The following provisions will be required: • Work area protection signage is to be in accordance with the current Work Area Protection Manual while working on the right-of-way. • All work on the right-of-way is to be confined to the temporary entrance location only. • A minimum 6" depth of VDOT #1 (2-3 inch stone) at a minimum width of 12' is to be placed from the edge of pavement and extended a minimum of 70' with a filter fabric underliner. • All materials spilled, dropped, washed or tracked from vehicles onto the roadway or into storm drains must be removed immediately. • Positive drainage is to be maintained within the right-of-way at all times. • A wash rack will be required. • Any disturbed areas of the right-of-way or damages to the pavement structure adjacent to this entrance will be repaired by you to our satisfaction. • This permit is being issued for 180 days. • All work is to be completed in accordance with the enclosed Virginia Erosion & Sediment Control Handbook, Specification 3.02. • The entrance is to be installed at the location shown on the site plan prepared by Greenway Engineering dated April 25, 2001. The site plan meets all requirements for development in the B3 Zoning District. Currently, there are no adverse comments by any of the required review agencies; however, any future comments by these agencies should be addressed promptly. Below is a list of the primary improvements of this development: • Construction ofa 12,250-square-foot warehouse building intended to be leased out to individual users that are permitted to operate their business in the B3 Zoning District. Once staff has agreed on the dollar amount, the owner should provide staff with the "letter of credit"along with a formal letter agreeing to construct the fence within a reasonable time frame. ) • A second dumpster with a concrete pad and enclosure. I have provided you with three copies of the approved site plan. Please forward these to the appropriate representative. Furthermore, please advise the owner that a copy should be kept for future reference and an approved copy must be kept on the construction site throughout the development process. The following comments have not been addressed and should be included in your revised copy. To assist you, I have enclosed a numbered plan which corresponds with the following requests. 1. Buffering. A category B buffer with a landscape screen requires a 75 foot inactive buffer. The site plan you submitted only provides a 70 foot inactive buffer, a shortage of five feet. Please either increase your inactive buffer by five feet or provide a full screen. , 2. Outdoor Storage. Please provide the location of all existing and proposed outdoor storage areas. All outdoor storage is required to be fully screened. If no outdoor storage is proposed, provide a statement on the site plan that clearly. 3. Signature Box. Please remove the existing approval box and insert one for the Zoning Administrator's Signature. Please change your parking calculations to account for the entire property, both the existing facility and the proposed building. Furthermore, please provide the total number of proposed employees for the entire site. 8. Perimeter Landscaping. Staff calculates that the perimeter of the new parking area is 252 feet. This would require 7 perimeter landscaping trees. Please change your landscape calculations and landscape plan to reflect this. 9. Height. Please provide the height of the proposed building. 10. Outdoor Lighting. Please provide the location of all proposed and existing outdoor lighting. In addition, please provide a statement to the effect that all outdoor lighting will be directed away from adjoining properties and roads. (7) (Added 3-13-19961 Land proposed to be developed in the M1 Light Industrial District and the M2 Industrial General District may be permitted to have a reduced buffer distance that is consistent with the required side or rear building setback line, provided that the following requirements are met: (a) The property to be developed with a reduced buffer distance is part of an approved master planned industrial park. (b) There are no primary or accessory uses within the reduced buffer distance area, including driveways, access drives, outdoor storage areas, parking areas, staging areas, loading areas and outdoor dumpster areas. All-weather surface fire lanes necessary to meet the requirements of Chapter 90, Fire Prevention, of the Code of Frederick County, Virginia, shall be exempt from this performance standard. (c) A full screen is required to be created within the reduced buffer distance area which shall be comprised of a continuous earth berm that is six (6) feet higher in elevation than the highest elevation within the reduced buffer distance area and a double row of evergreen trees that are a minimum of six (6) feet in height and planted a maximum of eight (8) feet from center to center. (8) Proposed developments required to provide buffers and screening as determined by § 165-37D(1)(b) of this chapter may be permitted to establish a common shared buffer and screening easement with the adjoining property. The common shared buffer and screening easement shall include all components of a full screeP which shall be clearly indicated on a site design plan. A legal agreement signed by all appropriate property owners shall be provided to the Department of Planning and Development and shall be maintained with the approved site design plan. This agreement shall describe the location of the required buffer within each property, the number and type of the plantings to be provided and a statement regarding the maintenance responsibility for this easement. Such modifications shall be allowed at the Commission's discretion, provided that all of the following conditions are met: (a) The zoning district boundary line for which the modification is requested is internal to the land contained within the Master Development Plan. (b) The required landscape screen is relocated to the perimeter of the flex -tech development. This relocated landscape screen shall contain the same plantings that would have been required had the screen been placed along the zoning district boundary line. E. Road efficiency buffers.
