INSTALL CATTLE GUARDS AS CALLED FOR ON THE PLANS. Project Description The owner proposes to perform grading of a proposed building site on a parcel containing approximately 9.7 acres. The total area of disturbance on the parcel is opproximately 6.0 acres. Storm water runoff will discharge overland to a temporary sediment basin. Existing Site Conditions The site is currently vacant. Slopes range from 1.0 % to approximately 22.0%. Adjacent Areas The site is bordered on the east by residential property. To the south is the Route 522 right-of-way. The area to the west is commercial Property zoned B-2. The land to the north contains the Route 37 right-of-way. Off -site Areas No off site disturbance or construction activities are anticipated. Critical Areas The storm sewer structures under Route 522 will be protected from siltation during construction by a combination of sediment basin, sediment traps, and silt fence. Erosion and Sediment Control Measures 3.02 A 12'w by 70'1 temporary stone construction entrance will be constructed along the proposed access road to the construction area. The entrance shall be maintained in a condition which will prevent tracking or flow of mud onto the public rights -of -way. This may requi-! periodic top dressing with additional stone or the washing and reworking of existing stone as conditions demand and repair and/or cleonout of any structures used to trap sediment. All materials spilled, dropped, washed, or tracked from vehicles onto roadways or into storm drains must be removed immediately. The use of water trucks to remove materials dropped, washed, or tracked onto roadways will not be permitted under any circumstances. 3.05 Silt fence will be installed in selected locations downstream from the construction area as a first measure of construction. Silt fence will be placed at the proposed toe of slope along the entrance where the fill slope will be extended for the basin. Silt fence will be ins*olled around the downstream side of the topsoil stockpile. Silt fences shall be inspected after each rainfall and at least daily during prolonged rainfall. Any required repairs shall be made immediately. Damaged, decomposed or otherwise ineffective silt fence shall be replaced. Sediment deposits should be removed after each storm event. They must be removed when deposits reach approximately one-half the height of the barrier. Any sediment deposits remaining in place after the silt fence is no longer needed shall be dressed to conform with the existing grade and stabilized. 3.07 A straw bale and grovel drop inlet sediment filter will be installed around each of the proposed storm water drop inlets immediately after installation. The structure shall be inspected after each rain and repairs mode as needed Sediment shall be removed and the trap restored to its original dimensions when the sediment has accumulated to one half the design depth of the trap. Removed sediment shall be deposited in a suitable area and in such a manner that it will not erode. Structures shall be removed and the area stabilized when the remaining drainage area has been properly stabilized. 3.08 Rock check dams will be installed as culvert inlet protection at the upstream ends of culverts. The dams shall be constructed Course Aggregate No 1 and Class I rip rap. Sediment shall be removed from behind the check dams when it has accumulated to one half the original height of the dam. Each dam shall be checked for sediment accumulation and functionality after each storm event and repairs made as required. Any sediment deposits remaining in place after the dams are no longer needed shall be dressed to conform with the existing grade and stabilized. 3.09 Temporary diversion dikes will be installed along the southern limits of the proposed soil borrow area around the downstream perimeter of the work area. The dikes will be constructed with on -site materials and will be seeded with the temporary seeding mix immediately after installation. The dikes shall be inspected after each rain storm and repairs made to the dike, flow channel, or outlet as necessary. 3.13 One temporary sediment trap will be installed as the outlet control structure for the temporary diversion dikes. The trap will be constructed in accordance with the typical details and dimensions given on the plans. The trap will be constructed with on site materials and will be seeded with the temporary seeding mix immediately after installation. The trap shall be inspected after each rain storm and repairs as necessary. 3.18 Outlet protection will be provided at the outlets of all permanent storm sewer pipes. The stone protection will be installed in accordance with the specifications and details on the plans. 3.31 Temporary seeding in accordance with the E & S Std & Spec 3.31 will be applied to the topsoil stock pile and all areas which will not be brought to final grade within 30 days. Embankment or excavated slopes denuded for a period of greater than 30 days shall be temporarily seeded and mulched. To coincide with the anticipated construction dotes, the seeding will consist of 50 pounds per acre of German Millet. All temporary seeding areas will be mulched in accordance with the schedule included herein. 