A man called at the request of Candice Perkins requesting a site plan showing the ramp. On February 5 , 2008 1 went to Planning and Development with page C-2 of approved site plans showing the ramp as requested. Candice was in the lobby area and I told her I had her request. She informed me she wanted a complete revised site plan for a complete site plan review. I asked " why " and was told " because we always do " , which 1 find to be contradictive as 1 had within the year had a permit for a ramp and not a bit of problems with Planning & Development. I was also told if I had any outside storage I would have to erect " specifically " board on board fencing around it , I assume to obscure it from view. I am requesting from you a written brief on your opinion on these two issues and a copy of the ordinances ( codes ) to which these enforcement issues pertain within ten working days of your receipt of this letter . Due to the proximity of the proposed buildings within the established flight pattern, we are requesting that any and all outdoor lighting at this site be of a shielded type to minimize possible light pollution on aircraft entering the pattern for Runway 32. FAA form 7460-1 must be submitted to the FAA for review and comment with a copy of the form sent to this office for record. 2. Controlled burning must be coordinated with Airport staff no less than twenty-four hours prior to start. 3. During the construction phase of the buildings, all cranes will be required to have an aviation obstruction flag and/or obstruction light visible during operations and must be lowered at night unless lit. Intended hours and dates of operation need to be coordinated with Airport staff no less than twenty-four hours prior to start. If these conditions are met, the Winchester Regional Airport Authority poses no objections to the proposed site plan for the Airport Warehousing at Arbor Court.
