Based on several discussions with you, a conversation with Barty Sweitzer (8/10/01), and another conversation with Kelly Downs (8/10/01), I have prepare the enclosed revised site plans (2 copies) for this access road. The new plan features: • double left turn lanes from Route 7 eastbound into the new access road, • the taper for these turn lanes will offset a total of 24' in 400' producing a turn lane with 400' stacking distance and another turn lane with 200' of stacking distance, • two inbound receiving lanes for these two turn lanes, • two outbound / exiting lanes onto Route 7 - one is a dedicated right turn lane, and the other is a straight or left turn lane lane, • one right turn lane from Route 7 westbound into the new access road - this turn shall have a 100' taper and a 200' stacking distance, and • one left turn lane from Route 7 westbound onto the existing Blossom Drive - this turn lane shall have a 100' taper and 100' stacking distance. The revisions in this plan focused primarily on the changes in the design layout for the turn lanes along Route 7 and on the first portion of the new access road as well as the corresponding changes to the proposed right-of-way. The plans have not yet been revised to address all ofthe necessary changes to the drainage, utilities, erosion control, or the proposed retail store site improvements. Our comments are as follows and are shown in red on the plan sheets. Plan Sheet C6.1 • The proposed (new) 10" water line projected along the north side of Route 7 should be moved outside the proposed right turn lane and taper pavement.. The portion of the water line going under the proposed access road should be encased under the paved section of roadway. Also the water line should be placed under the existing 24" culvert. Show elevations at the conflict point to assure appropriate clearance. • The 20' wide FCSA water line easement within Commonwealth of Virginia right-of- way could not be granted. However, a VDOT land use permit would be the customary method of placing the water line within right-of-way. • The culverts labeled TS and PQ located under the access road should be RCP. Plan Sheet C6.2 • The VDOT review of the site plan will be completed when a traffic analysis has been secured and copies provided to this office for review of crossover improvements, right turn lane, left turn lane and taper needs on VDOT facility. Millbrook High School July 18, 2001 Page #2 • Vertical curve control points should be placed '/a, 1/2 or full stations. • The two 48" CMP culverts should be RCP with the note "pipe design in accordance with Section 105 of VDOT's Road and Bridge Specifications". Please note the end treatment should be EW-7's, for skewed culvert. • The drainage calculations used to arrive at culvert sizing should be provided for VDOT review. Please note on the attached Plan Sheet 7 from VDOT Project #0007- 034-101, C501 a double 6'x5' box culvert was required for the same water shed, Ash Run, on 25 year reoccurrence stage just downstream of the proposed site. • The proposed entrance at approximate Station 50+50 should be relocated. The close proximity to the two 48" culverts would not allow proper slope control which would cover the ends of two 48" culverts. It would also open a dangerous gap in proposed guardrail protection. • Standard CD underdrains should be provided in all sag vertical locations. Also at the lower end of cut to fill sloping. Plan Sheet C6.3 The drainage structure, two 48" culverts, should be shown on the profile. • Please indicate the intended use of connecting entrance. If passenger car only, the proposed 50' radius may not be necessary, a 25' radius may be adequate. • On the access road typical section, the back side slope should be 2:1 to bottom of ditch. All athletic fields would benefit from a true north -south SUIT orientation. 2. Tennis courts - the poor still orientation limits your ability to develop a equality facility. A true north -south orientation is critical for tennis. 3. We would recommend that no less than a 1.0% and no Vlore than a 1.5% grade be Used oIl any athletic field. 4. 2% fall for the football/soccer field appears to be too great for acceptable playability for soccer. We would recommend that a 1.0%-1.5% grade be considered. 5. High School aged soccer players should have a field at least 65 yards wide and preferably 65 to 70 yards wide. It appears that you will be able to safely achieve a 57 yard wide field. 6. Based on last year's use of the Sherando StadiUrn for Junior Varsity and Varsity events: Football 9 games Track 2 meets Soccer 28 games we recommend that you consider taking the track out of the Stadium and locating It around a practice field. This would allow you to achieve the necessary dimensions to facilitate your priIllary User (soccer) and your principal gate attraction (football). The track program would also benefit through reduced scheduling conflicts. 7. To improve drainage and reduce future maintenance costs, we recommend that, on all athletic fields, the subgradcs and finished grades be accomplished through the use of laser grading practices. 