3.32 All disturbed areas will be stabilized by permanent seeding in accordance with the schedule included herein. Permanent stabilization shall be applied to areas that ore to be left dormant for more than one year. During construction of the project, soil stockpiles shall be stabilized or protected with sediment trapping measures. The contractor is responsible for the temporary protection and permanent stabilization of all soil stockpiles on site as well as soil intentionally transported from the project site. The contractor shall establish vegetation on oil areas not otherwise stabilized according the following specification: Seedbed Preparation: a. The CONTRACTOR shall be responsible for determining the exact location of all utilities before commencing work and for any damages which occur by the failure to locate and preserve these utilities. If the CONTRACTOR should encounter utilities other than those shown on these plans, the CONTRACTOR shall immediately notify the engineer and take the necessary and proper steps to protect the facility and assure the continuance of service. 2. The CONTRACTOR shall have approved construction drawings prior to the start of construction. At least one copy of approved plans and revisions shall be kept on -site at all times. 3. Cut and fill slopes shall not exceed 2-horizontal to 1-vertical unless otherwise called for on the plans. 4. Controlled Fills: A. Controlled compaction shall occur in all fill sections for pavement, trenches for utilities and in other areas as designated on the plans. B. Controlled fills shall be compacted to 95% of theoretical maximum density as determined by modified proctor-ASTM D 1557. Density shall be verified by a qualified soils engineer. C. Controlled fills shall be compacted in 8 inch lifts (loose thickness) to the specified density, beginning from the existing ground surface, unless otherwise approved in writing by a qualified soils engineer. D. The surfaces directly beneath areas to receive controlled fill are to be cleared, grubbed, and stripped of topsoil. The area is then to be scorified and compacted to a depth of 6 inches to the some density as the controlled fill to be placed thereon. E. Fill material shall be taken from approved borrow areas. It shall be clean soil, free of roots, woody vegetation, oversized stones, rocks, sandy soil, or other objectionable material. 5. Blasting is not permitted within 25 feet of existing utilities without owner permission. 6 Pavement materials called for on the plans refer to standard VDOT designations. 7. BENCHMARK: top of sanitary manhole at Stine's Chapel - elevation = 825.95, 8. All rodii indicate edge of gravel, edge of pavement or face of curb as applicable. 9. Where plans call for motching existing pavement in the public right of way, the CONTRACTOR shall provide cut joint or asphalt overlay as directed by VDOT. 10. All disturbed R.O.W. monuments are to be replaced and verified by a certified land surveyor at the Contractor's expense. 11. All construction and materials proposed for the public right of way shall conform to VDOT standards and specifications. 12. Fire lanes shall be delineated as directed by the Frederick County Fire Marshal. 13. The CONTRACTOR shall obtain permission from adjoining property owners prior to conducting any off site construction activities. 14. The CONTRACTOR shall coordinate the relocation of the existing utilities with the appropriate utility company as necessary. 15. All site and building lighting shall be installed to ovoid spill -over onto adjoining properties. 16. Water service will be provided by an extension of the Frederick County Sanitation Authority water main located on the site. A flow test was performed on February 22, 2000 on a fire hydrant located at 1418 North Frederick Pike. The results were as follows: static pressure: 55 p.s.i. open flow; 1061 gpm residuol pressure: 40 p.s.i. FREDERICK COUNTY SANITATION AUTHORITY NOTES 1. Water and sewer lines are to be constructed in accordance with these plans. The lines shall additionally meet all requirements of the Frederick County Sanitation Authority (the "authority"). 2. The CONTRACTOR shall coordinate with, and arrange for inspection by, the Authority. 3. Exact locations of water and sewer services on new lines are to be coordinated with the Authority's inspector. 4. The Sanitation Authority maintenance department is responsible for the installation of water meters through 2" in size. Before a permanent meter is set, they require: 1) the frame and cover to be properly aligned with its meter box and yoke bar; 2) the frame and cover to be set to the final grade of the lot; 3) the distance between the top of the cover and the yoke bar be between 18 and 21 inches; 4) all components of the meter box assembly to be in proper working order. It is the developer's/contractor's responsibility to have the meter box assembly installed correctly. 5. For water and sewer services that connect to existing lines. a. The location of the service lateral is to be coordinated with the Authority's engineering assistant. An application for service must be made and fees paid before work will begin b. The Authority shall furnish and install all 5/8", 3/4", and 1" water services. c. For 1 1 /2" and 2" water services, the Authority shall make the top and bring the piping to the property line. The contractor is to furnish and install the meter vault assembly. The Authority will install the meter. d. The Authority will install all sewer laterals. 6. When an existing water main is topped for the installation of a new line: a. the Authority shall furnish all labor and materials to make the top. b. The developer/contractor must: (1) make application for the tap, (2) pay deposit (before work begins); (3) mark the location of the top; 94) make final payment when the work is completed. 7 The contractor shall tie-in a new line to an existing manhole by core drilling the manhole. 