The above -referenced site plan was approved on May 20, 2009. The site plan is approved for the
construction of an off iceAvarehouse building located at the corner of Brookc Road and West Brooke Road
in the Stonewall Magisterial District. Required site inlprovenlents include the following:
• 60,600 square foot building (40,400sf warehouse 20,200sf office)
• CollStruCtloll of a parking lot with 149 spaces (i ICILIding six handicap accessible), including curb
and gllttCl', Strlplllg, handicap access and landscaping.
• Screened dUmpster area.
• Sidewalks and landscaping as shown on the site plan.
All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan,
including review agency comments from all relevant review agencies. I am providing you with seven (7)
copies of the approved site plan. Please forward these copies to the appropriate representat ive(s).
Furthermore, advise the owner(s) that a copy should be kept for future reference, and an approved copy
must be kept on the construction site throughout the development process. Once site development is
complete, the owner(s) should contact this office to schedule an on -site inspection. Do not hesitate to

On behalf of the Winchester Regional Airport Authority, we have reviewed the referenced site
plan and determined that the proposed development will not have an impact on operations at the
Winchester Regional Airport. While the proposed site lies within the airport's airspace, it falls
outside of the airport's Part 77 close in surfaces therefore you will not have to file a 7460-1
Airspace Analysis Study with the FAA.
In order to minimize light pollution to pilots approaching and departing the Airport from the north,
we concur with the requirement on sheet 2 for all outdoor lighting to be shielded.
Thank you for your cooperation and consideration in the continuing safe operations of the
Winchester Regional Airport.

We have received your revised site plan dated March 17, 2009 for the referenced
project. It appears all of our earlier review comments have been satisfactorily
addressed. Please advise the owner of our approval. Also please provide four
(4) sets of approved construction plans with signed seal for VDOT
distribution.
The appropriate land use permit may now be applied for to cover work within the
Routes 1320 and 1322 rights -of -way. The permit is issued by this office and will
require a minimum processing fee, surety bond coverage, and the salary &
expenses of a State assigned Inspector. A copy of any/all recorded plats of
Aikens-Shockey and WardWC • Page 2 of 2
dedication for drainage easements or additional right-of-way required for
implementation of this proposed project should be provided to VDOT prior to
issuance of any land use permits. Dedication should be made to the
Commonwealth of Virginia.
Once satisfactory application has been made, a permit will normally take
approximately thirty days to process and issue. Should you have any questions, do
not hesitate to call.

Buildings shall comply with The Virginia Uniform Statewide Building Code and Sections 311, S
Storage) and Section 304, B-Business of the International Building Code/2006. Other Code that
applies is ICC ANSI Al 17.1-3-03 Accessible and Usable Buildings and Facilities.
Proposed 60600 sq ft single story warehouse building shall comply with IBC Height and Area
Table 503 and ANSI Handicap Al 17.1-3-03. Buildings with greater than 12000 sq ft require
sprinkler system. Sprinkler/Fire walls not identified on plans at this time. Smoke and heat
venting required in buildings larger than 50000 sq ft.
Entrances and egress shown seem to comply with ANSI Handicap. Landings at doors shall not
exceed 1:48 slope and thresholds shall not exceed'/2" handicap Signage located on plans shall
comply with USBC 1106.8. Six parking spaces provided as required. Parking shall be located
on closest route to entrance of building.
Plans submitted for building permit approval shall be sealed by a Registered Design Professional
in the State of Virginia.
Special inspection requirements of Chapter 17 of IBC shall apply to this type of structure. (soils,
concrete, steel etc.)

Dear Austin:
Planning Staff has reviewed the above -referenced site plan to determine if administrative
approval can be granted. At this time, administrative approval cannot be granted. This site
plan is denied until the issues in this letter, as well as all issues of the other review agencies,
have been adequately addressed. Please review Staffs comments listed below and then
prepare a revised site plan which adequately addresses each concern.
Review Comments
1. Special Limited Power of Attorney Form. Please have the property owner sign the
attached Special Limited Power of Attorney Form prior to further review or approval.
This form should be notarized and completed to grant the applicant (you) with
authorization to represent them for this site plan.
2. Outdoor Li hg_tintz. A detail of the wall mounted lighting needs to be provided on
the site plan.
3. Curb and Gutter. Curb and gutter needs to be provided for the parking spaces
behind the building as indicated on sheet 2.
4. Handicap Spaces. It is unclear why two of the handicap accessible spaces are being
provided behind the building; these spaces should be moved in front of unit 1.
5. Dumpster Location. Label the dumpster site on sheet 2.
6. Freestanding Signs. Only one freestanding sign is permitted on the property per the
Zoning Ordinance. Revise the plan to remove the multiple locations and provide for
one location.
7. Entrance Location. Entrance alignment on West Brook Road needs to be provided
on this site plan. Also, it appears that there is an entrance on the adjacent property
(54-A-36A); entrance spacing needs to be maintained from this driveway.
8. Entrance Number and Alignment. Entrances on West Brooke Road should be
restricted to one. Also, entrance alignment needs to be established with the entrance
on the opposite side of West Brooke Road.
9. Evergreen Shrubs. Evergreen shrubs need to be provided as indicated on sheet 9.