8. We recommend that automatic sprinkler irrigation systems be utilized on the following athletic field areas: • football/soccer stadium • baseball (grass) infields • three multipurpose fields 9. We recommend the soil for all athletic fields be tested by a laboratory specializing in So11S f01- athletic field development and amendments be added as rcconlIncnded. 10. I have considered each comment carefully as well as discussing them with Frederick County Public Schools (FCPS). I would like to offer the following responses in the same order the comments were presented. Your comment regarding field orientation is always true; however, due to site availability and overall site layout / arrangement, a true north -south sun orientation could not be accomplished. Where proper sun orientation could not be accomplished, every reasonable attempt was made to minimize the sun's effects on the play of the game. 2. As with the athletic fields, due to site availability and overall site layout / arrangement, a true north - south sun orientation ofthe tennis courts could not be reasonably accomplished. Once again, the compromised orientation is an attempt to minimize the sun's effects on the play ofthe game while maximizing the effectiveness of the site layout as a whole. It has been our successful practice on all athletic fields including baseball, soccer, and football, to provide a 2.00%cross slope. We have seen this successfully constructed on fields at elementary, middle and high schools throughout Virginia and even in West Virginia in recent years. Recently one ofour public school clients questioned this cross slope. At our suggestion, this client visited fields in the area with 2.00%, 2.50%, and even 3.00% cross slopes; our client determined that 2.00% was indeed a fine cross slope. It is our conviction that, given the inevitable variations in grading combined with the irregularities of settlement over such a large area oftopsoil, the 2.00% cross slope does a better job than lesser slopes at absorbing these grade fluctuations without compromising the playability or drainage of the field. 0041 d/ 10. wpd • Jim Doran Page 2 September 18, 2001 4. The explanation in number 3 above applies directly to this question as well. I would suggest that in light ofthe concern about creating a fish -bowl in the stadium field, this 2.00% cross slope is even more advisable since the entire drainage system, both surface and subsurface, is located around the perimeter of the field. Your width suggestion fits well with tile National Federation of State High School Associations (NFSHSA) who indicates that soccer fields ought to be 55 - 75 yards wide plus a 10' wide sideline area and 100 -120 yards long. Once final grading is complete, the 2.00% cross slope of the field area will span without interruption from the field centerline to the edge of the track. Allowing for the 10' wide sideline area on both sides of the field, I would suggest that a 62 yard by 120 yard soccer playing field could be established. While this is slightly less than the desired 65 yard width, it is within the NFSHSA guidelines. Furthermore, this field in the stadium is only one ofthe school's fields. If full width is essential, however, there are three other soccer fields on the school site which will allow for a 75 yard by 120 yard field. 6. Your suggestion to relocate the track from the stadium to elsewhere was discussed between myself, the project manager, and FCPS, and it simply cannot be done. 7. The laser grading was considered but declined. During the Orchard View Elementary School project, the possibility of laser grading was explored; however, it proved to be cost prohibitive. Based on that experience, we have chosen not to pursue this on this project. As you know well, there have been a number of discussions given to the irrigation ofthe athletic fields. To my knowledge, all options were given due consideration, and the Owner has decided to proceed with a subsurface irrigation system on these fields. 9. The recommendation for laboratory testing for all athletic field soils is beyond the Owner's desire for expense/ investment oil the athletic field development. Tile additional investment ofsiftingthe topsoil for all the athletic fields is already being performed, at your request, by FCPS. 10. At both the varsity (lighted) baseball and softball fields, a lawn hydrant has been provided just outside the gate like Sherando High School. Unfortunately, there is no water available at or near the junior varsity fields. 11. Your recommendation to revise the grading of the baseball / softball field has been considered; however, based on our experience, I feel that the grading of the fields will prove appropriate as proposed. Therefore, the grading has been left as originally proposed. I would like to emphasize that the above responses to each ofyour review comments have been offered only after sincere consideration. Having addressed each one ofthe issues raised in your August 1, 2001 letter, it is my hope that the site plan may now be approved.
