application. The Department of Planning & Development will review the application to ensure that it is

EXECUTIVE SUMMARY
This Traffic Impact Analysis (TIA) examined the potential traffic impact of the proposed "Frederick
County Fourth Middle School" upon the future area road network. The public school "site", located on the
east side of Rt.522 (Front Royal Pike) in eastern Frederick County, is under site plan review for a 850-
student capacity public middle school, scheduled to open in Fall 2004.
This TIA analyzed existing (Year 2003) and "worst -case" future (Year 2004) AM and PM peak hour
traffic conditions at two (2) key intersections (one existing and one proposed) along Rt.522 (Front Royal
Pike). Proposed "worst -case" land uses and associated traffic for the Frederick County Fourth Middle
School "site", as well as three (3) "other" nearby developments, are included in the future traffic volumes.
Traffic impact was determined by comparing, via standard intersection capacity analyses, the future
"background" (without site -generated traffic) and future "total" (with site traffic) intersection conditions.
Daily traffic (VPD) volumes were also provided for the roadway sections adjacent to the proposed
residential site. All scope, methodology, and assumption parameters within this TIA are in strict
adherence to those set by VDOT and County staff at a scoping meeting on November 25, 2002 and
affirmed in a December 20, 2002 "scoping confirmation" letter and subsequent correspondence.
Existing intersection analyses show that the signalized "key" intersection (at Rt.522/Paper Mill Rd.)
currently operates at a "very good" (LOS=B) Level of Service during the AM peak hour and a "good, yet
still acceptable" (LOS=C) Level Of Service during the PM peak Dour.
After "growing" existing traffic to Fall 2004 levels and adding traffic associated with three (3) "other" area
developments, future Year 2004 "Background" (without site traffic) volumes were analyzed. The Year
2004 "Background" intersection capacity analyses show that the signalized "key" intersection (at
Rt.522/Paper Mill Rd.) will remain at a "very good" (LOS=B) Level Of Service during the AM peak hour,
but degrade to an "unacceptable" (LOS=D) Level Of Service in the PM peak hour. With optimized signal
timing, this LOS can be returned to "acceptable" (LOS=C) conditions in the PM peak hour. When
optimized, the AM peak hour would remain at LOS=B.
The Frederick County Fourth Middle School site is proposed to access Rt.522 with a two (2)-lane access
road intersecting Rt.522 with a new "T" intersection located approximately 1,000 feet south of the
signalized Rt.522/Paper Mill Rd. intersection. As a "worst -case" scenario (with a maximum student
capacity of 850 students), the Frederick County Fourth Middle School "site" is expected to generate 1,233
one-way vehicle -trips (617 vehicles visiting the site) per day with 383 (AM peak hour) and 247 (PM peak
hour) vehicle -trips.
The future Year 2004 "Total" (with site traffic) intersection analyses reveal that the addition of the
"worst case" site traffic will not cause Any traffic impact at the signalized "key" intersection (at
Rt.522/Paper Mill Rd.). This intersection will remain at "very good" (LOS=B) Levels Of Service in the
AM peak hour and "good/acceptable" (LOS=C) Level Of Service during the PM peak hour -- same as the
optimized "background" Levels Of Service. The proposed unsignalized (stop sign controlled) site entrance
(Rt.522/Site Access Rd.) intersection will also operate at "good/acceptable" (LOS=C) and safe Levels Of
Service during both the AM & PM peak hours.
Since no chances in Levels Of Service (LOS) have been measured within the HCS intersection capacity
analyses, no traffic impact caused by the "site" traffic has been detected. Therefore, based on this analysis
no "mitigation measures" are warranted or recommended.
However, further detailed "Traffic Signal Warrant Analysis" (per the Millennium MUTCD) weakly
indicates that the installation of a traffic signal at the proposed Rt.522/Site Access Road intersection may
warrant further consideration. The final determination of this rests with the VDOT traffic engineer.
Based upon the assumed "scoped" parameters, the analytical evaluations and comparisons within this TIA
have shown that "worst case" traffic associated with the proposed "Frederick County Fourth Middle
School' can be accommodated within the road network providing safe operating conditions at acceptable
Levels Of Service during both weekday peak hours.
INTRODUCTION

Methodology
The AM/PM peak hour analyses and evaluations of all signalized and unsignalized intersections
are in accordance with 2000 Highway Capacity Manual (HCM) methodology (overall intersection
"acceptable" @ minimum LOS "C"). All weekday trip generation rates are based on the ITE Trip
Generation Manual (6th Edition) -- 1997. Future trip distributions are based on provided existing
turn movement distributions and/or market area considerations. Gravity -based computer modeling
is utilized for determining any distributional adjustments (diversions) due to changes in the
roadway network or market conditions.
Assumptions
The following general assumptions, agreed by VDOT & County staff at the pre -analysis scoping
meeting, are incorporated within this study (see Appendix A for more detail):
- Non -phased public use development (buildout: Fall, 2004)
- One (1) site access scenario to be tested:
-- New site access road on Rt.522 opposite (future) realigned Paper Mill Rd. (Rt.644)
(2-lane access road with two egress approach lanes @ Rt.522 — 1 lane for each turn)
- One (1) site trip generation scenario w/following use:
-- 850-student capacity public middle school
- AM and (commuter) PM classified peak period traffic counts required at one (1) intersection
-- Rt.522/Paper Mill Rd. (Rt.644) -- signalized

