JAN 1 1 2005 FREDERICK COUNTY PLANNING & DEVELOPMENT The above referenced site plan was reviewed and the following comments are offered on behalf of the Winchester Regional Airport Authority: 1. All outdoor lighting should be shoebox type to prevent light pollution to approaching or departing aircraft. 2. Twenty-four hours prior to all crane operations, coordination must be made with David Foley, Winchester Airport Operations Supervisor, (540) 662-5786 in order to ensure coordination with the Dulles approach center. Depending on the height of the crane during operations, the operator may be required to flag it with an aviation obstruction flag or to take other safety measures in accordance with Federal Aviation Administration policies. 3. Due to the close proximity to the flight path of the airport, the owner should be aware of the airport's existence and forewarned about aircraft noise and fly- over nuisance from aircraft that could possibly impact their business. Owner should consider including noise attenuation in the construction of the building. These comments should be included in the general notes of the site plans. If these conditions are followed, the Winchester Regional Airport Authority has no objections to this proposal. Thank you for allowing us the opportunity to review this plan to ensure the safe and continued operations of the Winchester Regional Airport. Sincerely, 6 y S. R. The changes areas follows: morandum Master Development Plan. In accordance with Section 165-133 of die Frederick County Zoning Ordinance, a Master Development Plan is required prior to any development in die B2 (Business, General) Zoning District. However, in accordance with Section 165-134C, this property may be eligible for a waiver of die Master Development Plan. To obtain a waiver of this requirement, you must provide this department wide correspondence requesting a waiver and explaining why this property is eligible. If this property is subdivided in the future or additional development occurs on the site, a Master Development Plan will be required. Wc've submitted a letter requesting a waiver separately. Application. The site plan application submitted has not been signed. The application has been signed. Special Limited Power of Attorney Form. Please have the property owner sign the attached Special Limited Power of Attorney Form prior to further review or approval. This form should be notarized and completed to grant the applicant (you) with authorization to represent them for this site plan. The signed Power of Attorney form is enclosed. Lots Lot Consolidation. A consolidation of lots 8 and 9 will be required. 8 and 9 have been consolidated. A copy of die recorded plat is provided. 5) . Adjoining Properties Information. Please provide the use of all adjoining properties. This includes properties which are located on the opposite side of Millwood Pike. Adjoining property information has been provided. Width of Travel Aisles & Parking Aisles. It appears that the eastern portion of the parking lot is not 24' wide. Please ensure that all two-way traffic travel aisles are at least 24 feet in width. If this portion of the parking lot is intended for one-way traffic, please provide traffic arrows and one way signs. Traffic arrows and one-way traffic signs have been added to plan to clarify die proposed traffic circulation plan. We believe the driveway widths are adequate. V') Loading Spaces. The two loading spaces provided for the hotel are abutted by parking spaces and each end. Section 165-28B (2) of the Frederick County Zoning Ordinance states that loading spaces shall be designed to permit loading and unloading without requiring the moving of any parked motor vehicle. It Patton Harris Rust.&AsAlates, pc is Memorandum Page 2 appears that these loading spaces do not meet this requirement and must be relocated to a more appropriate location. Loading spaces are for patron vehicles and light tnlcliS. A note to this affect has been added to tic plan. Sidewalks. Since the parking lot surrounds the entire hotel building, the sidewalk should extend around the entire building to ensure the safety of the patrons. Sidewalks have been extended around the building. 9) Dumpster Screening. Provide a detail for the dumpster screening. Tlie dumpstpr screening detail has been added to sheet 5. 10) Zoning District Buffer Landscaping. A category B zoning district buffer is required along the adjacent RP zoned properties. A 50' distance buffer is shown on the plan; however, the required plantings associated with a 50' category B full screen have not been shown on the landscaping plan. Category B full screen planting detail has been added to plan. The combination of a small retaining wall and fencing will satisfy die frill screen requirements. 11) Retaining Wall. It appears that the retaining wall is being used as part of the screen. The detail for this wall shows a height of four feet -six feet max. Please provide a note stating that the rear portion of the wall must be at least sex feet high. 3' of opaque fence plus 3'+ feet retaining wall provides 6'+ of opaque screening along the rear portion of tie site. 12) Other Usep. Please show the location of all uses of the proposed hotel. This would include the office area, recreation, vending machine, food service, or other areas. Hotel layout showing office area, recreation, vending machine, food service etc. has been added to die plan. We've added a note indicating that there are no restaurants or meeting rooms in die facility. 1_P)'Fire Code Improvements. Please show the location of all improvements required by the Frederick County Firy -Marshal. Improvements required by die Dire Nfarshal have been added to the plan. 14) Shared Access. Due to the future relocation of Route 522 to this general area, entrances for the two adjoining properties are encouraged to provide shared access due to possible inability to meet entrance spacing requirements. We've added a note indicating that should parcel 64A-((4))-7 be developed and not be able to meet required entrance spacing to gain independent access to U.S. Route 50, an access easement will be provided through parcel 64A-((4))-8 should a maintenance quid use agreement be ratified by both parties. 15) Owner Information. On Sheet 2 of 6, the information provided on the lots state that the owner is Billett. Please correct this information to reflect the new owner. The information has been corrected to reflect correct owner. 16) Maintenance. Provide a Landscaping notation on Sheet 4 that states all plantings shall conform with 165- 36C of the Frederick County Zoning Ordinance. The nPtc has been added on Sheet 4. A 70 room motel is proposed. Access to the site is from US Route 50, one entrance with an associated right turn lane is provided. All utilities are located along the Route 50 right-of-way. Public water line extensions to provide hydrant coverage and serve the sprinkler system are required. A sewer lateral is extended from the main at US Route 50. Storm sewer discharge is to an existing inlet at Route 50. An on site, underground detention system is provided to mitigate increase flows due to development. The topography of the site necessitates the use of low dry stack retaining walls along the rear perimeter of the site. These walls will bear no live loads. The layout meets the requirements of the Frederick County Zoning Ordinance. The necessary parking and landscaping is provided.
