The checklist below indicates all the information that needs to be submitted as part of the site plan
application. All required information must be submitted prior to the final approval of any site plan.
The Department of Planning and Development will review the application to ensure that it is complete.
If any portion is not included or complete, the site plan application will not be accepted and returned
to the applicant(s).

This letter is to document that Mr. Blaine Wilson is intending to build the proposed 6' board
fence (located at the rear of the site) closer to the rear property line than as specified on the
approved site plan (SP #11-00). (see exhibit 1) The fence is currently specified at the edge
of pavement. Moving the fence closer to the property line will allow the greenspace currently
beyond the fence to be maintained.
(I spoke to Rebecca Ragsdale concerning this matter. Since there is currently no zoning
requirement for fence locations, she suggested documenting the change with a letter for your
files.)

The Frederick County Department of Planning and Development administratively approved the above
referenced plan on January 3, 2002. The site plan meets all requirements for development in the M1
Zoning District. Currently, there are no adverse comments by any of the required review agencies. Any
future comments by these agencies should be addressed promptly. I have provided a list of the primary
features of this development below:
Phase L- * Construction of a 5,592-square foot office/warehouse building
* Establishment of an outdoor storage area with the installation of a 6' board- on-
board fence
* Phase I parking lot with 15 paved & striped parking spaces (including two
handicap spaces)
Phase II: * Conversion of existing house to an office building
(A new site plan will be submitted by the owner at a later date. In the meantime,
the existing house/dwelling is not permitted to be occupied by any person other
than an employee of the property)
Phase HT * Construction of a 12, 000-square foot office/warehouse building
* Phase III parking lot with 48 paved parking spaces (including two handicap
spaces)
*Note: The standards of the Zoning Ordinance as of the date the site plan was submitted,

We have received your revised site plan dated November 30, 2001 for the referenced
project. It appears all of our earlier review comments have been satisfactorily
addressed. Please advise the owner of our approval. Also please provide six (6)
sets of approved construction plans with signed seal for VDOT distribution.
The appropriate land use permit may now be applied for to cover work within the
Route 645 right-of-way. The permit is issued by this office and will require a minimum
processing fee, surety bond coverage, and the salary & expenses of a State assigned
Inspector.
Once satisfactory application has been made, a permit will normally take approximately
thirty days to process and issue. Should you have any questions, do not hesitate to

A VDOT review has been completed on the revised site plan dated November 5, 2001 for the
referenced project. Our comments follow and are shown in red on the plan sheets.
Please note VDOT comments in letter dated October 20, 1999 and subsequent approval dated
February 4, 2000. In order to maintain current standards, address potential revisions for VDOT
Route 645 some comments on October 20, 1999 should be revised on the plan:
• Item #3: Bituminous Asphalt to be utilized to the radii returns. Should be: 1 1/2
SM-12.5A, 3" BM-25.0, 8" Type I 21-B Aggregate.
• Item #4: The proposed force main crossing Route 645 should be accomplished by
jack/bore. If jack/bore fails, then open trench method in accordance with Subsequent
Special Provisions and Figure 1 (copy attached for placement onto plan sheet) may be used.
• Current (02/01/01) standard detail for CG-12 should be shown on the plan. CG-12A,
CG-12B or CG-12C as appropriate for site condition (copy attached).
When all the above comments have been addressed and a revised plan is available, please
provide one copy of revised plan to this office for VDOT review.

Dear Jeremy,
Enclosed you will find the revised plans for Site Plan #11-00 Wilson Properties, L.L.C.
After further discussion with Mr. Wilson the revisions were made at his request as well as to
satisfy your comments for approval of this project. I have addressed your comments as
follows:
1) Landscaping: Landscaping was not provided due to the fact that landscaping was not
required in the M-1 zoning district at the time this Site Plan was approved originally. It is
understood that any additional parking areas that may be proposed in future phased will be
required to meet the current zoning ordinances.
The parking area was consolidated to achieve a more circular traffic flow as suggested.
The access lane to the rear of the Phase 1 building will remain gravel since no parking is
proposed in that area.
2) Screening: A 6' high board fence and gate is proposed to enclose the gravel storage area
adjacent to the Phase 1 building, as required by Zoning Ordinace 165-33 A. The 6' fence
and full vegetative screen was not provided around the area adjacent to Parcel A. This area
will remain greenspace to fulfill the 25% greenspace requirement.
3) Outdoor Storage Areas: The gravel access road for the proposed gravel storage area was
widened to 24' as requested.
The proposed storage areas have been labeled appropriately.
4) Open Space Calculations: The Greenspace Calculations have been adjusted and revised.
(See Sheet 1/4).
5) Rear/Side Parking Area: The parking areas have been consolidated to better suit the
needs of the owner and provide more efficient traffic flow.
6) Phase II Office Building: The area around the existing building has been labeled as Phase
II offices and parking. A Site Plan for this phase shall be submitted for approval prior to any
construction that may take place concerning this area.
7) Phase III Warehouse Units: The six -unit building has been labeled as Phase III and
Phase III parking was labeled.
8) Parking Calculations: The parking calculations have been adjusted to reflect the changes
made.

