The water and sanitary sewer portion of these plans are valid for two years from date of FCSA approval. 3. All construction shall comply with the latest U.S. Department of Labor, Occupational Safety & Health Administration (OSHA), and Virginia Occupational Safety & Health (VOSH) Rules & Regulations. V3. When working on VOOT right -of- way, all traffic control, whether permanent or temporary, shall be in accordance with the current edition of VOOT's Work Area Protection Manual. Furthermore, all traffic control flaggers must be certified in accordance with Section 104.04(c) of the VDOT Road & Bridge Specifications. V4. The developer shall be responsible for relocating, at his expense, any and all utilities, including traffic signal poles, junction boxes, controllers, etc., owned by VDOT or private 1public utility companies. It is the sole responsibility of the developer to locate and identify utility facilities or items that may be in conflict with the proposed construction activity. VDOT approval of these plans does not indemnify the developer from this responsibility. V5. Design features relating to field construction, regulations, and control or safety oftraffic may be subject to change as deemed necessary by VDOT Any additional expense incurred as a result of any field revision shall be the responsibility of the developer. When soil samples are submitted to private laboratories for testing, the samples shall be clearly identified and labeled as belonging to a project to be accepted by VDOT and that testing shall be performed in accordance with all applicable VOOT standards and procedures. All roadway fill, base, subgrade material, and backfill in utility/storm sewer trenches shall be compacted in six (6) inch lifts to 95% of theoretical maximum density as determined by AASHTO T-99Method A, within plus or minus 2% of optimum moisture for the full width of any dedicated street fight -of -way. Density shall be determined using the density control strip as specified in Section 315 and VTM-76. A certified compaction technician shall perform these tests. Examples of heights and lateral locations of signs for typical installations are illustrated in Figure 2A- 1, and examples of locations for some typical signs at intersections are illustrated in Figure 2A-2. Standard: Signs requiring different decisions by the road user shall be spaced sufficiently far apart for the required decisions to be made reasonably safely. One of the factors considered when determining the appropriate spacing shall be the posted or 85'- percentile speed. Section 2A.18 Mounting, Height Support: The provisions of this Section apply unless specifically stated otherwise for a particular sign elsewhere in this Manual. Standard: Signs installed at the side of the road in rural districts shall be at least 5 ft, measured from the bottom of the sign to the near edge of the pavement. Where parking or pedestrian movements occur, the clearance to the bottom of the sign shall be at least 7 ft. Section 2A.19 Lateral Offset Standard: For overhead sign supports, the minimum lateral offset from the edge of the shoulder (or if no shoulder exists, from the edge of the pavement) to the near edge of overhead sign supports (cantilever or sign bridges) shall be 6 ft. Overhead sing supports shall have a barrier or crash cushion to shield them if they are within the clear zone. Ground -mounted sign supports shall be breakaway, yielding, or shielded with a longitudinal barrier or crash cushion if within the clear zone. Guidance: For ground -mounted signs, the minimum lateral offset should be 12 ft from edge of the traveled way. If a shoulder wider than 6 ft exists, the minimum lateral offset fro ground -mounted signs should be 6 ft from the edge of the shoulder. Where mirror reflection from the sign face is encountered to such a degree as to reduce legibility, the sign should be turned slightly away from the road. Signs that are placed 30 ft or more from the pavement edge should be turned toward the road. On curved alignments, the angle of placement should be determined by the direction of approaching traffic rather than by the roadway edge at the point where the sign is located. Option: On grades, sign faces may be tilted forward or back from the vertical position to improve the viewing angle. Section 2A.21 Posts and Mountings Standard: Sign posts, foundations, and mountings shall be so constructed as to hold signs in a proper and permanent position, and to resist swaying in the wind or displacement by vandalism (see "Square Tube Steel Sign Post" description). Section 2B.34 DO NOT ENTER ig_rt (115-1) Standard: The DO NOT ENTER (R5-1) sign (see Figure 2B-9) shall be used where traffic is prohibited from entering a restricted roadway. Guidance!: The DO NOT ENTER sign, if used, should be placed directly in view of a road user at the point where a road user could wrongly enter a divided highway, one-way roadway, or ramp (see Figure 2B-10). The sign should be mounted on the right side of the roadway, facing traffic that might enter the roadway or ramp in the wrong direction. If the DO NOT ENTER sign would be visible to traffic to which it does not apply, the sign should be turned away from, or shielded from, the view of the traffic. Option: The DO NOT ENTER sign may be installed where it is necessary to emphasize the one-way traffic movement on a ramp or turning lane. The steel gauge shall be 14 gauge for the 2 inch by 2, inch posts and 10 gauge for the 21/2 inch by 2'/a inch posts. Posts (inside and outside) shall be galvanized in accordance with the requirements of ASTM A653, Coating Designation G-90. Posts shall use an in ground anchor system that provides a stable installation and allows easy replacement ofthe sign post into the anchor system after vehicular impact.
