application. All required information must -be submitted prior to the final approval of any site plan.
The Department of Planning and Development will review the application to ensure that it is complete.
If any portion is not included or complete, the site plan application will not be accepted and returned

Dear John:
The Frederick County Department of Planning and Development administratively approved the above -
referenced site plan on March 2, 2000. This site plan, for the construction of a 240-seat church, meets all
County requirements for development within the RA (Rural Areas) Zoning District. The existing entrance
will serve as the location for the new entrance, to be constructed to meet VDOT standards. Parking will
be provided in the form of eighty-eight (88) spaces, including four (4) handicap accessible spaces. The
site plan allows for adequate landscaping to mitigate the impact of headlights on adjoining properties.
I have provided you with several copies of the approved site plan. Please forward these approved plans
to the owner and advise the owner to keep an approved copy for their files. Furthermore, the owner should
ensure that an approved copy is maintained on the construction site throughout the development process.
Once site development has been completed, the owner should contact this office to schedule an on -site
inspection.

I have had the opportunity to review the above referenced site plan submitted to our department on January
6, 2000. The following comments should be addressed and included in a revision of this site plan. The
submitted plan is also marked with these comments.
Page 1 of the site plan implies that Lonzora L. and Helen Barham are the owners of parcel 55-A-
79, while page 2 names Grace Brethren Church as the property owners. Real estate records
indicate that Grace Brethren Church is the owner of the subject property. Please resolve any
discrepancies regarding the stated owner of the subject property on the site plan.
Please ensure that the engineer's certificate is signed on all final site plan submissions.
3. Please note that the subject property is located within the Stonewall Magisterial District, not the
Shawnee District as indicated on the site plan.
4. Please include the use, zoning, and property identification number (PIN) for all adjoining properties
including those located across the Greenwood Road right-of-way. This includes parcels 55-A-78
and 55-A-78A, which are zoned RP, and parcel 55-A-22, which is zoned RA. Furthermore, please
note that two of the PIN's along the northern property line are incorrect. Finally, please note that
PIN 55-A-94 is not an adjoining property.
5. Please show the location, height, and dimensions of all signs or provide a note specifying that all
signs will conform to the requirements of the zoning ordinance.
6. If applicable, please provide information regarding the location of all outdoor trash receptacles and
their enclosures.
7. Under Number 6 in the General Notes, please state the proposed use for each structure on the
subject parcel.

Please provide information regarding the proposed entrance. Specifically, will the current point
of access which leads to the picnic shelter serve as the location for the planned VDOT entrance
delineated on the site plan? If so, please state this information on the site plan.
10. Please delineate all easements associated with the proposed sanitary and storm sewer lines. Please
provide a note stating that all new utilities, including electric, are to be placed underground.
11. Please note that the stated number of parking spaces (90) does not correspond to the actual number
of spaces on the site plan (88).
12. In the Plant List on Sheet 3, please define the size of the Japanese Holly plants as 36 inches.
In addition, the spacing for the Leyland Cypress plants shall be 8-foot on center.
After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will then need all approved review agency comment sheets and five copies of the
final site plan for approval. Comment sheets are required from the following agencies: the Frederick
County Sanitation Authority, the Frederick County Inspections Department, the Frederick County Engineer,
and the Frederick County Fire Marshal.

Dear John:
Upon review of the subject site plan, we offer the following comments:
Sheet 2 of 5
The construction entrance detail needs to comply with the 1992 Virginia Erosion and
Sediment Control handbook (vesch) specification 3.02 which requires a minimum entrance
length of 70 feet. Also, change the note under the erosion and sediment control measures
section to comply with the 70 foot length requirement. The wash rack will need to be
installed as indicated on your detail.
2. At the time of application for land disturbance permit, a copy of the temporary
construction entrance permit from the Virginia Department of Transportation (VDOT)
shall be submitted to our office.
3. A note under the erosion and sediment control narrative indicates the use of on -site soils
for fill material required under the proposed building and parking areas. Any areas that are
used on -site for borrow material shall have erosion and sediment control measures to
contain erosion run-off on -site. Also, this will effect the total amount of disturbed area on -
site at the time of land disturbance application.