' EXISTING 2003 TRAFFIC CONDITIONS
Area Roadway Network
The study area, as outlined by County Planning staff at the scoping meeting, includes Rt.522
(Front Royal Pike) and Paper Mill Rd. (Rt.644). Descriptions of these roads follow:
• Rt.522 (Front Roval Pike): Rt.522 is a four (4) lane arterial traversing in a north -south
direction between U.S.50 to the north and I-66 to the south. Rt.522, within the immediate study
' area, currently has 12-foot travel lanes with a two-way, left turn lane in the center of the
undivided road with gravel shoulders and good -to -excellent geometries. Within the study area,
this road has a 55 mph posted speed limit.
• Paper Mill Rd. (Rt.644): Paper Mill Road is currently an east -west, two (2)-lane collector
facility within the study area connecting the City of Winchester to the west and Rt.522 to the
east. This roadway facility exhibits 11-foot width travel lanes with fair -to -good geometries and
' an unposted speed limit within the study area.

Existing 2003 Intersection/Link Traffic Volumes
Existing AM and PM peak period turn movement traffic counts for the one (1) existing key
intersection (Rt.522/Paper Mill Rd.) were collected by VETTRA Company personnel on
Thursday, January 9, 2003 -- see Appendix B for the traffic count data sheets. Figure 2 presents
the Existing 2003 AM/PM Peak Hour traffic volumes. The AM peak hour occurred 7:30-8:30am
with the PM peak hour measured from 4:30-5:30pm. The latest available (2001) VDOT two-way
24-hour traffic counts show approximately 12,000 vpd (vehicles per day) on Rt.522 and about
6,300 vpd on Paper Mill Rd. within the study area. Using a five (5) percent annual growth rate,
these daily volumes would calculate to 2003 volumes of approximately 12,900 vpd on Rt.522 and
6,770 vpd on Paper Mill Road.
A spot speed survey was conducted for the section of Rt.522 south of Paper Mill Road -- near the
proposed "site" access road. Speed data for this section of Rt.522 shows that the 55 mph speed
limit is commensurate with the measured speeds of: 54mph (median), 53.6mph (average), and
59mph (85"' percentile). Appendix B includes the spot speed survey data sheet.
DMV/VDOT accident records for the section of Rt.522 just south of and including the intersection
at Paper Mill Rd. -- near the "site" frontage -- show only four (4) non -injury accidents for the 34-
month period of January 1, 2000 through October 31, 2002 — see Appendix B for the accident
report printout.
Existing 2003 Intersection Capacity Analysis
Based on the above intersection volumes as well as existing geometric conditions, the existing
signalized Rt.522/paper Mill Rd. intersection were subjected to the Highway Capacity Manual
(HCM) capacity analysis via the latest Highway Capacity Software (HCS) modules. Figure 3 and
Table 1 present the results of the capacity analyses, showing the computed Levels Of Service
(LOS) and vehicular delays for the AM and PM peak hours at the subject intersection. Appendix
C provides general LOS information and criteria while Appendix D includes the HCM Summary
Worksheets for both peak hours at the existing intersection.
Existing intersection analyses show that the signalized "key" intersection (at Rt.522/Paper Mill
Rd.) currently operates at a "very good" (LOS=B) Level of Service during the AM peak hour and a
"good, yet still acceptable" (LOS=C) Level Of Service during the PM peak hour.

FUTURE "BACKGROUND" TRAFFIC CONDITIONS (Year 2004)
Planned Roadway Network
In accordance with the latest Frederick County Comprehensive Plan, Virginia Department of
Transportation (VDOT) Six -Year Primary and Secondary Road Plans, and as directed by County
Planning staff, the future Year 2004 area roadway network was assumed to be the same as the
existing network, with the exception of a new traffic signal at the Rt.522/Airport Rd. intersection.
No other public or private projects are programmed for the road network within the study area.
Traffic Growth Trends/"Grown" Traffic Volumes
In order to project future traffic volumes, the existing volumes are traditionally "grown", or
factored up, to the future year. Year 2003 "existing" turn movement volumes were factored up to
Year 2004 "Background" levels utilizing data as provided by VDOT. As directed by staff, a five
(5) percent annual growth rate was assumed for the roads within the study area.
Figure 4 presents the Year 2004 "Grown" AM/PM peak hour turn movement volumes derived
from the factored Year 2003 "Existing" volumes, based on the above average annual growth rate,
compounded to the future year.
"Other" Planned Developments
Three (3) "other" planned/approved development projects within the vicinity, a warehousing
distribution center and two (2) residential subdivisions are to be located along the Rt.522 corridor
near the study area, was identified by staff. The purpose of identifying and analyzing "other"
developments is to add the traffic associated with each of these development projects to the future
"grown" traffic volumes. The addition of the "grown" and "other" traffic to the road network
comprises the future "background" traffic. Figure 5 presents the Year 2004 "Other" AM/PM peak
hour turn movement volumes associated with the "other" development projects. Table 2 presents
the assumed Fall 2004 land uses and trip generation data for these projects.
Future "Background" Traffic Volumes
The summation of the Yr. 2004 "grown" plus "other" development traffic comprises the future
"background" traffic volumes — as shown on Figure 6. Two-way, daily traffic projections for the
adjacent roadways are also provided.

