The checklist below indicates all the information that needs to be submitted as part of the site plan
application. All required information must be submitted prior to the final approval of any site plan.
The Department of Planning and Development will review the application to ensure that it is complete.
If any portion is not included or complete, the site plan application will not be accepted and returned
to the applicant(s).

Dear Claus:
The Frederick County Department of Planning and Development administratively approved the above -
referenced site plan on June 28, 2000. This site plan, for a 10,000 square foot office and wholesale
advertising facility, meets all County requirements for development within the B2 (Business General)
Zoning District. Specifically, the office area will comprise 744 square feet of the building, while the
production component will occupy the remaining area. Twelve (12) parking spaces have been provided,
including two (2) handicap accessible spaces. Adequate interior and perimeter landscaping has been
provided in the form of fourteen (14) shade trees.
I have provided you with several copies of the approved site plan. Please forward these approved plans
to the owner and advise the owner to keep an approved copy for their files. Furthermore, the owner
should ensure that an approved copy is maintained on the construction site throughout the development
process. Once site development has been completed, the owner should contact this office to schedule
an on -site inspection.

We have reviewed your comment letter dated June 1, 2000 and made the necessary
revisions to the site plan. The plan should now be ready for your approval. Your
comments have been revolved as follows:
1. Note added in the Zoning Administrator's approval block regarding the 5 year
time limit.
./2. The correct owner/developer information is now shown on the coversheet.
,,-3. The property information for the lot across Ft. Collier Road has been added as
requested.
--'4. The parking setback is now labeled on the plan.
"5. A note regarding light spillage has been added to sheet 2 per your memo.
_.7 6. The loading area paving structure has been changed to prime and double seal to
meet the ordinance requirement of a durable, dust free surface.
7 7. The need for raised islands has been eliminated by the removal of the 5 extra
parking spaces in the northern corner of the loading/maneuvering area.
�8. The detail for the dumpster enclosure is shown on sheet 4 of the plans. The label
has been enlarged to call your attention to it.

The floor area has been adjusted to reflect the presence of 2 small offices, a
conference room and a showroom/display area. Showing these areas does not
change the parking requirements since the offices are accessory to the warehouse
use of the overall structure.
v10. No information regarding the proposed electric service is known at this time,
therefore we have not shown it on the plans.
V11. A note has been added to the landscape schedule as requested.
�12. The bold line under the dumpster enclosure is the 680 contour. The contour has
been labeled to prevent confusion in the future.

I have had the opportunity to review the above -referenced site plan which was submitted to our
department on January 6, 2000. The following comments should be addressed and included in a
revision of this site plan. The submitted plan is also marked with these comments.
Under the Zoning Administrator's signature, please provide a note stating that the site plan
is valid for five years from the date of approval.
2. Real estate records indicate that the owner and owner address of the subject parcel are TJC
Enterprises, LLC, 119 Atoka Dr., Winchester, VA 22602. Please ensure that the correct
owner information appears on the site plan.
Please specify the current use, zoning, and PIN for Parcel 54-A-97S, located across the Fort
Collier Road right-of-way.
4. Please label the five foot (5) parking setback on the site plan.
In note six on Sheet 2, please include a statement specifying that outdoor lighting will not spill
onto adjoining properties.
C6. In accordance with Section 165-28.D., access to loading spaces via driveways and aisles shall
meet the requirements for parking lots. Therefore, all loading areas must have a surface
treatment of concrete, bituminous concrete, or other durable, dust -free material.
7. Please install a raised island of no less than nine feet (9') in width at the end of all parking
bays. Please refer to, the mark-up plan for details regarding the location of the required
landscaped islands.

8. Please provide a detail of the enclosure designed to screen the outdoor trash receptacle.
9. The site plan states that the gross floor area will be used for warehouse space. If any office
space is proposed, please include that square footage and delineate that area on the site plan.
10. If possible, please provide information regarding the location of all proposed electric service.
11. In the landscape schedule, please provide a note specifying that all plant sizes refer to the
height at the time of planting.
12. Please identify what the bold line found below the words "dumpster pad w/ enclosure"
represents.
13. Please note that the maximum height in the B-2 District is 35', not 60' feet as indicated in the
project information.
After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will then need all approved review agency comment sheets and five copies
of the final site plan for approval. Comment sheets are required from the following agencies: the
Virginia Department of Transportation, the Frederick County Sanitation Authority, the Frederick
County Inspections Department, the Frederick County Engineer, and the Frederick County Fire
Marshal.

Upon review of the revised site plan dated N/lay 10, 2000, all of our previous comments
have been addressed. Therefore, we recommend approval of the subject site plan.
The geotechnical report indicated several problems on -site with uncontrolled fill being
placed. All recommendations provided in the report by the geotechnical engineer need to be
implemented and reports need to filed with the our office during construction. Any unsuitable
material placed within the building footprint also needs to be removed and monitored by a
geotechnical engineer and a report certified by a licensed professional engineer shall be submitted
to the inspections department approving the footings and slabs for compliance with the BOCA
building code.

