Department of Planning and Development will review the application to ensure that it is complete. If

Westminister Canterbury: Proposed Cottages and Parking Lot Expansion
Dear Mr. Spitler:
The Frederick County Department of Planning and Development administratively approved the above -
referenced plan on November 9, 2001. The site plan meets all requirements for development in the RP
(Residential Performance) Zoning District. Currently, there are no adverse comments by any of the
required review agencies; however, any future comments by these agencies should be addressed promptly.
Below is a list of the primary improvements approved with this plan:
• Construction of 18 two -bedroom and three three -bedroom cottages.
• Installation of a double row of Virginia pinesbeside the southeast comer of the adjoining property
referred to as Canterbury Square. Details are provided on the plan.
• A significant extension of Elderberry Drive and a minor extension of Wineberry Drive.
• Construction of an entrance off of Canterbury Drive.
• Construction of a new parking lot with landscaping, curb and gutter, sidewalks, fire lanes, and all
other required improvements. All needed maintenance work, such as tree replacement, shall be
required along the existing berm near this parking lot.
I have provided you with three copies of the approved site plan. Please forward these to the appropriate
representative. Furthermore, please advise the owner that a copy should be kept for future reference and
an approved copy must be kept on the construction site throughout the development process. Once site
development is complete, the owner should contact this office to schedule an on -site inspection. Please
do not hesitate to contact me if you have any questions.

Dear Austin:
Upon review of the subject subdivision plan, we offer the following comments:
1. Provide a cross section of the emergency spillway for the proposed stormwater pond. Specify
the type of stabilization lining required for the spillway. Provide sediment basin calculations for
the proposed pond in accordance with vesch standard 3.14.
2. Change the detail for the proposed silt fence to indicate wire reinforced silt fence or specify a
diversion berm with rock check dams.
3. Silt fence inlet protection is not allowed. Specify a rock check dam inlet protection or equal.
4. Provide a final road and grading plan once the owners decide on a layout for the duplexes and
Elderberry Drive.
Once these comments are addressed, submit two (2) copies of the subdivision plan for
further review. If you have any questions, do not hesitate to contact me

Dear Mark:
Thank you for your recent submission of the site development plan for the above -reference project.
Please review the following list of comments and the enclosed marked copy of the site plan. Before
staff can consider final administrative approval of the site plan, all of the following comments must
be adequately addressed in a revised site plan.
Review Comments (Duplexes)
1) MDP Approval. The Board of Supervisors approved the "Preliminary" Master Development
Plan on May 23, 2001. However, final administrative approval has not been granted. Please
provide staff with at least five copies of the Master Development Plan for final review and
approval.
2) Landscaping Screen Information. Please provide a detailed view of the proposed
landscaping screens. The caliber and height of the trees at the time of planting should be
provided, along with the width of the landscaping screen and the spacing between trees.
Virginia Pine is an excellent choice for a landscaping screen of this nature.
3) Signs. Please provide a stop sign at the entrance to Westminster Canterbury Drive and label
all other signs.
4) Parking Areas/Lots. Please provide details of the parking areas shown, such as, the number
of spaces, the dimension and location of each parking space, and the type of pavement. In
addition, please label the parking area in the northeast corner of the property.

5) Lighting. Please provide a statement to the effect that all lighting will be directed away from
adjoining properties.
6) Setbacks. Please show and label the 25-foot front setback line. It appears that the duplexes
are closer than 25-feet at some locations. Please correct this by moving the duplexes further
away from the road where needed, or by labeling the encroaching part of the dwelling as a
porch. For the latter, a porch or similar structure can extend three feet into the setback so
long as the length is less than 1/3 of the primary structure's length.
Review Comments (Parking Lot)
7) Size of Handicap Parking Spaces. Please change the width of the northern proposed
handicap space so it is at least eight feet wide, not including the loading zone.
After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will need all approved review agency comment sheets and at least five
copies of the final plan for approval. Comment sheets are required from the following agencies:
