The above -referenced site plan was approved on December 23, 2008. The site plan is approved for
the expansion of the existing Meadowbrook Substation located ofl' of Vaucluse Road in the Opequon
Magisterial District.
All requirements of the Frederick County Zoning Ordinance have,been met in the approved site plan,
including review agency comments from all relevant review agencies. I am providing you with three
(3) copies of the approved site plan. Please forward these copies to the appropriate representative(s).
Furthermore, advise the owner(s) that a copy should be kept for future reference, and an approved
copy must be kept on the construction site throughout the development process. .Once site

group U (Utility and Miscellaneous) of The International Building Code 2006.
Section 102.3 VUSBC exempts equipment and related wiring installed by a provider of publicly
regulated utility service.....The exemption shall apply only if under applicable federal and state
law the ownership and control of the equipment and wiring is by the service provider or its
affiliates. Such exempt equipment and wiring shall be located on either public rights-ol=way or
private property for which the service provider has rights of occupancy and entry; however, the
structures, including their service equipment, housing, or supporting such exempt equipment and

Dear Mr. Mahaffey:
Plaiuiing Staff has reviewed the above -referenced site plan to determine if administrative
approval can be granted. At this time, administrative approval cannot be granted. This
site plan is denied until the issues in this letter, as well as all issues of the other review
agencies, have been adequately addressed. Please review Staff's comments listed below
and then prepare a revised site plan which adequately addresses each concern.
Review Comments
1. Enp_ineer Seal. The site plan needs to sealed by an engineer or surveyor certified
in the Commonwealth of Virginia.
2. Signature Block. A signature block for the Zoning Administrator needs to be
provided on the coversheet along with the expiration language: site plan valid for
five (5) years from date of Zoning Administrator Approval.
3. Project Summary. A project summary needs to be on the coversheet. This
summary needs to show the following: Property Identification Number (PIN),
proposed improvement, site address, total site area and total disturbed area,
property owner and developer (including address, contact person and phone
number).
4. Location Map. The location map on the coversheet needs to be revised for
clarity and the map needs a scale as well.
5. Plan Sheets. A site plan sheet needs to be included that shows the existing site
with the current access as well as the proposed expansion area and expansion
components (labeled).
After you have revised the site plan, please resubmit two copies so that I may verify the
information contained on the plan. I will need all approved review agency comment
sheets and at least five copies of the final plan for approval. Comment sheets are
required from the following agencies: the Frederick Count,}, InsI ections Department. the

On behalf of the Trans -Allegheny Interstate Line Company (TrAIL.Co), I am submitting the
enclosed Frederick County Site Plan Application and Request for Site Plan Comments for
your use.
TrAlLCO proposes it small expansion of the existing Meadow Brook SUbstation near
Stephens City. The Meadow Brook 500/138 kV Substation will be expanded in a
southwesterly direction in order to accommodate the termination of two (2) new 500 kV
lines; one (1) to west to connect with the Mt Storm SUbstation, and, one ( l) to the cast to
connect with Dominion Energy. The addition Of the new lines will require that the bus and
switch arrangement Of the SUbstation will also be expanded into the additional SUbstation
yard to accommodate the addition of fOUr (4) power Cil-CUit breakers (2 per line terminal)
and the associated switches required to isolate those breaker positions for maintenance and
Operations purposes.

Meadow Brook Substation Site Plan - Modification
Dear Mr. Cheran:
On behalf of the Trans -Allegheny Interstate Line Company (TrAILCo), I am submitting this
letter to inform you of a modification to the Meadow Brook Substation Expansion Site Plan.
On September 151h, 2008, TrAILCo submitted a site plan to you for the Meadow Brook
Substation Expansion project for the expansion of the existing substation in a southwesterly
direction to accommodate the termination of two new 500 kV lines, which was approved on
12/23/08.
The modification to that site plan will entail a minor expansion of the approved site plan
which will increase the approved footprint by 1.20 acres to accommodate the installation of
high voltage outdoor electrical equipment consisting of three (3) 500 kV Air Core Current
Linuting Reactors. The physical expansion of the yard will be well within the existing
property of this substation site.
Attached you will find an aerial image of the proposed modification along with engineering
drawings.
Please review this information at your earliest convenience. Please let me know if you have
enough information to make a determination as to whether or not you can issue a letter of
approval for this modification to the site plan.
