construction of a new 720sf addition to the picnic shelter at Welltown United Methodist Church located
at 1444 Welltown Pike.
I am providing you with five (5) copies of the approved site plan. Please forward these copies to the
appropriate representative(s). Furthermore, advise the owner(s) that a copy should be kept for future
reference, and an approved copy must be kept on the construction site throughout the development
process. Once site development is complete, the owner(s) should contact this office to schedule an on -

Dear Mr. Johnston:
Per your attached comment letter dated November 10, 2008, we have made the following
revisions.
1. Text has been adjusted per your request.
2. Existing Handicap parking is in the existing gravel parking area. Per 302 of ANSI A117.1
the surface must be stable, firm and slip resistant which is met. The slopes meet this
requirement as well. The lines shown only indicate that spacing requirements are in
place. The sidewalks meet all accessible route requirements and have been checked by
Inspections. Only two spaces are required even though more are in place.
3. The items not listed have now been labeled. All of these items are part of the septic
system.
4. The sign circled on the plan is the existing permanent sign. The other signs have been
noted to be removed as required.

Planning Staff has reviewed the above -referenced site plan to determine if administrative approval can be
granted. At this time, administrative approval cannot be granted. This site plan is denied until the issues
in this letter, as well as all issues of the other review agencies, have been adequately addressed. Please
review Staffs comments listed below and then prepare a revised site plan which adequately addresses
each concern.

I . Contour Elevation. Reduce Contour Elevation text 30%, and reduce all other text 20%.
2. Handicap Parking. Need to follow ADA regulations for Handicap accessibility.
3. Labeling. As indicated, there are some items north of the existing shelter that are not labeled.
Clarify what these items are.
4. Si2n Violation. A reminder that there are two illegal portable signs posted next to a monument
sign; the portable signs must come down.
After you have revised the site plan, please resubmit two copies so that I may verify the infor►nation

Planning Staff has reviewed the above -referenced site plan to determine if administrative
approval can be granted. At this time, administrative approval cannot be granted. This site plan
is denied until the issues in this letter, as well as all issues of the other review agencies, have
been adequately addressed. Please review Staff s comments listed below and then prepare a
revised site plan which adequately addresses each concern.
Review Comments
SHEET 2 of 3
1. Contour Elevation. Reduce Contour Elevation text 30%, and reduce all other text 20%.
2. Property Information Text. Move property information text in a place that is not
cluttered with contour text.
3. BRL's. Annotate all BRL's for the site.
4. Existing Shed. Clarify if the existing shed to be removed or relocated? If it is to be
relocated annotate new location.
5. Drainfield Location. There are two areas labeled as drainfields (drainfield and
approximate location of existing drainfield). Clarify the actual location of the existing
location and whether there are two drain field locations on the site.
6. Adjoining Use. Show the use of the adjoin use as orchard not agricultural.
7. Welltown Road. Label posted speed limit and right-of-way width for Welltown Road.
8. Labeling. As indicated, there is an area north of existing shelter that is not labeled.
Clarify what this area is.
9. Utilities. Annotate all existing utilities.
10. Sign Violation. There is an illegal portable sign posted next to monument sign, sign must
come down.

After you have revised the site plan, please resubmit two copies so that I may verify the
information contained on the plan. I will need all approved review agency comment sheets and
at least five copies of the final plan for approval. Comment sheets are required from the
following agencies: the Frederick County Inspections Department, the Frederick County
Department of Public Works (County Engineef), and the Frederick County Fire Marshal. Do not
