SITE PLAN CHECKLIST
The checklist below indicates all the information that needs to be submitted as part of the site plan
application. All required information must be submitted prior to the final approval of any site plan. The
Department of Planning and Development will review the application to ensure that it is complete. If
any portion is not included or complete, the site plan application will not be accepted and returned to
the applicant(s).
Site Plan Package.
1. One set of approved comment sheets are required from the following review
agencies prior to final site plan approval. It is recommended that applicants contact
the Department of Planning and Development to determine which review agencies
are relevant to their site plan application.

REVIEW COMMENTS
Comment l: Vew .4gency Continents and Review Fee. The resubmission a this site plan application, after being
pending for three vears, warrants revised review agencv continents and a new review fee. Please submit current
review comments from the F.C. Public it'orks, F.C. Fire Harshal, F.C. Building Inspections, and the Citv of
Winchester. Please also submit a site plan review fee of 1,466.00 dollars ($1,000 + ,S'466 (a-j $100 per disturbed
acres).
Response: We have included approvals all of the above referenced agencies along with the requested review fee
check of $2,432.00 (Fee was calculated at the current rates).
Comment 2: Six Foot Opaque Fence. Please clarify the extent of the proposed opaque fence to screen the proposed
outdoor storage. The label of the proposed opaque fence does not adequately clarify where the fence will begin and
end. Please also provide typical details of the proposed fence on the site plan. A standard board -on -board typical
detail would be adequate. The fence .should extend around the entire perimeter of the property.
Response: We have shown the six-foot opaque fence to be located along the entire southern boundary of the storage
area, as shown on sheet 4, in an effort to presen•e the existing stand of trees along the property line which act as
natural screen. The fence will be more effective in this location due to the elevation differences between the storage
lot and the property boundary and will not require the removal ofthe existing trees for installation.
Comment 3: Plant ; 2. Please be aware that the Plant # 2 on the Trex Propertv has not vet installed the required
landscaping or paved the parking area along the side of the building. Please provide assurance for the immediate
completion of these required improvements: which are detailed in site plan 446-00.
Response: The landscaping and paving has been completed.

accordance with VESCH Standard 3.18.

Dear Mr. Pennington:
Planning Staff has reviewed the preliminary site plan for the Trex Company, Commercial Tracks A and B
located by the existing Trex building. At this time, this site plan is denied until the folloxving comments
are adequately addressed.
Preliminary Review Comments:
1. Complete Application. Please submit a complete application for formal submission of this site
plan. A complete application includes a site plan, signed application, special limited po%%er of
attorney, and application fee. The application fee for this project is $1,000.00 plus $100.00 per
acre plus $50.00 per acre for each acre over five. With 2.90 acres, the total fee will be $1.290.00.
2. Existing Easements. Please provide the legal references for the existing water and seNker
easements. Also, provide a legal reference for the CSX right of way.
Magisterial District. The magisterial district listed for this site is incorrect: it is located in the
Shawnee Magisterial District.
4. Buffers. The property that adjoins the site for the commercial tracks is zoned 133, a category B
zoning district buffer is required when M2 is developed against B3. Due to the sites proximity to
the CSX right of way the distance associated with the buffer will be waived, ho%kever, a double
row of evergreens will be required.
5. Plant 42. Please be aware that the Plant #2 on the Trex Property has not yet installed the required
landscaping or paved the parking area along the side of the building. Please provide assurance
for the immediate completion of these required improvements: which are detailed in site plan
#46-00 which was approved on November 29, 2000.
6. Plant #1 Outdoor Storage. There is unscreened outdoor storage along Shawnee Drive in front
of Plant 41. this outdoor storage must be removed or properly screened.

7. Site Plan #12-01 (Trex Finished Goods Storage Area). This Site Plan is still pending and must
be approved prior to the approval of the site plan for the rail extension. The revised site plan that
was re -submitted in 2004 still requires a new review fee.
8. Owners Certificate. Please change the statement in the Owner's Certificate Box to indicate that
the owner's signature represents authorization of the site plan, not for a subdivision of the land.
Once you have adequately addressed all of these comments, please resubmit a copy in for my review. I
will need all approved review agency comment sheets and at least five copies of the final plan for
approval. Comment sheets are required from the following agencies: The Frederick CounlY Department
of Building Inspections. The Frederick County Fire Marshal, The Frederick County Engineer, The
Airport Authority, and the Virginia Department of Transportation.
