The site plan meets all requirements for development in the M 1 Zoning District. Currently, there are no adverse comments by any of the required review agencies; however, any future comments by these agencies should be addressed promptly. Below is a list of the primary improvements of this development: • Construction of a 50,690-square-foot building to be used for data processing. • Construction of 246 parking spaces, including seven handicap spaces. • Planting of 72 deciduous trees (20 red maples, 37 flowering cherries, and 15 oaks). • Planting of 65 evergreens (65 Dark American Aborvitae or an equivalent) to accompany the construction of a six -foot -high berm along the eastern property line. • Planting of 226 holly shrubs distributed over the property to provide headlight screening. • Improvements to the road along the western property line in anticipation of fixture state takeover. A bond in the amount of $58,000 has been submitted by the owner. I have provided you with four copies of the approved site plan. Please forward these to the appropriate representative of BB & T Capture Center. Furthermore, please advise the owner that a copy should be kept for future reference and an approved copy must be kept on the construction site throughout the development process. Camp — Planner I1 RE: BB & T Capture Center Dear Mr. Camp: • RECEIVED JUN 2 2 2001 DE?' _ zVPIOPMENT We are in receipt of the comments dated Junc 13, 2001 and offer the following responses: Comment 1: Number of Parking Spaces. There are 248 parking spaces shown on the site plan. Please correct the parking calculations on Page 1 of the site plan to indicate this, rather than showing that there are 246 spaces. Response: The number of parking spaces on the first submission was incorrect and should have been 248 total. In addressing the comments, we also removed two spaces near the loading docks to allow for truck movements and now the total number of spaces is 246. Comment 2: Perimeter Landscaping. Staff calculates that the perimeter of the parking areas is 1,680 feet. Thus, a total of 42 trees would be required to meet the perimeter landscaping requirements of the Frederick County Zoning Ordinance. Please change the landscaping plan and calculations on the site plan to account for the 17 additional trees that are required to be planted. Not including the landscaping screen or the three-foot hedgerows, a total of 67 (2"-2 112" caliber) deciduous trees are required to meet all of the parking lot landscaping requirements. Response: The landscape plan and calculations have been revised to provide the additional 17 trees. Comment 3: Screening. A full screen is required along a portion of the east property line. A full screen is a 10 foot landscaped easement of at least 10 feet in depth which also includes a six foot high fence, wall, mound, berm, or hedge. Ae addition of a six foot high board on board fence located either in front or behind the landscaped easement would meet all requirements for this screen. Response: Per Section 165-37 D., 7(a) thru (c) and discussions with staff, we have provided a full screen in that this property is within an approved master planned park, there are no primary or accessory uses within the buffer area and a full screen consisting of a 6' berm and a double row of 6-foot high evergreen trees are provided at 8' center to center. Comment 4: Future Expansions and Parkins . The site plan shows that the building may expand to a total of 102,225.64 square feet sometime in the future. If this is the case, 409 parking spaces would be required by the Frederick County Zoning Ordinance. If this data processing center does not need this many parking spaces, please provide staff with an acceptable type of "parking demand study" .so we can arrive at an acceptable number. If you do not wish to address this issue at this time, approval can only be given for the primary building. in this case, please provide a statement on the site plan to the effect that the future additions have not been approved by the County. For example, / believe the use of the primary building will be a data processing center. Will the additions have the same use? Response: A parking demand study will be performed at a future date; therefore we are seeking approval for the primary building. A note has been added to the parking calculation section on the cover sheet to this effect. The use has also been labeled as a data processing center. At this time, we do not know what the use of the additions will be. When the additions are needed, a new site plan will be prepared and submitted to the County for approval. Comment S: !Handicap Parking Space Ramys. It appears that either there are none proposed or there is only one ramp to the north of the handicap parking spaces. Please ensure staff that all handicap parking spaces have adequate access to the sidewalk and entrance. Response: The handicap spaces are designed to ADA requirements from the parking space to the entrance. We have depressed the curb line across all handicap spaces to provide a continuous ramp onto the sidewalk. Wheel stops are provided on all handicap spaces