Future "Background" Intersection Capacity Analysis
The "Background" traffic volumes, with assumed geometrics, were subjected to the HCM
signalized intersection capacity analysis methods. Table 3 and Figure 7 present the results of the
capacity analyses, showing the computed Levels Of Service (LOS) and vehicular delays at the one
(1) "background" intersection. Appendix E provides the AM/PM Peak Hour HCM Summary
Worksheets for the analyzed intersection at Year 2004 "Background" conditions. All future HCM
analyses in this TIA utilize default variables where appropriate.
After "growing" existing traffic to Fall 2004 levels and adding traffic associated with three (3)
"other" area developments, future Year 2004 "Background" (without site traffic) volumes were
analyzed. The Year 2004 "Background" intersection capacity analyses show that the signalized
"key" intersection (at Rt.522/Paper Mill Rd.) will remain at a "very good" (LOS=B) Level Of
Service during the AM peak hour, but degrade to an "unacceptable" (LOS=D) Level Of Service in
the PM peak hour. With optimized signal timing this LOS can be returned to "acceptable"
(LOS=Q conditions in the PM peak hour. When optimized the AM peak hour would remain at
LOS=B.

PROPOSED "FREDERICK CO. FOURTH MIDDLE SCHOOL" SITE DEVELOPMENT
Site Development Plan/Access
The Frederick County Fourth Middle School "site" is proposed for a "worst case" maximum of
850 students with sole access to Rt.522 via a new two (2)-lane "Site Access Road". Figure 8
represents the "Frederick County Fourth Middle School" General Development Plan.
The "site access road" is proposed to intersect with Rt.522 at a new "T" intersection located
approximately 1,000 feet south of the Rt.522/Paper Mill Rd. intersection. No interparcel access is
also afforded with the proposed middle school at Fall 2004.
Development Densities
The "Frederick County Fourth Middle School" is scheduled to open in Fall 2004. Table 4
provides an itemization of the site's proposed "worst -case" land use and development densities.
Site Trip Generation
Table 4 also presents the calculated Year 2004 Daily and Peak Hour (AM/PM) trip generations for
the proposed "Frederick County Fourth Middle School" development. These calculations are
based on the ITE Trip Generation !Manual - Sixth Edition (1997) average trip rates.
As a "worst -case" scenario (with a maximum student capacity of 850 students), the Frederick
County Fourth Middle School "site" is expected to generate 1,233 one-way vehicle -trips (617
vehicles visiting the site) per day with 383 (AM peak hour) and 247 (PM peak hour) vehicle -trips.
Site Trip Distribution
Year 2004 site -generated trips were assigned to the road network based on distributions provided
' by the applicant per the student and employee market area. Generalized "site" trip distributions
are shown on Figure 9.
1 Site Traffic Volumes
Based on the abovementioned site trip generation and distributions, site traffic volumes are
' assigned to the roadway network. Figure 10 shows the Year 2004 site -related AM/PM Peak Hour
Traffic Volumes.

Future "Total" Traffic Volumes
By totaling the future "background" (Figure 6) and "site" (Figure 10) traffic volumes, future
"total" volumes are developed. Figure 11 shows the Yr. 2004 "Total" AM/PM peak hour
volumes, as well as two-way, daily traffic estimates for the adjacent roadways.
Future "Total" Intersection Capacity Analysis
These "Total" traffic volumes, with assumed geometries, were again subjected to the HCM
intersection capacity analysis procedures (as conducted for "background" conditions). Table 5
presents the results of the analyses showing the computed Levels Of Service (LOS) and vehicular
delays for the AM/PM peak hours at the analyzed intersections. Figure 12 presents this LOS
information in graphic format. Appendix F includes the Year 2004 AM/PM Peak Hour HCM
Summary Worksheets. To fairly compare the effect of site trips (i.e. "Background" vs. "Total"
conditions) on the analyzed intersections/links, the "Total" HCM computations used identical
parameters, geometry, etc. -- only the volumes were changed to compute "Total" LOS's.
The future Year 2004 "Total" (with site traffic) intersection analyses reveal that the addition of
the "worst case" site traffic will not cause any traffic impact at the signalized "key" intersection (at
Rt.522/Paper Mill Rd.). This intersection will remain at "very good" (LOS=B) Levels Of Service
in the AM peak hour and "good/acceptable" (LOS=C) Level Of Service during the PM peak hour -
- same as the optimized "background" Levels Of Service. The proposed unsignalized (stop sign
controlled) site entrance (Rt.522/Site Access Rd.) intersection will also operate at
"good/acceptable" (LOS=C) and safe Levels Of Service during both the AM & PM peak hours.

INCREMENTAL IMPACT ANALYSIS
By comparing the "Background" intersection LOS's (Table 3) against the "Total" intersection
LOS's (Table 5), the differences in Levels Of Service at the analyzed intersection at Rt.522/Paper
Mill Rd. can be easily seen. Table 6 provides a side -by -side comparison of the Year 2004
Summary of "Background" vs. "Total" LOS's for the analyzed intersection.