I had the opportunity to review the site plan that you prepared for Mr. Wilson of Wilson Properties,
L.L.C. This letter details my review comments concerning the subject development. There are
several changes that are required prior to approval. Furthermore, I have spoken with Mr. Wilson and
he has requested that I inform you to make a few changes on his behalf as well. Below you will find
a list of my comments. I hope to review these comments with you in the meeting I have scheduled
for October 16, 2001.
Review Comments:
(1) Landscaping. Please provide deciduous tree plantings on the site plan as shown on the

this, please remove the four parking spaces shown on the plan and create a drive lane and

I have had the opportunity to review the revisions submitted for the above -referenced site plan. The following
comments should be addressed and included in revision of this site plan.
In accordance with Section 165-27.e(12), sidewalks shall be provided as necessary within parking lots
to protect pedestrians and promote the safe and efficient movement of pedestrians and vehicles. It is
staffs contention that the proposed sidewalks are inadequate to achieve the intent of this section.
Sidewalks should be provided around the perimeter of the building on Parcel B to facilitate the safe
and efficient movement of pedestrians. In addition, sidewalks should be extended to facilitate
movement between the two parcels.
Please identify the location of the shared access easement to be recorded.
Please insure that the hatched area indicating the prime and seal pavement extends throughout the
parking area. Specifically, the entire entrance to Parcel A and the aisle of eight parking spaces on
Parcel B must be paved.
After you have revised the site plan, please resubmit one copy so that I may verify the information contained
on the plan. I will then need all approved review agency comment sheets and five copies of the final site plan
for approval. Comment sheets are still needed from the Winchester Regional Airport.

I have had the opportunity to review the above -referenced site plan submitted to our department on
March 13, 2000. The following comments should be addressed and included in a revision of this site
plan. The submitted plan is also marked with these comments.
1. Please provide a listing of all conditions placed on this site as a result of Rezoning Application
4012-98 (approved on October 26, 1998).
2. Please insure that all owner information and parcel area data are accurate. Based on the
recorded subdivision plat for Parcels A and B, it appears as though the total acreage stated
in Number 5 of the General Notes is incorrect. Furthermore, real estate records indicate that
Parcel A is owned by Mr. Ray Fadely, while Parcel B is owned by Mr. Blaine Wilson. I have
supplied a copy of the recorded subdivision plat for your use.
Please note that the location map incorrectly identifies Route 522 South as Front Royal Road
instead of Front Royal Pike.
4. Please attach the correct property identification numbers to each adjoining property owned
by the Winchester Regional Airport and state their current use and zoning.
In the site data, please state the acreage of Parcels A and B on the site plan and provide their
property identification numbers.
Number One of the General Notes states that both parcels are currently used for residential
purposes. However, site inspection appears to indicate that Parcel A is currently vacant.
Please insure that the current use of the property is correctly stated.

7. Please extend the sidewalk around the perimeter of the building on Parcel B to facilitate the
safe and efficient movement of pedestrians. In addition, sidewalks should be extended to
facilitate movement between the two parcels. Please refer to the mark-up plan for details
regarding the location of the sidewalk extensions.
8. Please provide the location, height, and dimensions of all signs (excluding handicap sign
specifications). If the nature of signage for the site is unknown, please provide a note stating
that all signage will conform to the standards specified in Section 165-30 of the Frederick
County Zoning Ordinance.
9. If proposed, please provide the location, height, and specifications of all outdoor lighting
fixtures. If no outdoor lighting is proposed, please provide a statement to that effect.
10. If proposed, please provide information regarding the location of an outdoor trash receptacle.
If no such feature is proposed, please provide a statement to that effect.
11. Number Five of the General Notes states that the proposed height for the building on Parcel
A is 12'; however, the building height stated on Sheet 2 is 32'. Please resolve this
discrepancy.
12. Numbers One and Five of the General Notes state that the proposed square footage of the
building on Parcel B is 12,850. However, the square footage stated in the parking
requirement and the building footprint is 12,000. Please resolve this discrepancy.
13. Please note that one accessory dwelling is permitted under Section 165-26. C. of the Frederick
County Zoning Ordinance. Currently there are two accessory dwellings on the property, the
one-story brick dwelling and the trailer.
14. Please show the location of all existing entrances on Airport Road within 200 feet of the
proposed entrance.
15. Prior to site plan approval, an access easement addressing the joint use and maintenance of
the shared private driveway must be recorded.
16. Please note that two parking spaces are required for the accessory dwelling.
17. Please provide a note insuring the underground placement of all new utilities.
18. Please provide information regarding the location and nature of fire lanes, hydrants, and all
other requirements of the Frederick County Fire Marshal.

19. Please insure that Part Three of Note Number Four under the FCSA Construction Notes
reads as intended.
20. Please insure that a correct FAR calculation is provided for each parcel.

of the final site plan for approval. Comment sheets are required from the following agencies: the
Virginia Department of Transportation, the Frederick County Sanitation Authority, the Frederick
County Inspections Department, the Frederick County Engineer, the Frederick County Fire Marshal

Dear Mark:
As you know, a preliminary review has been conducted of the above referenced site plan. That
review included a stipulation for the paving of the proposed motor vehicle parking lot. Your
company has questioned the need for paving this area if the area is to be deemed an outdoor storage
or holding area for tractor truck trailers awaiting use. It is stairs determination that the proposed
gravel area is in fact a parking area. Section 165-33, outdoor storage and processing, specifies that
outdoor storage requirements do not apply to motor vehicle parking and loading areas. By definition,
a tractor truck is any motor vehicle designed and used primarily for drawing other vehicles.
Additionally, a tractor truck trailer is the portion of that motor vehicle which possesses no motive
power. Hence, the storage of tractor truck trailers, as proposed, is classified as motor vehicle parking
and is, therefore, subject to the standards by which all parking lots in industrial parks are governed.
A case may also be made for considering this an area where the loading of commercial or industrial
vehicles occurs. Therefore, the standards for loading areas could reasonably apply. Please refer to
the definition of loading areas and the requirements for parking areas when determining the direction
you wish to pursue.
