This site plan, for an office and wholesale trade facility consisting of 4,000 square feet, meets all County requirements for development within the B3 (Industrial Transition) Zoning District. This facility will be served by a paved parking lot comprised of twenty-one (21) parking spaces, of which one (1) will be designed for handicap accessibility. The site plan also delineates the provision of perimeter parking lot landscaping that includes both shade trees and evergreen hedgerows. I have provided you with several copies of the approved site plan. Please forward these approved plans to the owner and advise the owner to keep an approved copy for their files. Furthermore, the owner should ensure that an approved copy is maintained on the construction site throughout the development process. Once site development has been completed, the owner should contact this office to schedule an on -site inspection. Place a note on the plan indicating that prior to commencing site grading work, a land disturbance permit shall be obtained from the Frederick County Public Works Department. 2. You need to provide a seeding schedule based on the requirements set forth in vesch specifications 3.31 and 3.32 for temporary and permanent seeding respectively. We recommend the use of a seasonal nurse crop to be included with the permanent seeding schedule. 3. You have indicated using inlet protection at the proposed DI-7 structure. A sediment trap shall be installed at this location to contain the erosion run-off on -site. The sediment trap shall be constructed in accordance with the Virginia Erosion and Sediment Control handbook (vesch) specification 3.13. Provide a detail on the plans. 4. The construction entrance shall have a wash rack installed in conjunction with the stone. 5. The drainage ditch along the western portion of the site needs to be able to drain down to the DI-7 along Commonwealth Court. Determine if a sufficient ditch section can be obtained in conjunction with the landscaping buffer. The ditch need's to be constructed to contain the peak stormwater run-off from the final build -out of the site. Provide a clarification on the plan to ensure this ditch can be constructed. If the ditch section cannot be constructed, a stormsewer pipe may be required. 6. After performing a site inspection, the lot appears to have had fill placed on it. The improvements to Lot 5 .have not been completed as well as construction for Commonwealth Court. Therefore, prior to obtaining a final building occupancy permit, the off -site improvements shall be completed. The following comments are offered and should be addressed during the revision of this site plan. I have also marked the enclosed plan for your use. l) Please ensure the accuracy of the Property Identification Numbers (PINs) provided for the subject parcel as well as those adjoining parcels located within Commonwealth Business Center. 2) Please modify the label of the front setback line to reflect the required setback of 35'. Furthermore, the provided setbacks that are included in the Project Information table should be enhanced to state both side yard setbacks. 3) Please furnish any available specifications regarding the building mounted exterior lights shown on the site plan. In the absence of such information, a statement should be provided indicating that all exterior lighting will be controlled to prevent glare onto adjoining properties and rights -of -way. 4) As per staff discussion with Mark Smith on January 28, 2000, the principal use of the proposed facility would appropriately be classified as wholesale trade (SIC Industry # 5199). Please modify the proposed use data in the Project Information table to reflect this classification as well as the accessory office use (office/wholesale trade). Furthermore, these uses should be stated within the building footprint shown on the site plan. 5) Please modify the text included with the FAR calculation to state Maximum Permitted rather than Required. It is recommended that the proposed entrance be relocated to the easternmost end of the parcel's frontage on Commonwealth Court, which would achieve enhanced separation from the entrance to the Michael Prelip facility. As currently shown on the site plan, these entrances will be separated by approximately 50'. It appears that the recommended relocation may be possible with adjustments to the parking lot layout and stormwater management plan. 7) Please indicate the size of the water mains located on either side of the subject parcel. Furthermore, the location and size of the electric and gas lines intended to serve the proposed facility must be delineated on the site plan. Please include a statement on the site plan stipulating that all utilities must be placed underground. 8) In addition to the parking standard applicable to office uses, please state the requirement associated with wholesale trade uses (1 space per employee). This information should replace the manufacturing standard that is currently provided and utilized in the parking calculation. 9) Please identify the location and dimensions of any loading spaces proposed with the facility. 10) Pursuant to Section 165-27.(6) of the Frederick County Zoning Ordinance, handicapped accessible parking spaces are to be located along the perimeter of the parking lot adjacent to sidewalks. It is recommended that the required handicapped space and ramp be relocated to the row of parking spaces proposed along the west side of the building directly adjacent to the sidewalk. 11) In the Tree Legend, please clarify the quantity and name of the plantings intended to comprise the proposed evergreen hedgerows. After you have revised the site plan, please resubmit one copy so that I may verify the information contained on the plan. I will then need all approved review agency comment sheets and five copies of the final site plan for approval.