This is to acknowledge receipt of your revised plans dated 05/23/00 for the
referenced project. The plans appear satisfactory and are approved. Please
advise the developer accordingly. Please provide seven (7) sets of approved
construction plans with signed seal for VDOT distribution.
I offer the following comments:
• A preconstruction conference be held by the engineer and/or developer with
the attendance of the contractor, various County agencies and VDOT prior to
initiation of work.
• Materials used and method of construction shall apply to current observed
VDOT Road & Bridge Specifications applicable during construction of this
development.
• Our review and comments are general in nature. Should conditions in the
field exist such that additional measures are warranted, such measures shall
be completed to the satisfaction of the Department prior to inclusion into
the Secondary Road System.
• All drainage is to be carried within the right-of-way in ditch lines or gutters
along the street to a pipe or drainage easement.
• The contractor shall notify VDOT when work is to begin or cease for any
undetermined length of time. VDOT will also require 48 hours notice for
inspections.
• The appropriate land use permits shall be obtained before any work is
performed on the State's right-of-way. The permit is issued by this office
and will require a minimum processing fee, surety bond coverage, and the
salary & expenses of a State assi�ned Inspector.

• Private entrances will be installed in accordance with the approved CG-11
plan. This is the developer's responsibility.
• 1 suggest any utilities and/or storm sewer placed within the proposed right-
of-way be backfilled completely with C.R. Type 21-13 Stone. This will greatly
reduce the possibility of any pavement settlement.
• A copy of any/all recorded plats of dedication for drainage easements or
additional right-of-way required for implementation of this proposed project
should be provided to VDOT prior to issuance of any land use permit.

Upon review of the revised site plan dated May 10, 2000, all of our previous comments
have been addressed. Therefore, we recommend approval of the subject site plan.
The geotechnical report indicated several problems on -site with uncontrolled fill being
placed. All recommendations provided in the report by the geotechnical engineer need to be
implemented and reports need to filed with the our office during construction. Any unsuitable
material placed within the building footprint also needs to be removed and monitored by a
geotdchnical engineer and a report certified by a licensed professional engineer shall be submitted
to the inspections department approving the footings and slabs for compliance with the BOCA
building code.

Upon review of the subject site plan, we offer the following comments:
We are aware that miscellaneous fill material and possibly construction debris has been
placed over the entire site. Therefore, we will require that a geotechnical report from a
professional engineer be submitted to this office prior to issuance of a land disturbance
permit. The report shall contain findings from the test pits as well as the engineers
recommendations for the building, parking lot and utility installation.

2. The stormwater management calculations indicate that you are proposing to use the
existing 36 inch RCP culvert under Fort Collier Road for the outlet structure of the
stormwater. pond. You may want to verify if the Virginia Department of Transportation
(VDOT) will allow you to use the culvert for a stormwater management outlet structure.
Also, the entire pond needs to be placed in a dedicated drainage easement. Submit a copy
of the platted drainage easement with the application for land disturbance permit.
The erosion and sediment control plan indicates placing a diversion berm along the
southern portion of the site. Clarify the use of the diversion berm. Since the berm is being
placed off -site, we will need to ensure that the developer approves of the use of the berm
as well as its future use.
4. Place a note on the plan indicating that a land disturbance will need to be obtained from
our office prior to commencing site grading work.

The proposed construction entrance will need to have a wash rack installed. Also, a copy
of the temporary construction entrance permit from VDOT will need to be submitted'at
the time of application for land disturbance permit.
6. Provide inlet and outlet protection at the proposed 24 inch CMP culvert under the
proposed entrance. Provide details of both controls as well an apron length for the
proposed rip rap outlet.protection in accordance with the Virginia Erosion and Sediment
Control Handbook (vesch) specification 3.18.
7. Provide perimeter erosion control along the northern portion of the site as indicated on the
marked copy of the site plan.
8. Note 4 under the seeding schedule indicates a seeding requirement based on percentage of
seed. For this plan and for all site plans in the future, you need to provide an actual
seeding schedule based on the requirements set forth in vesch specifications 3.31 and 3.32
for temporary and permanent seeding respectively. We recommend the use of a seasonal
nurse crop to be included with the permanent seeding schedule.
9. Since more than three acres of drainage area is flowing though the proposed stormwater
pond, you will either have to have a sediment basin design or be able to route the off -site
drainage around the sediment trap. If this is possible, provide actual dimensions of the
sediment trap on the detail indicated on sheet 4 of 4.-
Once these comments are addressed, submit two (2) copies of the site plan for further
review. If you have any questions, do not hesitate to contact me

A VDOT review has been completed on the preliminary site plan dated 12/15/99
(received 12/20/99) for the referenced proejct.
Our comments are shown below and are marked in red on the plan sheets.
Sheet 2 of 4
1. Drainage flow arrows depicting direction of movement of surface and culvert storm
water should be used as indicated on (Entrance Permit Plan Check List, item 4)
copy attached. Computations for all drainage designs should be provided.
2. Address existing pavement striping (paint) evaluate possible eradication of
unnecessary line marking(s).
3. Please ID the proposed SWM pond on plan sheet, an assessment of all impacts of
proposed site drainage upon existing VDOT drainage culverts and structures. The
existing 36" RCP should be extended at SWM pond, and structure added. Due to
the nature and condition of SWM pond adequate easement should be provided to
Commonwealth of Virginia for maintenance operations for the culvert. The
extension of culvert should be such that the potential water damage will be
minimized. Further, a note should be applied to the plan sheet absolving VDOT of
all maintenance and liability incumbent with SWM pond. Every caution should be
exercised to avoid prolonged exposure of VDOT road slopes to any detained water.
4. Please assess impact of indicated VDOT drainage items.
