SITE PLAN CHECKLIST
The checklist below indicates all the information that needs to be submitted as part of the site plan
application. All required information must be submitted prior to the final approval of any site plan. The
Department of Planning and Development will review the application to ensure that it is complete. If
any portion is not included or complete, the site plan application will not be accepted and returned to
the applicant(s).
Site Plan Package
One set of approved comment sheets are required from the following review
agencies prior to final site plan approval. It is recommended that applicants contact
the Department of Planning and Development to determine which review agencies
are relevant to their site plan application.

Dear Randy:
The Frederick County Department of Planning and Development administratively approved the above
referenced site plan on June 13, 2001. The site plan meets all requirements for development of a church -
related use in the RA Zoning District. Currently, there are no adverse comments by any of the required review
agencies. Any future comments by these agencies should be addressed promptly. I have provided a list of the
primary features of this development below:
• ✓ Conversion of the existing pavilion into a meeting hall with a kitchen and bathroom.
• ✓ Construction of a small addition to the converted meeting hall.
• An extension of the existing parking area will be constructed to a minimum standard of double prime
and seal.
• A 5' sidewalk will be built in front of the meeting hall.
• Lighting will be added around the entire parking area.
I have enclosing three copies of the approved site plan with this letter. Please forward these copies to the
appropriate representative. Furthermore, please advise the owner that a copy should be kept for future
reference, and an approved copy must be kept on the construction site throughout the development process.
Once site development is complete, the owner should contact this office to schedule an on -site inspection.

We have received comments from the various agencies and revised the minor site plan based on the
information. We offer the following responses to the comments received and request final approval.

1. It appears that the left property line acljoins Brandy Lane. 77ius the left setback should be 60', rather
than 50'. Please correct this error on Page one and both locations on Page two.
Response: Corrected.
2. Please provide the location of any outdoor trash receptacles, such as dumpsters. If no such receptacles
exist, please provide a statement to that effect.
Response: 'Trash is handled by individual traslicans located to the south of the Sanctuary. These
receptacles have been labeled on the plan.
3. Please change the Overall Plan Viewsection of Page two to indicate that Woodside Instates is zoned RP.
Response: Completed.
4. Please be consistent and change the name of the title on Page two to reflect that on Page one.

5. The niininuan standard for all parking areas in the RA Zoning District is double prime and seal. Staff'

plan and found a few errors that should to be corrected before final administrative approval is given. Please
review the following comment and make the necessary changes on the site plan:

Dear Mr. Camp:
We have revised the Site Plan based on the comments received from various Agencies and dated through
March 8, 2001. We offer the following responses to the comments received to date:
1. According to Section 165-27E(1), all parking lots in the Rural Areas (RA) Zoning District are required
to be paved to a minimum standard of double prime -and -seal treatment or an equivalent surface. Please
revise the site plan to provide at least double prime -and -seal for all parking areas.
Response: Note has been added to Sheet 2 stating a minimum of double prime and seal will be used for the
parking lot expansion. We would like to request a short-term variance to this requirement. The church is
planning on paving the parking lot when they complete the full complex project. The site plan will be
submitted within the next month. In the short term to conserve capital, the church would like for the
overflow parking in this minor site plan request be allowed to be installed as gravel with the requirement
that the parking area will be fully paved upon completion of the full complex project.
2. Please remove the existing approval box and provide one that has a space for the Zoning
Administrator's signature and date. Please also provide a statement to the effect that the approval is valid
for up to five years.

3. Please provide the scale of the location map provided.
Response: completed.
4. Please provide the use, zoning, and PIN of all adjoining properties, including those located across right-
of-ways. An effective way in doing this may be to change the scale to 1:50.

Response: Noted. As you might know, the church is in the process of completing a master site plan with a
new layout for the expansion of their facility. The proposed addition to the existing sanctuary is no longer
in their plans.
S. The title of this project on the site plait says "Pavilion L'xpatrsion ". It is to trty knowledge that the
pavilion is an e-visting st-ytcture and the parsonage would like the use of tlne pavilion to a meeting hall and
acid a small addition. Please change the title so it more accurately explains what is occurring.
Response: The name on the cover sheet has been changed to "Pavilion improvements". However,
technically the building is adding a small addition that would qualify it to be called an "Expansion". The
project name has been changed to simplify the review.
9. Please provide the use and location of all other buildings on this lot.
Response: All of the buildings on the lot are shown on the site plan. The large building is the Sanctuary
and the smaller building to the south of the pavilion expansion is a storage shed.
10. Please provide the location of any recreational J'acilities• on this lot.
Response: There are no recreational facilities on this lot other than open space / fields which at the time
have no specific usage.
11. Please show all adjoining roads and their speed limits.
Response: Provided.
12. Please provide better pedestrian access to the proposed meeting hall by providing a sidewalk ft•otn the
parking lot to the ent-ance.
Response: Sidewalks have been provided.
13. Please provide the location of all outcloor lighting. if proposed, please also provide a statement to the
effect that all lighting will be directed away front adjoining property owners.
Response: Lighting was previously provided on the site plan and shown in the legend. "Text has been
added to show where the lights are to Ix; located. A comment has been added to the cover sheet stating the
lighting will be directed away from adjoining property owners.
We have requested comments from hnspections, Public Works, the Fire Marshall and FCSA. To date we
have received comments or approvals from everyone except Public Works. We will submit the approval
letters from these agencies when they are received.

are required before staff can consider the site plan for administrative approval. The following comments
