i a SITE PLA*i CHECKLIST The checklist below indicates all the info rmation=that needs to be submitted as part of the site plan application. All required information must -be submitted prior to the final approval of any site plan. The Department of Planning and Development will review the application to ensure that it is complete. If any portion is not included or complete, the site plan application will not be accepted and returned to the applicant(s). Site Plan Package 1. I was unable to approve the site for an occupancy because there were several improvements to the property that were not complete, or where insufficient. I have enclosed a copy of the inspection report for your information. In the report, I noted four reasons why the request was rejected. These four reasons are as follows: 1. The type and quality of shrub planted for the three-foot evergreen hedge is insufficient. 2. Five additional trees need to be planted to meet the parking landscaping requirements 3. The proposed fire hydrant near the entrance is not present 4. The board -on -board fencing has not been constructed Frederick County may allow a bond for these improvements, if requested. In order to request a bond you must first submit an estimate(s) for the total cost of completion. Once staff has received your estimate(s), you will be informed what the required bond amount will be. At that point, it would be appropriate to formally submit your bond. I have enclosed a sample copy of a bond with this letter. This Irrevocable Letter of Credit shall remain in full force and effect for a minimum of one (1) year from the date hereof and shall be automatically extended for additional terms of six (6) months from the present or future expiration dates, unless sixty (60) days prior to such date or dates, the above named bank or financial institution issuing the instrument, notifies the County in writing by certified mail, that they elect not to renew the instrument for such additional period. COMMENT: In accordance with Section 165-33.A of the Frederick County "Zoning Ordinance, outdoor storage areas within commercial and industrial zoning districts must be screened from view from adjoining properties and road rights -of -way. Such screening must be opaque in nature and may be accomplished through the installation of a fence, wall, and/or landscaping. Please ensure that the proposed outdoor storage area is effectively screened from all relevant visual perspectives. A chain link fence does not represent adequate screening in this case. Please expand the statement in the Project Information table regarding outdoor storage to stipulate that such areas must be screened from vie from both public rights -of -way and adjoining properties. RESPONSE: The existing chain link fence that faces the right-of-way on each side of the building will be replaced with a chain link fence containing interwoven slats to provide screening from the right-of-way. On the northern side of the property, there is an existing building located approximately 10 feet off of the property line. This building does not have windows that would view onto the outdoor storage area. The adjacent owner has minimal activity on that portion of their property, which primarily serves as a drainage area between the two sites. Since the building is close to the property line, it effectively screens the Ferguson site from those who utilize the facility. The proposed expansion of the outdoor storage area is surrounded by existing vegetation that will remain and serve as screening, as it currently does. 9. COMMENT: It is noted that a showroom is generally associated with wholesale activities. Thus, it may be appropriate to include wholesale trade as a component use of the subject facility in the Project Information table. Of course, wholesale trade is a permitted use in the B3 (Industrial Transition) Zoning District. Furthermore, please identify the use of the area to be covered by the proposed canopy. RESPONSE: The use has been revised to wholesale trade. COMMENT: Please further break down the gross floor area of the facility to identify the floor area associated with wholesale trade activities. It is anticipated that such a delineation will reduce the floor area devoted to either office or warehouse uses. Regardless, neither the gross floor area of the facility nor the floor area ration (FAR) should be impacted by such clarification. RESPONSE: The floor areas have been broken down as requested, see sheet 2 and the Project Information table on the Cover Sheet. 11. COMMENT: Delineate the location and size of the water and sewer laterals serving the subject facility. Furthermore, the size of all water and sewer mains must be specified. RESPONSE: We are currently trying to locate this information and anticipate having it for the final submission for approval. 12. COMMENT: Indicate the location and nature of all facilities necessary to meet Fire Code standards. RESPONSE: The existing fire walls have been shown on the Site Plan sheet as well as the addition of a fire hydrant in the parking lot. 13. COMMENT: Please state the parking space standard applicable to wholesale uses (1 space per employee) and differentiate between the employees associated with warehouse and wholesale trade uses. In accordance with Section 165-27.A.(4) of the Frederick County "Zoning Ordinance, when the application of parking standards result in a fractional space, the parking space requirement for the use shall be the next whole number. Thus, as the calculation involving the office component of the facility yields a fractional requirement of 19.456, the number of spaces necessary for this use must be rounded to 20. However, it is noted that the delineation of floor area associated with wholesale trade may subsequently reduce the floor area used as office space, which may, in turn, prompt a reduction in the number of spaces required for office uses as well as the facility as a whole. Please ensure that the parking calculation is modified to reflect any such changes accordingly. RESPONSE: The parking tabulation has been revised to account for wholesale trade as requested. 14. COMMENT: Please specify the width of the travel aisle located between the proposed raised island and the existing curb and gutter. RESPONSE: The travel aisle width has been dimensioned, see sheet 2. 15. COMMENT: Pursuant to Section 165-27.(6) of the Frederick County Zoning Ordinance, handicapped accessible parking spaces are to be located along the perimeter of the parking lot adjacent to sidewalks. It is recommended that the required handicapped space and ramp be relocated to the row of parking spaces proposed along the north side of the building directly adjacent to the sidewalk. RESPONSE: There is an existing handicap parking space at the location of the proposed raised island. This space is being removed because that portion of the parking lot does not meet ADA requirements due to the six (6) percent slope of the pavement.
