The above -referenced revised site plan was approved on April 13, 2009. The site plan is
approved for revisions to Site Plan #14-08 for the Valley Emergency Vet Clinic located on
Costello Drive in the Shawnee Magisterial District. Revisions to the site include architectural
revisions to the building, the addition of a sign location and landscaping and buffer
modifications.
All requirements of the Frederick County Zoning Ordinance have been met in the approved
site plan, including review agency comments from all relevant review agencies. I am
providing you with seven (7) copies of the approved site plan. Please forward these copies to
the appropriate representative(s). Furthermore, advise the owner(s) that a copy should be
kept for future reference, and an approved copy must be kept on the construction site
throughout the development process. Once site development is complete, the owner(s)
should contact this office to schedule an on -site inspection. Do not hesitate to contact me if
you have any questions.

Animal Hospital and Clinic shall comply with The Virginia Uniform Statewide Building Code
and section 304, use group B (Business), of the International Building Code/2003. Other Code
that applies is IBC/ANSI Al 17.1-03 Accessible and Usable Buildings and Facilities.
Proposed 12640 sq ft building (additional 4000 sq ft future addition) shall meet height and area
of T503 IBC with applicable increases. Site plan does not indicate incoming sprinkler system.
Ventalation per International Mechanical Code. Building is required to be equipped with an
accessible route from parking area to main entrance. All required egress shall comply with ANSI
Handicap. Question on unloading area and sidewalk. Please indicate elevation points.
Handicap parking as required by T1106.1. HC Parking Signage per USBC 1106.8. Surface shall
meet ANSI/Al 17.1-03 Section 302. Threshold at entrance exceeds allowable''/z" per ANSI.

Site flan revision request
Dear Ms. Perkins:
Greenway lsngineering has been working with the project owner to make modifications to
the site plan to accommodate revisions to the project from adjustments made to the
architect's plans after the site plan was approved. The following changes have been made to
the site:
The architect required the roof drains be collected in a roof drain collection system.
We have updated the plans to include this information. We have also provided
storm,,vater treatment I31\II's on the plans per DCR regulations.
A fcw adjustments were made to the building (the addition of two utility pads, the
relocation of the back doors, the addition of a transformer and generator pad). The
access drive was extended to reach these back doors. The plans were modified to
include these additional items. The appropriate items were modified to account for
these changes.
A facility sign location has been added to the plans.
The landscape plan was modified to shift three trees away from the building. Also,
the plant type for some of the parking screen has been changed from Compact
Japanese I-Iolly to Green Mountain Boxwood planting. The new plant
species is on the County's approved plant list.
We have removed the landscape screen on the back property line that ])orders '1'M
64-A-A owned by Shenandoah University. We feel that the original plan was
approved with landscaping that was in excess of what is required by current
regulations. We have therefore updated the screen requirement notations and
removed the landscaping shown on the plans in this area. Our justification for this is
as follows. Frederick Countti' %oning Code 165-37 (Buffer and Screen
Requirements) Section D (Zoning District Buffers) refers to Section D.Ib. for
determining the zoning buffer category for adjoining different zoning. This
particular case is a 132 (current pro)ect) with 133 (adjoiner) for a Zoning District
Buffer Category of "A" for this project. Section 1).1.a defines these categories. We
decided to provide the no screen and 50' buffer (25' inactive and 25' active) to meet

the Zoning requirements. Section D.2. does mention an adjustment to this
requirement should the adjoincr be developed prior to the subject project. However,
the adjoincr is presently vacant and has not been cim,cloped. Because of this, Section
D.2. does not apple. Inclusion of this landscaping is not a requirement of the
Urederick County Zoning requirement and therefore we have removed it from the
plans.
Based on the changes made to this plan, we are submitting the revisions back to Frederick
County Inspections, f�rcdcrick County public Works, and Urederick County planning for
review and approval. Once use receive Inspections and public Works approvals, we will
subrlut their approvals for your files and final approval. '1'hallk you for your assistance with