8. Any water service line must have a double check valve or RPZ backflow prevention assembly, as required installed. The assembly shall meet ASSE standard No. 1015 or 1013. A remote readout is required. 9. All fire lines shall have a detector double check valve bockflow prevention assembly or a RPZ backflow prevention assembly cis required. INSTALL CATTLE GUARDS AS CALLED FOR ON THE PLANS. Project Description The owner proposes to perform grading of a proposed building site on a parcel containing approximately 9,7 acres. The total area of disturbance on the parcel is approximately 6.0 acres. Storm water runoff will discharge overland to a temporary sediment basin. Existing Site Conditions The site is currently vacant. Slopes range from 1.0 % to approximately 22.0%. Adjacent Areas The site is bordered on the east by residential property. To the south is the Route 522 right-of-way. The area Ic) the west is commercial Property zoned B-2. The land to the north contains the Route 37 right-of-way. Off -site Areas No off site disturbance or construction activities are anticipated. Critical Areas The storm sewer structures under Route 522 will be protected from siltation during construction by a combination of sediment basin, sediment traps, and silt fence. Erosion and Sediment Control Measures 3.02 A 12'w by 70'1 temporary stone construction entrance will be constructed along the proposed access road to the construction area. The entrance shall be maintained in a condition which will prevent tracking or flow of mud onto the public rights -of -way. This may require periodic top dressing with additional stone or the washing and reworking of existing stone as conditions demand and repair and/or cleonout of any structures used to trap sediment. All materials spilled, dropped, washed, or tracked from vehicles onto roadways or into storm drains must be removed immediately. The use of waiter trucks to remove materials dropped, washed, or tracked onto roadways will not be permitted under any circumstances. 3.05 Silt fence will be installed in selected locations downstream from the construction area as a first measure of construction. Silt fence will be placed at the proposed toe of slope along the entrance where the fill slope will be extended for the basin. Silt fence will be installed around the downstream side of the topsoil stockpile. Silt fences shall be inspected after each rainfall and at least daily during prolonged rainfall. Any required repairs shall be made immediately. Damaged, decomposed or otherwise ineffective silt fence shall be replaced. Sediment deposits should be removed after each storm event. They must be removed when deposits reach approximately one-half the height of the barrier. Any sediment deposits remaining in place after the silt fence is no longer needed shall be dressed to conform with the existing grade and stabilized. 3.07 A straw bale and gravel drop inlet sediment filter will be installed around each of the proposed storm water drop inlets immediately after installation. The structure shall be inspected after each rain and repairs made as needed. Sediment shall be removed and the trap restored to its original dimensions when the sediment has accumulated to one half the design depth of the trap. Removed sediment shall be deposited in a suitable area and in such a manner that it will not erode. Structures shall be removed and the area stabilized when the remaining drainage area has been properly stabilized. 3.08 Rock check dams will be installed as culvert inlet protection at the upstream ends of culverts. The dams shall be constructed Course Aggregate No. 1 and Class I rip rap. Sediment shall be removed from behind the check dams when it has accumulated to one half the original height of the dam. Each dom shall be checked for sediment accumulation and functionality after each storm event and repairs mode as required. Any sediment deposits remaining in place after the dams are no longer needed shall be dressed to conform with the existing grade and stabilized. 3.09 Temporary diversion dikes will be installed along the southern limits of the proposed soil borrow area around the downstream perimeter of the work area. The dikes will be constructed with on -site materials and will be seeded with the temporary seeding mix immediately after installation. The dikes shall be inspected after each rain storm and repairs made to the dike, flow channel, or outlet as necessary 3.13 One temporary sediment trap will be installed as the outlet control structure for the temporary diversion dikes. The trap will be constructed in accordance with the typical details and dimensions given on the plans. The trap will be constructed with on site materials and will be seeded with the temporary seeding mix immediately after installation. The trap shall be inspected after each rain storm and repairs as necessary. 3.18 Outlet protection will be provided at the outlets of all permanent storm sewer pipes. The stone protection will be installed in accordance with the specifications and details on the plans. 3.31 Temporary seeding in accordance with the E & S Std & Spec 3.31 will be applied to the topsoil stock pile and all areas which will not be brought to final grade within 30 days. Embankment or excavated slopes denuded for a period of greater than 30 days shall be temporarily seeded and mulched. To coincide with the anticipated construction dates, the seeding will consist of 50 pounds per acre of German Millet. All temporary seeding areas will be mulched in accordance with the schedule included herein 3.32 All disturbed areas will be stabilized by permanent seeding in accordance with the schedule included herein.
