application. All required information must be submitted prior to the final approval of any site plan.
The Department of Planning and Development will review the application to ensure that it is complete.

Dear Claus:
The Frederick County Department of Planning and Development administratively approved the above -
referenced site plan on June 14, 2000. This site plan, for an office addition to the existing facility, meets
all County requirements for development within the RA (Rural Areas) Zoning District. Specifically, a
4,868-square-foot office building will be added to the existing office building. Twenty (20) parking spaces
have been provided, including two (2) handicap accessible spaces. Per the requirements of Conditional
Use Permit #19-99, the Planning Commission approved this site plan during their June 7, 2000 meeting.
Mr. Mark Cheran should have provided you with several copies of the approved site plan. Please forward
these approved plans to the owner and advise the owner to keep an approved copy for their files.
Furthermore, the owner should ensure that an approved copy is maintained on the construction site
throughout the development process. Once site development has been completed, the owner should
contact this office to schedule an on -site inspection.

At their June 7, 2000 meeting, the Planning Commission approved Site Development Plan #06-00. This
site plan delineates an existing office of 1,574 square feet and a two-story office addition of4,868 square
feet, for a total of 6,442 square feet. The office will be served by 20 parking spaces to include two spaces
for handicapped use. A sidewalk will be extended the length of the parking area to ensure safe and
efficient pedestrian access. The private road and parking areas will be paved with a minimum of double
prime -and -seal treatment. The entrance will be designed to meet VDOT minimum standards.
I have provided you with several copies of the approved site plan. Please forward these approved plans
to the owner and advise the owner to keep an approved copy for their files. Furthermore, the owner should
ensure that an approved copy is maintained on the construction site throughout the development process.
Once site development has been completed, the owner should contact this office for an on -site inspection.

We
have revised the site plan for the above referenced project per your comments
dated March 10, 2000. Our responses are as follows:
1.
Note added in the County approval block regarding the 5 year limitation.
2.
Spelling of magisterial district corrected.
3.
The zoning and use of the adjoining properties has been added to the site plan.
4.
The metes and bounds for the adjusted Goodwin property have been added in
accordance with the boundary line adjustment plat.
5.
The Goodwin house is now shown on the site plan.
6.
The building setback lines are shown in accordance with the pending boundary
line adjustment plat.
7.
The sidewalk has been extended as requested.
8.
No signs are proposed under this application. The applicable code reference has
been added to the site plan sheet for information.
9.
No outdoor trash receptacles are proposed for this site under this plan.
10.
The phase 1 addition is called out as office space on the site plan.

11. The road name for the private drive and Route 522 is now shown on the site
plan.
12. The posted speed limit for Route 522 is now indicated on sheet 2.
13. The existing well and drainfield are now shown on the Goodwin lot.
14. A note was added to the cover sheet regarding compliance with fire codes.
15. The proposed parking is based on the conditional use pernut which specifies the
maximum number of employees on this property as 15. In order for OTAN to
increase this number, they would have to revise their CUP and provide more
parking at that time. Based on these conditions, it doesn't make sense to provive
parking far hi excess of what is required for their allowed use and we have not
changed the limit. The dimensions of the parking spaces have been added to the
plan.
16. Based on the response to # 15, it is not necessary to raise the required number of
handicap spaces.
17. No ramp is needed to serve the handicap spaces since curb and gutter is not
proposed with this application.
18. The list of environmental features it now shown on sheet 2. Note that the
quantities of these features are estimated based on our topographic survey, site
visits, and exanunation of the USGS Quad sheets.
19. The proposed use has been revised as requested.
20. The surface treatment has been specified as requested and will be the same
material as indicated on the detail for the private drive on sheet 6.

This is to acknowledge receipt of your revised plans dated March 21, 2000 for the referenced project. The plans
appear satisfactory and are approved. Please advise the developer accordingly. Please provide seven (7) sets of
approved construction plans with signed seal for VDOT distribution.
I offer the following comments:
• A preconstruction conference be held by the engineer and/or developer with the attendance of the contractor,
various County agencies and VDOT prior to initiation of work.
• Materials used and method of construction shall apply to current observed VDOT Road & Bridge Specifications
applicable during construction of this development.
• Our review and comments are general in nature. Should conditions in the field exist such that additional
measures are warranted, such measures shall be completed to the satisfaction of the Department prior to
inclusion into the Secondary Road System.
• All drainage is to be carried within the right-of-way in ditch lines or gutters along the street to a pipe or drainage
easement.
• The contractor shall notify VDOT when work is to begin or cease for any undetermined length of time. VDOT will
also require 48 hours notice for inspections.
• The appropriate land use permits shall be obtained before any work is performed on the State's right-of-way.
The permit is issued by this office and will require a minimum processing fee, surety bond coverage, and the
salary & expenses of a State assigned Inspector.
