The plans for all three projects appear satisfactory and are approved. Please advise the developer accordingly. Please provide 6 sets of approved construction plans with signed seal for VDOT distribution. I offer the following comments: • A preconstruction conference be held by the engineer and/or developer with the attendance of the contractor, various County agencies and VDOT prior to initiation of work. • Materials used and method of construction shall apply to current observed VDOT Road & Bridge Specifications applicable during construction of this development. • Our review and comments are general in nature. Should conditions in the field exist such that additional measures are warranted, such measures shall be completed to the satisfaction of the Department prior to final acceptance. • All drainage is to be carried within the right-of-way in ditch lines or gutters along the street to a pipe or drainage easement. • The contractor shall notify VDOT when work is to begin or cease for any undetermined length of time. VDOT will also require 48 hours notice for inspections. • The contractor shall notify VDOT prior to installation of final pavement markings on Route 277 to allow for Geld review by the Staunton District Office, Traffic Engineering, prior to installation. • The appropriate land use permits shall be obtained before any work is performed on the State's right-of-way. The permit is issued by this office and will require a minimum processing fee, surety bond coverage, and the salary & expenses of a State assigned Inspector. • Any signs to be installed will be in accordance with the approved plans and the latest edition of the Manual on Uniform Traffic Control Devices (MUTCD). • I suggest any utilities and/or storm sewer placed within the proposed right-of-way be backfilled completely with C.R. Type I 21-B Stone. This will greatly reduce the possibility of any pavement settlement. . A copy of any/all recorded plats of dedication for drainage casements or additional right-of-way required for implementation of this proposed project should be provided to VDOT prior to issuance of any land use permit. Dedication should be made to the Commonwealth of Virginia. • A copy of any/all RECORDED PLATS of dedication to public use (the County of Frederick) for drainage easements or additional right-of-way required for implementation of this proposed project should be provided for VDOT review prior to issuance of any land use permit. 1 /1 1 /2007 JMP Development, JMP Development Lot 3, and Valley Bnterprise Center - VDOT Appr... The plans for all three projects appear satisfactory and are approved. PIease advise the developer accordingly. Please provide 6 sets of approved construction plans with signed seal for VDOT distribution. I offer the following comments: • A preconstiuction conference be held by the engineer and/or developer with the attendance of the contractor, various County agencies and VDOT prior to initiation of work. • The contractor shall notify VDOT when work is to begin or cease for any undetermined length of time_ VDOT will also require 48 hours notice for inspections. • The contractor shall notify VDOT prior to installation of final pavement markings on Route 277 to allow for field review by the Staunton District Office, Traffic Engineering, prior to installation. • The appropriate land use permits shall be obtained before any work is performed on the State's right-of-way. The permit is issued by this office and will require a minimum processing fee, surety bond coverage, and the salary & expenses of a State assigned Inspector. • Any signs to be installed will be in accordance with the approved plans and the latest edition of the Manual on Uniform Traffic Control Devices (MUTCD)_ • I suggest any utilities and/or storm sewer placed within the proposed right-of-way be backfilled completely with C.R. Type I 21-B Stone. This will greatly reduce the possibility of any pavement settlement, • A copy of any/all recorded plats of dedication for drainage easements or additional right-of-way required for implementation of this proposed project should be provided to VDOT prior to issuance of any land use permit. At this time, administrative approval cannot be granted. This site plan is denied until the issues in this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review Staffs comments listed below and then prepare a revised site plan which adequately addresses each concern. Review Comments: 1) I3oundary Lot Adjustment. The BLA needs to be completed and recorded prior to this plan being approved. 2) Sign Size. A ten foot 150sf sign is shown for this site. Only franchised businesses are allowed to have signs that are 150sf. The sign requirements shown on the coversheet should include the 100sf sign regulation for non -franchise businesses as well, and sheet 2 should also reference this. 3) Tree Numbers. Your response letter states that buffer screening and parking lot landscaping are not separated in the Zoning Ordinance. Parking lot landscaping is detailed under § 165-27E (1 1) of the ordinance and buffer screening is detailed under § 165-37D of the ordinance; the two requirements are separate. This site requires 42 buffer trees and 16 parking lot trees which equate to a total of 58 trees on the site. The landscaping plan shows a total of 52 trees on the site; provide the six missing trees on the plan. After you have revised the site plan, please resubmit one copy so that i may verify the information contained on the plan. I will need all approved review agency comment sheets and at least five copies of the final plan for final administrative approval. Comment sheets are required from the followingagencies: the FrederickCounly Inspections Department, the Frederick County Depar•trnent ofPubiic ilhorks (County Enginee)), the Frederick Coumly Sanitation Aurtho-ity and the Virginia Depailment of Tmnspor-tatiorn. Re: #37-06 JMP Development Lot 3 County of Frederick Dept. of Planning & Development 107 N. Kent St. Winchester, VA 22601-5000 Dear Ms. Perkins: JUIj 2 F June 26, 2006 Per your attached comment letter dated June 22, 2006, we have made the following revisions. 