4. Due to the steepness of the terrain of the site and the velocities of run-off, we recommend
using diversion berms with rock check dam outlets in lieu of the specified silt fence. The
berms shall conform to the vesch specification 3.09 and the rock check dams shall
conform to the vesch specification 3.20. Provide details on the plan of these erosion
control measures.
The small drainage area along the north perimeter of the site shall include a sediment trap
to control erosion run-off during construction. Provide a detail in accordance with vesch

specification 3.13 in the area indicated on the plan.
6. The proposed stormwater pond appears to adequately address all county stormwater
requirements. However, since more than three (3) acres drain into Tond, the pond shall be
designed as a temporary sediment basin in conformance to vesch specification 3.14.
Provide details and calculations for the temporary sediment basin. Also, there is a
discrepancy for the proposed outlet structure in the stormwater pond. The site plan
indicates the use of a HDPE pipe and the stormwater report indicates a CMP culvert.
7. The plans indicate placing a maximum of eight (8) feet of fill under a portion of the
building. A geotechnical engineer will need to verify the placement of the controlled fill to
ensure it is placed in conformance with the BOCA building code regarding foundations
and slabs. Place a note on the plan indicating this requirement.
The proposed stormsewer and the stormwater.pond need to be placed in dedicated
drainage easements.
Once these comments are addressed, submit two copies of the site plan for further review.

We have received your revised site plan dated 12/06/99 (received 01/06/00) for the
referenced project. It appears all of our earlier review comments have been
satisfactorily addressed. Please advise the owner of our approval. Also please
provide seven (7) sets of approved construction plans with signed seal for
VDOT distribution.
The appropriate land use permit may now be applied for to cover work within the
Route 656 right-of-way. The permit is issued by this office and will require a minimum
processing fee, surety bond coverage, and the salary & expenses of a State assigned
Inspector.
Once satisfactory application has been made, a permit will normally take approximately
thirty days to process and issue. Should you have any questions, do not hesitate to
call.

Dear John:
I have had the opportunity to review the above referenced site plan submitted to our department on January
6, 2000. The following comments should be addressed and included in a revision of this site plan. The
submitted plan is also marked with these comments.
Page 1 of the site plan implies that Lonzora L. and Helen Barham are the owners of parcel 55-A-
79, while page 2 names Grace Brethren Church as the property owners. Real estate records
indicate that Grace Brethren Church is the owner of the subject property. Please resolve any
discrepancies regarding the stated owner of the subject property on the site plan.
2. Please ensure that the engineer's certificate is signed on all final site plan submissions.
" Please note that the subject property is located within the Stonewall Magisterial District, not the
Shawnee District as indicated on the site plan.
4. Please include the use, zoning, and property identification number (PIN) for all adjoining properties
including those located across the Greenwood Road right-of-way. This includes parcels 55-A-78
and 55-A-78A, which are zoned RP, and par4e155-A-22, which is zoned RA. Furthermore, please
note that two of the PIN's along the northern property line are incorrect. Finally, please note that
PIN 55-A-94 is not an adjoining property.
Please show the location, height, and dimensions of all -signs or provide a note specifying that all
signs will conform to the requirements of the zoning ordinance.
6. If applicable, please provide information regarding the location of all outdoor trash receptacles and
their enclosures.
Z. Under Number 6 in the General Notes, please state the proposed use for each structure on the
subject parcel.

9', Please provide information regarding the proposed entrance. Specifically, will the current point
of access which leads to the picnic shelter serve as the location for the planned VDOT entrance
delineated on the site plan? If so, please state this information on the site plan.
10. Please delineate all easements associated with the proposed sanitary and storm sewer lines. Please
provide a note stating that all new utilities, including electric, are to be placed underground.
14. Please note that the stated number of parking spaces (90) does not correspond to the actual number
of spaces on the site plan (88).
If. In the Plant List on Sheet 3, please define the size of the Japanese Holly plants as 36 inches.
In addition, the spacing for the Leyland Cypress plants shall be 8-foot on center.
After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will then need all approved review agency comment sheets and five copies of the
final site plan for approval. Comment sheets are required from the following agencies: the Frederick
County Sanitation Authority, the Frederick County Inspections Department, the Frederick County Engineer,
and the Frederick County Fire Marshal.