RECOMMENDED IMPACT MITIGATION MEASURES
Since no changes in Levels Of Service (LOS) have been measured within the HCS intersection
capacity analyses, no traffic impact caused by the "site" traffic has been detected. Therefore,
based on this analysis no "mitigation measures" are warranted or recommended.
TRAFFIC SIGNAL WARRANT ANALYSIS
Detailed "Traffic Signal Warrant Analysis" (per the Millennium MUTCD) weakly indicates that
the installation of a traffic signal at the proposed Rt.522/Site Access Road intersection may
warrant further consideration. Based on the projected Fall 2004 turn movement volumes for the
Rt.522/Site Access Road during the analyzed 13-hour period, and of the eight (8) possible
warrants for a traffic signal, only two (2) warrants were "met". Only one (7-8am) hour of the 13
hours analyzed "met" the two (2) warrants, thus deeming the outcome of this warrant study
somewhat "weak" — see Appendix G for the projected traffic volumes and Warrant Summary
Printout. As shown above, the HCS capacity analyses show that both "worst -case" peals hours at
this intersection will operate at "good/acceptable" and safe Levels Of Service without a signal.
However, as with all signal warrants, the final determination of this study rests with the
appropriate VDOT traffic engineer.
CONCLUSIONS
Traffic impact via intersection capacity analysis has been analyzed for existing 2003 and future
Year 2004 conditions - "Background" (without site traffic) and "Total" (with site traffic). Based
upon the assumed "scoped" parameters, the analytical evaluations and comparisons within this
TIA have shown that the proposed development of the "Frederick County Fourth Middle School"
can be accommodated within the road network provide safe operating conditions at acceptable
Levels Of Service during both weekday peak hours.

As agreed, I am providing you this confirmation letter reiterating the parameters developed during our TIA
Scoping meeting held on November 25, 2002 at the School Board's office. In accordance with current VDOT
TIA Requirements and the meeting, the following parameters for the TIA of the proposed middle school to be
located east of Rt.522 and south of Paper Mill Rd. (Rt.644) in Frederick County have been established:
I. General
- Non -phased public use development (buildout: Fall, 2004)
- One (1) site access scenario to be tested:
• New site access road on Rt.522 opposite (future) realigned Paper Mill Rd. (Rt.644)
(2-lane access road with two egress approach lanes @ Rt.522 — 1 lane for each turn)
- One (1) site trip generation scenario w/following use:
• 850-student capacity public middle school
- AM and (commuter) PM peak period traffic counts required at one (1) intersection
(w/vehicular classification):
• Rt.522/Paper Mill Rd. (Rt.644) -- sigiralized
- No 24-hour link counts required -- (24-hr. link counts per latest available VDOT counts)
- Existing AM and Commuter PM peak hour HCM LOS analyses required:

Level of Service for Signalized Intersections
Level of service for signalized intersections is defined in terms of delay.
Delay is a measure of driver discomfort, frustration, fuel consumption, and
lost travel time. Specifically, Level -Of -Service criteria are stated in terms
of the average stopped delay per vehicle for a 15-minute analysis period.
The criteria are given in Table 9-1.
• Level -Of -Service A (LOS=A) describes operations with very low delay, i.e.,
less than 10.0 seconds per vehicle. This occurs when progression is
extremely favorable, and most vehicles at -rive during the green phase.
Most vehicles do not stop at all. Short cycle lengths may also contribute
to low delay.
• Level -Of -Service B (LOS=B) describes operations with delay in the range
of 10.1 to 20.0 seconds per vehicle. This generally occurs with good
progression and/or short cycle lengths. More vehicles stop than for
LOS=A, causing higher levels of average delay.
• Level -Of -Service C (LOS=C) describes operations with delay in the range
of 20.1 to 35.0 seconds per vehicle. These higher delays may result from
fair progression and/or longer cycle lengths. Individual cycle failures may
begin to appear in this level. The number of vehicles stopping is
significant at this level, although many still pass through the intersection
without stopping.
• Level -Of -Service D (LOS=D) describes operations with delay in the range
of 35.1 to 55.0 seconds per vehicle. At LOS=D, the influence of
congestion becomes more noticeable. Longer delays may result from
some combination of unfavorable progression, long cycle lengths, or high
v/c ratios. Many vehicles stop, and the proportion of vehicles not stopping
declines. Individual cycle failures are noticeable.
• Level -Of Service E (LOS=E) describes operations with delay in the range
of 55.1 to 80.0 seconds per vehicle. This is considered to be the limit of
acceptable delay. These high delay values generally indicate poor
progression, long cycle lengths, and high v/c ratios. Individual cycle
failures are frequent occurrences.
• Level -Of Service F (LOS=F) describes operations with delay in excess of
80.0 seconds per vehicle. This is considered to be unacceptable to most
drivers. This condition often occurs with oversatu ration, i.e., when arrival
flow rates exceed the capacity of the intersection. It may also occur at
high We ratios below 1.00 with many individual cycle failures. Poor
progression and long cycle lengths may also be major contributing causes
to such delay levels.