due to the depressed curb. Comment 6: Location of Fire Lanes. Please show and label the location of all fire lanes and other improvements required by the Frederick County Fire Marshall. Response: The Fire Marshall's office has approved the site plan and a note is on the cover sheet stating that signs and markings are to be put in by field inspection at the direction of the Fire Marshall. Comment 7. Electric Service. Please provide the location of the proposed electric service utilities and their easements. Please also note that all utility lines should be located underground. Response: The electric service and easements have been added to the site plan. Comment 8: Lot Creation. Please note that staff will not be able to approve a site plan for this project until the lot has been officially created. Response: A copy of the recorded subdivision plat is included with this submission for your reference. Comment 9: Primary Entrance & Road. Please ensure staff that the primary entrance and road will be constructed to meet VDOT's requirements for state roads. Response: VDOT has reviewed and approved the site plan for conformance with their standards and the primary roadway is to be constructed to VDOT standards. Due to the location of the proposed buildings within the flight pattern, we are requesting that any and all outdoor lighting at this site be of a shielded type to minimize possible light pollution on aircraft entering the pattern for Runway 32 and that FAA form 7460-1 be submitted to the FAA for review and comment. 2. Controlled burning must be coordinated with Airport staff no less than twenty-four hours prior to start. 3. During the construction phase of the buildings, all cranes will be required to have an aviation obstruction flag and/or obstruction light visible during operations and must be lowered at night unless lit. Intended hours and dates of operation need to be coordinated with Airport staff no less than twenty-four hours prior to start. If these conditions are met, the Winchester Regional Airport Authority has no objections to the proposed site plan for the B B & T Capture Center. I have reviewed the site plan, and have noted that some changes are required before staff can consider final administrative approval. To assist you, please find the enclosed copy of the site plan with red markings. It should correspond with my comments listed below. These comments are as follows: Review Comments 1. Number of Parking Spaces. There are 248 parking spaces shown on the site plan. Please correct the parking calculations on Page 1 of the site plan to indicate this, rather than showing that there are 246 spaces. 2. Perimeter Landscaping. Staff calculates that the perimeter of the parking areas is 1,680 feet. Thus, a total of42 trees would be required to meet the perimeter landscaping requirements of the Frederick County Zoning Ordinance. Please change the landscaping plan and calculations on the site plan to account for the 17 additional trees that are required to be planted. Not including the landscaping screen or the three-foot hedgerows, a total of 67 (2"-2 V? caliber) deciduous trees are required to meet all of the parking lot landscaping requirements. 3. Screening. A full screen is required along a portion of the east property line. A full screen is a 10 foot landscaped easement of at least 10 feet in depth which also includes a six foot high fence, wall, mound, berm, or hedge. The addition of a six foot high board on board fence located either in front or behind the landscaped easement would meet all requirements for this screen. 4. Future Expansions and Parking. The site plan shows that the building may expand to a total of 102,225.64 square feet sometime in the future. If this is the case, 409 parking spaces would be required by the Frederick County Zoning Ordinance. If this data processing center does not need this many parking spaces, please provide staff with an acceptable type of"parking demand study" so we can an-ive at an acceptable number. If you do not wish to address this issue at this time, approval can only be given for the primary building. Will the additions have the same use? Handicap Parking Space Ramps. It appears that either there are none proposed or there is only one ramp to the north of the handicap parking spaces. Please ensure staff that all handicap parking spaces have adequate access to the sidewalk and entrance. Location of Fire Lanes. Please show and label the location of all fire lanes and other improvements required by the Frederick County Fire Marshal. Electric Service. Please provide the location of the proposed electric service utilities and their easements. Please also note that all utility lines should be located underground. Lot Creation. Please note that staff will not be able to approve a site plan for this project until the lot has been officially created. 9. Primary Entrance & Road. Please ensure staff that the primary entrance and road will be constructed to meet VDOT's requirements for state roads. After you have revised the site plan, please resubmit one copy so that I may verify the information contained on the plan.