1. The sidewalk has been moved as requested. 2. We are beginning the process for the BLA and the easement recording and will have complete prior to final approval. 3. The graphic scale and north arrow are in the upper left corner of all plan sheets. 4. The Interparcel connection is shown and labeled. The easement on the back is for Lot 2's benefit only. 5. Sherwin Williams is to lease the site. The owner prefers the present flexibility. Final sign size and type to be shown with sign permit. 6. Directional arrows added for traffic flow and parking dimensions added. 7. A decorative fence is useless considering the lot behind is a VDOT yard. No change to be made. 8. Dimensions for sidewalk added. Detail for Handicap ramp and signs included. 9. Lines and label for active and inactive buffer added. • • 10. The plants utilized for Lot 2 are intended to screen the property. These plants were not desired for that property and will not be used for this one since no screening is required. 11. It is our opinion that white pine is the best choice for the back buffer area and will remain. 12. Landscape screening for zoning district buffering is based on density of trees in the area of the screening not the widest part of the property. The intent of buffering is to protect adjoining properties and all development is on the opposite side of the screening. The proposed landscape screening meets the code requirements. 13. The code does not separate landscape screening and parking lot landscaping. By our interpretation, trees used in a landscape screening can also act as parking lot landscaping if placed to where these trees meet the intent of the parking lot landscaping. Having seven Red Oak trees within 13' of the back pavement meets the code requirements. Thank you for your help in this process. If you have any questions, give me a call. Sincerely, iBXn C. At this time, administrative approval cannot be granted. This site plan is denied until the issues in this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review Staffs comments listed below and then prepare a revised site plan which adequately addresses each concern. Review Comments: 1) Sidewalk Location. The sidewalk shown along Route 277 needs to be pushed back closer to the parking lot to ensure that the Route 277 widening plans will necessitate the removal and replacement of the sidewalk; the crosswalks need to be pushed back as well. 2) Boundary Lot Adjustment. The BLA needs to be completed and recorded prior to this plan being approved. 3) Graphic Scale and North Arrow. On sheet 2, provide a graphic scale and north arrow. 4) Interparcel Connections and Easements. The interparcel connections into Lot D2 need to be labeled. The entrance onto Route 277 needs to be delineated as an access easement and recorded with the BLA as indicated on sheet 2. 5) Sign Size. A ten foot 150sf sign is shown for this site. Only franchised businesses are allowed to have signs that are 150s£ Provide the name of the business that will be utilizing this site. Also, it seems that due to the location and height of this sign, a building mounted sign should be utilized instead of the freestanding sign. 6) Driving Lanes. The driving lane behind the building (adjacent to the loading space) is only 15' wide and needs to be shown as one-way only. Also, the width of the driving aisles in the parking areas needs to be labeled. 7) Chain Link Fencing. A four foot chain link fence is proposed to be used on top of the retaining wall; a more decorative type of fencing is encouraged along this corridor. 8) Sidewalk. Label the width of the sidewalk adjacent to the building as well as the handicap ramp and handicap signs. 9) Zoning District Buffer. The zoning district buffer needs to be labeled on sheets 2 and 5. The buffer is a Category B full screen (25' active, 25' inactive). 10) Landscaping. The plants utilized along the frontage of this site should be similar to the plants utilized along the adjacent site for consistency. 107 North Kent Street, Suite 202 • Wirfchester, Virginia 22601-5000 Page 2 • Mr. Ben Montgomery Review Comments for S. P. #37-06 June 22, 2006 11) Plant Types. The zoning district buffer contains a large amount of white pines; the use of white pules is discouraged. 12) Buffer Plantings. The zoning district buffer for the rear of this property is approximately 155' at the widest point; this would require a minimum of 47 plantings (only 42 provided). 13) Parking Lot Landscaping. A total of 16 trees are required for the parking lot landscaping; only ten have been provided. After you have revised the site plan, please resubmit one copy so that I may verify the information contained on the plan.