FREEWAYS
General descriptions of operating conditions for each of the
levels of service are as follows:
1. Level -of -service A —Level A describes primarily free flow
operations. Average travel speeds near 60 mph generally prevail
on 70-mph freeway elements. Vehicles are almost completely
unimpeded in their ability to maneuver within the traffic stream.
The average spacing between vehicles is about 440 ft, or 22 car -
lengths, with a maximum density of 12 pc/mi/In. This affords
the motorist a high level of physical and psychological comfort.
The effects of minor incidents or breakdowns are easily absorbed
at this level. Although they may cause a deterioration in LOS
in the vicinity of the incident, standing queues will not form,
and traffic quickly returns to LOS A on passing the disruption.
2. Level -of -service B—Level B also represents reasonably
free -flow conditions, and speeds of over 57 mph are maintained
on 70-mph freeway elements. The average spacing between ve-
hicles is about 260 ft, or 13 car -lengths, with a maximum density
of 20 pc/mi/ln. The ability to maneuver within the traffic
stream is only slightly restricted, and the general level of physical
and psychological comfort provided to drivers is still high. The
effects of minor incidents and breakdowns are still easily ab-
sorbed, though local deterioration in service would be more
severe than for LOS A.
3. Level -of -service C—Level C provides for stable operations,
but flows approach the range in which small increases in flow
will cause substantial deterioration in service. Average travel
speeds are still over 54 mph. Freedom to maneuver within the
traffic stream is noticeably restricted at LOS C, and lane changes
require additional care and vigilance by the driver. Average
spacings are in the range of 175 ft, or 9 car -lengths, with a
maximum density of 30 pe/mi/ln. Minor incidents may still
be absorbed, but the local deterioration in service will be sub-
stantial. Queues may be expected to form behind any significant
blockage. The driver now experiences a noticeable increase in
tension due to the additional vigilance required for safe oper-
ation.
4. Level -of -service D—Level D borders on unstable flow. In
this range, small increases in flow cause substantial deterioration
in service. Average travel speeds of 46 mph or more can still
be maintained on 70-mph freeway elements. Freedom to ma-
neuver within the traffic stream is severely limited, and the
driver experiences drastically reduced physical and psycholog-
ical comfort levels. Even minor incidents can be expected to
create substantial queuing, because the traffic stream has little
space to absorb disruptions. Average spacings are about 125 ft,
or 6 car -lengths, with a maximum density of 42 pe/mi/ln.
5. Level -of -service E—The boundary between LOS D and
LOS E describes operation at capacity. Operations in this level
are extremely unstable, because there are virtually no usable
gaps in the traffic stream. Vehicles are spaced at approximately
80 ft, or 4 car -lengths, at relatively uniform headways. This,
however, represents the minimum spacing at which stable flow
can be accommodated. Any disruption to the traffic stream,
such as a vehicle entering from a ramp, or a vehicle changing
lanes, causes following vehicles to give way to admit the vehicle.
This condition establishes a disruption wave which propagates
through the upstream traffic flow. At capacity, the traffic stream
has no ability to dissipate even the most minor disruptions. Any
incident can be expected to produce a serious breakdown with
extensive queuing. The range of flows encompassed by LOS E
is relatively small compared to other levels, but reflects a sub-
stantial deterioration in service. Maneuverability within the
traffic stream is extremely limited, and the level of physical and
psychological comfort afforded to the driver is extremely poor.
Average travel speeds at capacity are approximately 30 mph.
6. Level -of -service F—Level F describes forced or breakdown
flow. Such conditions generally exist within queues forming
behind breakdown points. Such breakdowns occur for a number
of reasons:
a. Traffic incidents cause a temporary reduction in the ca-
pacity of a short segment, such that the number of vehicles
arriving at the point is greater than the number of vehicles that
can traverse it.
b. Recurring points of congestion exist, such as merge or
weaving areas and lane drops, where the number of vehicles
arriving is greater than the number of vehicles traversing the
point.
c. In forecasting situations, any location presents a problem
when the projected peak hour (or other) flow rate exceeds the
estimated capacity of the location.
It is noted that in all cases, breakdown occurs when the ratio
of actual arrival flow rate to actual capacity or the forecasted
flow rate to estimated capacity exceeds 1.00. Operations at such
a point will generally be at or near capacity, and downstream
operations may be better as vehicles pass the bottleneck (as-
suming that there are no additional downstream problems). The
LOS F operations observed within a queue are the result of a
breakdown or bottleneck at a downstream point. The designa-
tion "LOS F" is used, therefore, to identify the point of the
breakdown or bottleneck, as well as the operations within the
queue which forms behind it.
The extent of queuing, and the delays caused by queuing, are
of great interest in the analysis of congested freeway segments.
Chapter 6 contains a methodology for estimating the queue
length and delays behind a bottleneck with known arrival and
discharge rates. The procedure allows a rough quantification of
the extent of congestion created by a LOS F situation.
BASIC RELATIONSHIPS
Maximum Service Flow Rate Per Lane
Table 3-1 presents criteria for maximum service flow rate,
MSF, under ideal conditions, for 70-mph, 60-mph, and 50-mph
design speed elements. These values are computed from the
volume -to -capacity ratios, v/c, as follows, then rounded to the
nearest 50 pcphpl.

(v/c), = maximum volume -to -capacity ratio associated with

mph freeway elements, 1,900 pcphpl for 50-mph free-
way elements; the value of c, is synonymous with the
maximum service flow rate for LOS E in Table 3-1.

Technical Review Committee Presentation
December 12, 2002
Project Sunimmy
Frederick County Public Schools intends to construct their fourth middle school on a 30.5 acre
parcel located off Route 522, Front Royal Pike, south of Winchester. The site is in the Russell
Property which is located to the east of Route 522 approximately behind the Shenandoah Mobile
Home Park. Currently the site is accessed from Laurelwood Drive, but that will not be the access for
the site following development. A new access road is planned which will intersect Route 522 at the
Shenandoah Mobile Home Park.
The school building will be 159,198 square feet as a base bid. However, with the proposed auxilliary
gym which is to be bid as an alternate, the total square footage will be 166,572 square feet. In addition
to the school building, the entire site development will include:
• parking lot and drop off loop
• bus loop to serve 20 buses
• overnight parking for approximately 26 buses
• 6 lane ruruling track
• 2 long jump events, 1 high jump event, 1 shot-put event, and 1 discuss event
• football field (inside track)
• bleachers and concession building at track / football field
• 2 paved play areas (100' x 120' each) with basketball goals
• 1 softball / baseball field
• 1 soccer field
Planning Issues
The existing zoning of the parcel (and entire Russell property) is Rural Areas (RA); a school is a "by
right" use within this district. The minimum lot size and setback requirements have been satisfied with
the proposed site plan.
This school building is being designed under the 1996 BOCA code rather than the upcoming
International Building Code (IBC) which is expected to be adopted by Virginia in the future.
Based upon our discussions with the planning department, it is agreed that the building height will be
interpreted according to the BOCA code; by this interpretation, which measures to the midpoint of
sloped roofs, our maximum building height is within the height restriction ordinance for this district.

