right-of-way required
for implementation of this proposed project should be provided to VDOT prior to issuance of any
land use permits. Dedication should be made to the Commonwealth of Virginia.
Once satisfactory application has been made, a permit will normally take approximately thirty
days to process and issue. Should you have any questions, do not hesitate to call.

Dear Jamie:
In accordance with your request dated March 15, 2005 you are given permission to install a temporary construction
entrance at the referenced location. This letter is to be considered your permit to do so. The following provisions
will be required:
• Work area protection signage is to be in accordance with the current Work Area Protection Manual while
working on the right-of-way.
• All work on the right-of-way is to be confined to the temporary entrance location only. A land use permit
will need to be applied for and issued prior to any additional work on the right-of-way. This permit requires
a fee and surety bond coverage.
• A minimum 6" depth of VDOT #1 (2-3 inch stone) at a minimum width of 12' is to be placed from the edge of
pavement and extended a minimum of 70' with a filter fabric underliner.
• All materials spilled, dropped, washed or tracked from vehicles onto the roadway or into storm drains must be
removed immediately.
• Positive drainage is to be maintained within the right-of-way at all times.
• A wash rack will be required.
• Any disturbed areas of the right-of-way or damages to the pavement structure adjacent to this entrance will be
repaired by you to our satisfaction.
• This permit is being issued for 180 days. A land use permit needs to be applied for within this time period.

Planning Staff has reviewed the above -referenced site plan to determine if administrative approval can
be granted. At this time, administrative approval cannot be granted. This site plan is denied until the
issues in this letter, as well as all issues of the other review agencies, have been adequately addressed.
Please review Staffs comments listed below and then prepare a revised site plan which adequately
addresses each concern.
Review Comments:
1) Special Limited PoNver of Attorney Form. Please have the property owner sign the attached
Special Limited Power of Attorney Form prior to further review or approval. This form should
be notarized and completed to grant the applicant (you) with authorization to represent them for
this site plan.
2) Application. Prior to approval of the site plan, the application needs to be signed.
3) Parking Space Number. The tabulation states that there are 68 parking spaces being provided;
however, the plan only has 66 parking spaces. Please revise the table to reflect this.
4) Sidewalk. The sidewalk along Fairfax Pike should be extended to the eastern property line.
5) Stop Sian. Provide a stop sign for the entrance on Fairfax Pike.

9) Inactive Buffer Area. On the site plan the inactive buffer is being located within a utility
easement. There appears to be water and sewer lines running through this easement. Please
indicate if the Sanitation Authority has authorized plantings to be located within their easement.
Also, please clarify if this easement is required to be clear per the recorded easement.
10) Landscape Plan. Provide a hedge row along the parking spaces by lot 2. Please change the
statement "all plantings shall conform with 165-36C"... to 165-36B. Also, indicate on the
planting schedule that the holly must be three feet high at time of planting.
11) Landscape Screen. The landscape screen on the plan goes around the loading area and connects
to the building. This screen needs to be continued along the property line to shield the parking
lot of the business from the adjoining property.
After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will need all approved review agency comment sheets and at least five copies of
the final plan for approval. Comment sheets are required from the following agencies: the Virginia
Depar lnrent of Transhortation, the Frederick County bisy)ections Del-)ar/ment, the Frederick County Fire

Recently we submitted plans for Sherando Towne Center at Fairfax Pike and Warrior- Drive. In addition to the
required roadway improvements and utility extensions required to serve the 7 proposed lots, that plan provided a
Site Development Plan for Lot 5. We've enclosed here plans for the development of a hardware store on Lot 3.
We anticipate a plan for Lot 1 will follow soon.
The plan matches the road and parking layout proposed on the Lot 5 plan and makes use of the stormwater and
road,;vay improvements and utility extensions proposed on the previous plan.
The increased runoff is mitigated with ponds proposed on the Lot 5 plan and a pond on Lot 2.
Water and sewer- service is from the existing lines along the western property line.
No new entrances on VDOT roadways are proposed.
The required buffers, screening, and landscaping along with the site lighting is shown.
Finally; additional fire hydrants and access walkways are provided to serve this use.
