complete prior to accepting it. If any portion of the application is not complete, it will be returned to the

It has been confirmed that the Shielding for the building mounted lights on building-D was installed last Thursday.
I spoke with TW Brockenrough, project manager on site for Bruce Griffin, he indicated the sub -contractor missed
the shielding on the initial install of the lighting.
I have put three call into Mr. Kramer to rely the information since he had indicated concerns to the Planning
commission, to date I have not received a return call.
Please let me know when is convenient for you to meet on site.

Many thanks for meeting with us at the Stonewall Plaza last night to discuss the lighting concerns. Hopefully the
frostbite was only temporary.
Based on our discussions, David will be ordering the glare shields for the lights on the eastern side of the Plaza,
essentially behind the main Martin's building, and the accessory retail building. The shields will be installed on at
least 6 light pole fixtures and all wall light packs. These shields would completely block visibility of the light bulb
(presently a contoured lens which protrudes below the light housing) from adjacent properties. One light pole is
towards the front of the property, and remaining poles are towards the rear of the site. It is staffs understanding
that the lamp shields should be installed within the month.
In acknowledgement of your efforts to remedy the lighting glare concern, the County will proceed with the
issuance of the Certificate of Occupancy for the Elite Nails tenant space.
Please contact staff once the glare shields are installed so that we may arrange a follow-up site meeting. At this
follow-up meeting we will determine if the glare shields adequately addressed the lighting concerns and if
additional light poles may warrant the glare shields.
We appreciate your efforts to resolve these lighting concerns in a timely manner.
As County and Greenway staff discussed, future lighting fixtures will be expected to utilize flat lens rather than the
contoured lenses. Additionally, gas pump canopies should also utilize lighting with glare shields to avoid similar
complaints in the future.

We have received complaints regarding the lighting at Stonewall Plaza for the pad site that has the
Starbucks/Quizno's. These lights appear to have the same lenses as the poles within the shopping center that
were creating the previous problem. These lights need to be shielded and please ensure that the lighting being
installed with the McDonalds and the bank don't use the same types of lenses.

following responses:
Comment l: Dumpster Enclosure. Please ensure that the dumpster gate is board -on -hoard, not chain link
with slats.
Response: As discussed the enclosure will be consistent with the rest of the center for Stonewall Plaza.
Comment 2: Loading Spaces. Loading spaces cannot be located within driving lanes.
Response: Loading spaces were relocated to be outside travel lanes. See sheet 4
Please find attached the revised plans, per your comments for further review and approved agency
comments sheets from the following: Frederick Count Inspections Department, Frederick County

Dear Ms. Perkins:
We are in receipt of comments dated January 12, 2007 and offer the following responses:
Comments from Frederick County Planning
Comment 1: Parking Tabulations. On the coversheet under the overall parking tabulation, the batik
would require 17 parking spaces. Also, it is unclear what the "temporary parking" is for.
Response: Parking tabulation revised as noted. Temporary parking is the 9 spaces within the Martins
future expansion area.
Continent 2: Future Development. On sheet 3, provide entrance locations for the future development are
and extend the sidewalks as indicated.
Response: The future development is not designed at this time. Entrance and Sidewalks, if development
occurs will be submitted under separate site plan.
Comment 3: Hatched Area. On sheet 3 there is a hatched area inhere alterations to the existing
entrance/sidewalks are being done; this hatching is difficult the see the sidewalk underneath.
Response: I have clarified the area utilizing a thinner pen setting in the drafting software
Comment 4: Rivendale Court Island. The island at the intersection of Rivendale Court and Route 522
shows a concrete area; this area was never installed.
Response: This area is off site from the proposed site plan. The area is within the VDOT Right of Way.
I have contacted the owner, and contractor and made them aware.
Comment 5: Route 522 Sidewalk. Sheet 3 depicts the sidewalk along Route 522 terminating shy of the
property line. Revise to show sidewalk to property line.
Response: This area is off site from the proposed site plan. The sidewalk is -,within the VDOT Right of
Way and was approved with the original site plan. The location were the sidewalk was terminated was
approved by VDOT and was clone so for grading and drainage purposes. Should the adjacent property
develop further VDOT will most likely ask them to dedicate additional R/W and extend their pavement,
curb/gutter and connect sidewalks.
Comment 6: Outdoor Lighting. Provide the location and type of any outdoor lighting proposed for this
development.
Response: Outdoor lighting submitted with Architectural's, location shown. Refer to attached design by
others.

We have reviewed the referenced proposed Site Plan and determined that the
proposed development plan will not have an impact on operations at the
Winchester Regional Airport. While the proposed site lies within the airport's
airspace, it does fall outside of the airport's Part 77 close in surfaces.

referenced site plan on October 23, 2006. The site plan is approved for the construction of a new
retail/restaurant building and a McDonalds Restaurant at one of the retail pad sites at the Stonewall Plaza
Development located on North Frederick Pike in the Stonewall Magisterial District. This development consists
of the following:

1) Parking Tabulations. Since this plan is only for Retail E and the McD's, revise the parking
tabulation on the coversheet to reflect these two uses separately. Also, revise the format ofthe parking
tabulation as indicated on the coversheet.
2) Retail E. Indicate if Building E will have any restaurant uses and revise the parking calculations
accordingly. Provide the location of any signs that are associated with use as well.
3) McD's. It appears that this use will have a drive-thru; please label the drive-thru and any signage
associated with the use.
4) Curb and Gutter. Sheet 4 depicts CG-2 being used along many of the parking areas; revise this to
CG-6.
5) Handicap Access. The use of depressed curb is not permitted by ordinance. Revise the handicap
parking to show CG-6 with ramps.
6) Sidewalks and Crosswalks. Extend the sidewalk and provide crosswalks as indicated on sheet 4.
7) Site Plan Numbering. The site plan submitted did not have sheets 5 and 7. The site plan also needs
to be numbered to include the lighting plan (sheet 20 of 20).
8) Dunlpster Enclosure. The coversheet slates that the dumpster enclosure is shown on sheet 19, which
probably pertains to the original Stonewall Plaza site plan. Provide a dumpster enclosure detail
somewhere in this site plan.
9) Loadin�(g Spaces. Loading spaces are required for each building.
10) Tree Locations. Some deciduous trees should be provided along the Route 522 frontage as indicated
on sheet 8.
11 Literior Lan(Iscaping. The interior landscaping calculation shown on sheet 8 is based on 36 parking
spaces and the site has 76 spaces. The site plan shows 26 trees on the site and 30 are required.
12) LandscaphigNotes. Sheet 8 has a note pertaining to the relocation of trees on the site. Any
relocation of trees needs to be approved in writing by the Planning Department.