VDOT Road Issues
There was a preliminary road design meeting on November 25, 2002 during which owners and
designers met with the Planning Department and VDOT to discuss the specifics of the proposed road.
In summary, the road was determined to be a major collector that is included in the county's
Comprehensive Plan. The road will be constructed according to the needs of the school at this time,
with an 80' wide right-of-way for future improvements as the road is extended and widened for
development. A traffic impact analysis is currently underway to determine what improvements, if any,
will be necessary at the proposed intersection with Front Royal Pike.
{Water and Server Issues
Currently there is an existing 12" water main which runs down Front Royal Pike. Our preliminary
proposal is to tee off of that 12" main, and run a new 12" main line along the new access road. An 8"
water line will tap off this 12" main to serve the school's domestic and fire service needs. A line will run
around the school building to provide fire hydrants at the proper spacing; this line, however, will not
complete a closed -loop.
The sanitary sewer will exit the building to the north where it will leave the site, crossing through the
Russell property, and tapping into an existing sewer line which runs down to an existing pump station.
This pump station is being analyzed to verify that it does have adequate capacity to handle the
additional loading of a middle school.
Storm ll'ater and Erosion Control Issues
The site is situated on a relatively level "hill top" which translates into almost no offsite drainage draining
through the site. This will make it reasonably easy to implement erosion control measures.
The site plan includes a proposed stormwater management basin in order to address the statewide
minimum storinwater standards.
Fire Alarshall Issues
Four fire hydrants have been located around the facility in order to provide adequate fire hose coverage
on the exterior of the building. An additional fire hydrant has been placed near the building in the
vicinity of the fire suppression sprinkler riser for dedicated use in pressurizing this system.
A fire lane has been placed around the entire facility according to the county standards. Currently this
fire lane is shown as asphalt pavement 20 feet wide; however, it is requested that the fire marshal
consider acceptance of a lesser width.

Recreation Issues
The preliminary site plan includes the following recreation features:
• Running track - 6 lanes
• Field events - 2 long jump runways, 1 high jump area, 1 shot-put cage, 1 discuss pad
• Football field - inside track, with field goal uprights and scoreboard
• Bleachers - 2 sets (home & visitor) at track / football field - each set seats
• Concession building - At track / football field; with electric power, but no water / sewer
• 2 paved play areas (100' x 120' each) - with basketball goals
• 1 softball / baseball field - 200' radius

N Paved walking trail (1/3 mile length) around school several fitness stations along trail

School.
Power and Communications
There is existing three-phase service running overhead along Front Royal Pike; this service would need
to be extended to the school site along the new access road either overhead or underground.
There is also an existing telephone service running underground along Front Royal Pike; this will need to
be extended up to the site along the access road.
The location of any cable service or other communication lines was not known when preparing this
preliminary site plan.
Gas
The existing gas main, which is a 6" diameter plastic line, extends south down Front Royal Pike just
past Bentley Avenue. The gas main will need to be extended approximately 3700 feet southward along
Front Royal Pike, and then approximately 1800 feet along the new access road in order to get to the
corner of the site.

The Landscaping Contractor is preparing to install the landscaping at Byrd Middle School, and has recommended
that we wait to plant the pine trees in the road efficiency buffer along Justes Drive until the spring. They will move
forward with planting deciduous trees on the school site as they will be relatively dormant at planting and will have
low water needs until spring. Their concern over the pine trees is that since they are evergreen and are not
dormant, they will need a good bit of water at planting and immediately after. As you are aware, the ground is
currently very hard and dry and not conducive to evergreen planting. We are in agreement with the Landscaping
Contractor that we will have a much better success rate with the pine trees surviving if we postpone planting until
the spring when they will most likely get the water that they will need.
Please let us know if it is acceptable to the Planning Department to postpone the evergreen planting until the
spring as recommended.

exceed airspace height restrictions, FAA form 7460-1 will not be required to be filed,
2. All outdoor lighting should be the shielded type to prevent light pollution to approaching
or departing aircraft.

David Poley, Winchester Airport Operations Supervisor, in order to ensure coordination
with the DuNes approach center.
4. Due to the proximity of the site to the Runway, outside buming should be prohibited if
possible and debris removed from the site. Should burning take place, coordination with
Airport Operations Supervisor must be made twenty-four hours prior in order to allow
ample time to notify Dulles approach center.

