Dear Mr. Rondinelli:
The Frederick County Department of Planning and Development administratively approved the
above referenced site plan on August 8, 2001. The plan is approved for the construction of a 3,400-
square- foot building addition and a concrete storage area with a nine -foot -high berm. The proposed
plan meets all requirements for this type of development in the M 1 Zoning District. All relevant
review agencies have reviewed and approved the plan. Future issues that may arise with these
agencies should be addressed accordingly.
I am providing you with three copies of the approved site plan. Please forward these to the
appropriate representative for Fisher Diagnostic. Furthermore, please advise the owner that a copy
should be kept for future reference and an approved copy must be kept on the construction site
throughout the development process. Once site development is complete, the owner needs to contact
this office to schedule an on -site inspection.

The Frederick County review of the plans for the expansion of the Fisher Diagnostics facility included a
request to relocate the existing 20,000-gallon fuel oil tank per NFPA 30, 1996 edition. The applicable
reference document is the 1992 edition of NFPA 31, Standard for the Installation of Oil-Buming
Equipment as referenced by the 1996 BOCA Fire Prevention Code. The references are as follows:
2-5 Installation of Outside Aboveground Tanks Larger Than 660 Gal (2500 Q.
2-5.3 Location with Respect to Property Lines, Public Ways, and Important Buildings on the Same
Property.
2-5.3.1 Tanks equipped with emergency venting that will not permit pressures to exceed 2.5 psig (gauge
pressure of 17 kPa) shall be located in accordance with Table 2-5.3.1(a). Tanks equipped with emergency

The Frederick County review of the plans for the expansion of the Fisher Diagnostics facility included a
request to relocate the existing 20,000-gallon fuel oil tank per NFPA 30, 1996 edition. The applicable
reference document is the 1992 edition of NFPA 31, Standard for the Installation of Oil -Burning
Equipment as referenced by the 1996 BOCA Fire Prevention Code. The references are as follows:
2-5 Installation of Outside Aboveground Tanks Larger Than 660 Gal (2500 Q.
2-5.3 Location with Respect to Property Lines, Public Ways, and Important Buildings on the Same
Property.
2-5.3.1 Tanks equipped with emergency venting that will not permit pressures to exceed 2.5 psig (gauge

there are a few details of the plan that I would like for you to address in a revision. To assist you, I am
enclosing a red -lined copy of the plan in order to illustrate the concerns of staff. Please note the following

Title. Please provide a title to the site plan that accurately describes the proposal. I recommend
that you use the following title: Fisher Diagnostics: Building Expansion and Outdoor Storage
Area.
2. Developer Information Clarification. Please label the name, address, and phone number of the
developer.
3. Designer Information Clarification. Please label the name, address, and phone number of the
designer.
4. Incorrect District. This property is located in the Back Creek Magisterial District, not the
Opequon Magisterial District. Please make the necessary corrections.
5. Setbacks. Please provide the location and dimesions of all required setbacks and yard areas. This
includes showing and labeling the building restriction lines of the lot on the site plan.
6. Simons. Please provide the location, height, and dimensions of all existing and proposed signs. If
no signs are proposed, please provide a statement to that effect.
7. Lighting. Please provide the location, height, and specifications of all existing and proposed