At the December 3, 2003 Planning Commission meeting, staff will present the site plan for the New
Frederick County Middle School to the Planning Commission for review. Customarily, projects
involving public facilities are brought before the Planning Commission prior to site plan approval. A
representative of the Frederick County Schools will be present during the Planning Commission meeting.
The site of the New Frederick County Middle School is located on the eastern side of Front Royal Pike
(Route 522 S), south of its intersection with Papermill Road (Route 644). Access will be provided to
Front Royal Pike via a new major collector road and school access road. As you probably are already
aware, the site for the New Frederick County Middle School is currently being prepped for construction.
Land disturbance and construction of the road to the site is underway. Construction of the school itself
is anticipated to begin before the year is over.

Dear Trevor:
Upon review of the subject site plan, we offer the following comments:
1) You have proposed the use of multiple sediment traps for erosion and sediment control.
The Virginia Erosion and Sediment Control Chapter 3 Minimum Standards states that the
maximum drainage area for a sediment trap is three (3) acres. Proposed trap #'s 2, 11, 12,
13, 14 and 15 exceed the maximum allowable area. A variance to minimum standard six
(6) may be requested; however, proposed trap #'s 11, 12, 14 and 15 are expected to
accominodate very large drainage areas. It will be necessary to ensure that the proposed
traps are structurally stable to contain large storm events.
2) It will be necessary to submit a copy of the approved stream crossing permit issued by the
Department of Environmental Quality at the time of the land disturbance permit
application.
3) Refer to page C.31 Grading and Storm Drainage Notes in # 11 you indicate the long -teen
maintenance of the proposed pond will be the omier's responsibility. It will be necessary
to define who the owner is as well as provide a maintenance schedule for the pond. If the
pond will be maintained by someone other than the school board, it will be necessary to
provide a copy of the agreement between the school board and the party which will accept
responsibility for the pond's maintenance. In addition, if, in the future, this pond is
intended to be used as a regional pond it will be necessary to provide a stormwater analysis
wluch reflects the complete build -out of the proposed drainage area.
4) Upon completion of the project, it will be necessary to provide this office with a certified
as -built which reflects the final grades of the school property, drainage system, ponds, etc.
for our records.
5) Because the stormwater analysis indicates that there will be a reduction in stormwater
runoff for drainage areas B, C, and D, you have indicated that no detention will be
necessary. However, it will be necessary to verify that the charmel located below each

drainage area will be adequate to accept the concentrated stormwater discharge. It will be
necessary to ensure that the post -developed stormwatcr drains off the site as sheet flow.
6) It will be necessary to evaluate the downstream channels below culverts to determine that
they will be adequate to prevent erosion during stone events. If velocities exceed four (4)
foot per second within any of the charnels, it will be necessary to install additional
protection such as erosion matting or rip rap up to the point where the storm flow reaches
an adequate channel.
7) The use of silt fence as an erosion and sediment control measure for this site is not
recora vended. The detail for the silt fence shall include wire reinforcement. If used, silt
fence is inadequate for inlet protection and therefore, can not be utilized. However, the
optional stone combination indicated is permitted for culvert inlet protection. Provide an
alternative method for drop inlet protection. There are new products available which can
be used in lieu of those recommended by the Virginia Erosion and Sediment Control
Handbook. If any of these products are proposed for use on this site, it will be necessary
to provide the literature and design details.
8) It will be necessary to provide certification from a professional engineer which indicates
that the proposed stornnwater pond has been constructed in accordance Nvith the approved
plans and specifications.
9) Provide the Frederick County street sign detail on the plans; a copy has been enclosed for
your convenience. It will be necessary to install a street name sign unit at the intersection
of Front Royal Pike and the proposed access road.
Once these comments have been addressed, submit two (2) copies of the site plan for further
review.

State's right-of-way. The permit is issued by this office and will require a minimum
processing fee, surety bond coverage, and the salary & expenses of a State assigned
Inspector.
• Private entrances will be installed in accordance with VDOT Standard CG-11. This is the
developer's responsibility.
• Any entrances constructed from the referenced streets) shall meet VDOT minimum
standards. This is the developer's responsibility.
• Any signs to be installed will be in accordance with attachments.
• I suggest any utilities and/or storm sewer placed within the proposed right-of-way be
backfillcci completely with C.R. Type 21-B Stone. This will greatly reduce the possibility of
any pavement settlement.
• A copy of any/all RECORDED PLATS of dedication to public use (the County of
Frcclerick) for drainage easements or additional right-of-way required for implementation of
this proposed project should be provided for VDOT review prior to issuance of any land use
Permit.
• The signalization agreement between VDOT and Frederick County School Board executed
on November 5, 2003 should be considered a part of this approval for construction of access
roadway.

Thank you for the submission of the above -referenced site plan, which staff received on May 7, 2003. I've
reviewed the site plan and there are a few concerns which need to be addressed before final site plan approval can
be considered. Please review Staffs comments shown below and then prepare a revised site plan for my review.
The highlighted comments are illustrated on the attached copies of the site plan.
REVIEW COMMENTS:
1. Application. Staff requires a completed and signed site plan application in order to formally accept the
proposed site plan. The site plan should be signed by the Frederick County School Administration.
2. Seating for Rear Sport Fields. Please show and label the proposed seating arrangement for the proposed
tennis courts, softball field, and soccer field. It is logical to assume that these facilities will require some
type of seating, particularly the soccer field.
3. Restrooms for Rear Sport Fields. Please provide restrooms for the rear sport fields as necessary.
4. Parking for Rear Sport Fields. The location of the proposed parking would not be particularly desirable
for sporting events in the rear of the school. Thus, please consider adding parking spaces to the rear of
the facility. It appears that between 28 and 32 parking spaces could easily be provided in the open area
beside the bus parking and fueling area. If the number of parking spaces is a problem with this design,
some of the other proposed parking could be eliminated.
5. handicap Parking. Please provide at least seven (7) handicap parking spaces. This is the required
amount for 222 parking spaces. Handicap access should be provided to all areas of the site. Therefore,
please ensure that handicap individuals will be able to access the rear sport facilities. A few additional
sidewalks, appropriate grading, and other improvements may be necessary to achieve this.
Road Name and Signage. Please provide the proposed road name for the access road and middle school
road. Stop signs and street signs need to be provided and shown on the plan.

Viewpoint of Vehicular Lanes and Bike Lane Striping. Please provide striping details of the proposed
bike lane on the access road. A crosswalk and bicycle lane to the proposed middle school may also be
appropriate. Staff suggest the maximum separation buffer between the vehicle lanes and bicycle lane as
VDOT will allow.
Adjoining Land Uses. Please provide the current land use of all adjoining parcels.
Acreage. Please clarify why the disturbed area is greater than the entire site area.
10. Name of Middle School. Please provide the name of the future school, if possible at this time.
11. Entrance Spacing. Please make the necessary changes so the entrance spacing between the access road
entrance at Rt. 522 and the entrance to the south is not less than what currently exists. If not legally
nonconforming, the zoning ordinance would require 200 feet between these entrances.
12. Dedication and Phasing of Roads. Please provide more detailed information regarding the time of
construction and dedication of the two proposed roads. These roads are intended to be constructed in full
prior to the operation of the school, and dedicated to VDOT.
13. Parking Lot and Other Landscaping. Staff recommends a landscaping plan detailing all proposed trees
and shrubs, particularly in the parking area.
14. Track. Are two long jump facilities necessary for a middle school? Due to the location of the discuss pad,
the southern long jump pit and runway will be routinely bombarded by stray discuses. I speak from
experience with throwing the discus.
15. Signage. Please provide details and the location of all proposed signage.
After you have revised the site plan, please resubmit one copy so that I may verify the information contained on

Attached are two (2) partial sets of site plans (CO.1 and Cl. I -C 1.7) for the New Middle School site plan
review. I have attempted to address your previous site plan review comments, along with those from other
review agencies, and I will address each of your comments herein.
1. I have completed and attached the formal Site Plan Application as you requested.
2. I have investigated the intended use and need for seating with the Frederick County Public Schools
in light of your comment. The basketball courts, softball field, and PE / soccer field are intended
only for use by physical education classes. Therefore, there is no need for spectator seating at
these fields.
3. Frederick CountyPublie Scliools intends to make some restrooms in the school building available
for use by the public during athletic events at the track and football field. All students will make
use of the restrooms in the locker room as needed during their physical education classes.
4. The track and football field are the only athletic fields which will have spectators, and thus this is
the only field which needs parking provisions. While the parking provisions for this field is not
perhaps ideally located immediately adjacent to the fields, we have determined that this current
parking layout best suits the overall site layout and parking needs of the school as a whole.
Therefore, we have respectfully declined to place any parking in the area requested.

5. The necessary handicap spaces have now been provided; ramps, signs, and pavement markings
have been provided as necessary.
6. As you likely know by now, the names of the roads are as follow: Justes Drive is the name of the
`New Access Road' and Rosa Drive is the name of the `Side School Road'. As for the street
signs, I have left these to be handled by VDOT as on past projects.
7. The pavement striping plan for the `New Access Road', including the bike path details, has been
provided on plan sheet C 1.7 as requested. I have met VDOT's bike path standards, and I have
done my best to provide as much bike path room as possible within the right-of-way.
8. I have added the adjoining land uses to the plan sheet CO.1.
9. The disturbed area is greater than the site area because the `site area' refers to the school property
whereas the `disturbed area' includes the stormwater management pond, all the offsite utilities, and
the road work.
10. The name of the middle school is not known at this time.
11. The existing entrances along Route 522 did not have 200' spacing between them, and the new
access road is in approximately the same location as the previous entrance. The specific distance
from entrance to entrance, however, has been decreased slightly as you know. However, I would
request that the entrance spacing requirement be waived in this instance. The existing church
entrance is not easily relocated due to grades and the need to conform the entrance location to the
parking lot and driveway layout of the church. The actual width of the church's lot does not even
allow for pushing their entrance 200' fee from our road. Furthermore, the usage of the church
entrance does not coincide with the peak traffic periods of Route 522 or the `New Access Road.'
12. You are correct, these two roads are intended to be constructed to the extent indicated on the
plans prior to the operation of the school. The right-of-ways have already been prepared as
ingress / egress easements and will be dedicated to VDOT as soon as the roads are satisfactory
to them.
13. As with our previous school projects, the landscaping for this project is being handled via an
allowance in the contract. The landscape designer obtained during construction to prepare the plan
will coordinate with the Frederick County Public Schools, OWPR, and Frederick County to create
a landscaping plan that meets the budget and meets the County requirements.

14. There will be two (2) long j ump pits and runways; however, in light of your concerns, the discuss
and shot put events have been moved out of the track infield. Frederick County Public Schools
assures me that there will not be a conflict between the softball field usage and these field events.
15. The locations of the signs are shown on plan sheet C 1.1, and the details of these signs are shown
on C1.3.
Mope that these changes are satisfactory to the Planning Department. I am currently working through
similar plan review correspondence with the other review agencies. I will inform you as soon as I obtain
