Enclosed please find revised plans for the Craftsman Autobody site plan identified as
SP-50-05. The plans have been revised to address the comments made by you and the
Frederick County Planning Department staff in your letter dated September 28, 2005.
The comments concerning the site plan have been addressed as follows:
1. Landscaping: Three additional trees were added to the greenspace in the front of
the building facing Route 11. (See Sheet:7)
Outdoor Storage: A board screening fence has been added around the area that
shall store the "Inoperable vehicles". At this time curb and gutter in this area will
impede surface flow of storm water to the proposed inlet structure. Curb and gutter
will be designed for this area at such time that phase 2 of this project is to be built.
Access Easement: The greenspace along the access easement was not reduced
or altered in anyway.
4. Impervious Area Percentage: The impervious area percentage was changed to
75% on the coversheet.
Stop Sign: A stop sign was added to the entrance off of Musket Drive.

Dear Mr. Ingram,
I am writing concerning your comments on the site plan that Susan
Olmstead of Painter -Lewis, P.L.C. submitted on July 13, 2005. On line 3
of your letter to her, dated August 8, you felt that we should have to
dedicate a portion of our property to VDOT for the widening of Mill Lane.
We feel that this is unfair due to the fact that we granted a right-of-way
easement for this subdivision from Musket Drive. As there will be no exit
or entrance from Mill Lane our subdividing of this lot does not warrant the
dedication that you are requiring. In line 5 it seems that you would like us
not to provide a turn lane for the entire cul-de-sac, but to widen Route 11
the length of our property. With the growth to that area it makes sense; not
that we enjoy the entire financial burden of such an endeavor; we are
willing to do so.
Thanks for your consideration of this matter; I look forward to hearing
from you. John Lewis tells me he has addressed all other comments and is
waiting for this matter to be resolved before he resubmits. I can be reached

Dear John:
Planning Staff has reviewed the above -referenced site plan to determine if administrative approval can
be granted. At this time, administrative approval cannot be granted. This site plan is denied until the
issues in this letter, as well as all issues of the other review agencies, have been adequately addressed.
Please review Staff s comments listed below and then prepare a revised site plan which adequately
addresses each concern.
Review Comments:
1) Landscaping. Additional trees should be provided as indicated on sheet 7.
2) Outdoor Storage. The ordinance does state that motor vehicle parking and loading areas are not
subject to screening requirements. The type of business being proposed here is autobody, which
assumes damaged vehicles (inoperable vehicles) will be stored on the property. Inoperable
vehicles must be stored within a board -on -board enclosure. Operable vehicles waiting repair can
be parked on the site in unscreened areas, but a fully enclosed area needs to be provided on the
site for vehicles that are inoperable or are heavily damaged. Also, the motor vehicle storage area
next to the building addition should be striped for vehicle parking and have curb and gutter. The
completion of this parking area could be labeled future phase 11 and be completed when the
building addition is constructed.
3) Access Easement. Please note that the grass area that is part of the 50' access easement cannot
be disturbed because it is required for the site's landscaped area. The site requires 25%
minimum landscaped area and the plan states that the site will have only 25.83% landscaped
area.
4) Impervious Area Percentage. On the coversheet under note 5, the impervious area needs to be
changed to 75%, not 85%, because the required landscaped area is 25%.

5) Stop Sian. Provide a stop sign at the entrance to Musket Drive.
After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will need all approved review agency comment sheets and at least five copies of
the final plan for approval. Comment sheets are required from the following agencies: the Frederick
County Inspections Department, the Frederick County Fire Marshal, the Frederick County Sanitation
Authority, and the Virginia Department of Transportation.

Enclosed please find revised plans for the Craftsman Autobody site plan identified as
SP-50-05. The plans have been revised to address the comments made by you and the
Frederick County Planning Department staff in your letter dated August 9, 2005. The
comments concerning the site plan have been addressed as follows:
1. Adjacent Properties. The correct information has been added to the adjoining
property information on the project overview plan on the coversheet.
2. Signage, Bike Path, and Landscaping. Signage for this site will be added to the
"tower" style sign for the Musket Drive development. No monument sign is
proposed. A note stating this has been added to the coversheet general notes. A 10'
wide asphalt bicycle trail has been added within the Route 11 rights -of -way. Due to
the overhead power lines running along the proposed bicycle trail we have changed
the type of tree and increased the number of trees proposed along the parking aisle
adjacent to the trail. The proposed tree is European Hornbeam, and is listed as an
ornamental, shade, and canopy tree on the Frederick County Plant List.
3. Route 11. A paved right turn lane has been added along the Route 11 frontage of
the site.
4. Building Restriction Lines. The 50' BRL for Musket Drive has been changed to
35' in the general notes on the coversheet.
5. Access Easement. The access easement was proposed at a width of 50' to allow
for flexibility in providing access to the adjacent parcel. The easement shall remain
at the proposed 50' width.
6. Outdoor Storage. The outdoor storage identified on this plan shall be used for
automobiles (Sheet:2 has been relabeled to reflect this). We have added pavement
striping to the storage area to delineate the vehicular access aisle more clearly.
According to section 165-33-A of the Frederick County Zoning Ordinance, outdoor
storage shall be screened from road and street rights -of -way and from adjacent
properties. Section 165-33-F states that such requirements shall not apply to motor

vehicle parking and loading areas. A six foot high screening fence is proposed to
screen the autobody areas of the site from the adjacent properties to south and
east. No additional screening is proposed.
7. Surveyed Boundaries. The proposed boundaries have been annotated (see
Sheet:2). Plats for the property subdivision will be submitted upon completion.
8. Speed Limits. The 45 mph speed limit for Route 11 and the 25 mph speed limit for
Musket Drive has been added to the site plan drawings.
9. HC Ramp. The handicap access ramp has been centered on the striped pavement
aisle (see Sheet:2).
10.Inter parcel Connector Pavement. The pavement for the inter parcel connector
has been extended to the property line.
11. Proposed Uses. The office area for the building has been delineated by hatching
(see Sheet:2). The remaining parts of the building shall be used for auto repair. A
note has been added to Sheet:2 to state this.
12.Vehicle Entrances. This door shall be used as both an entrance and exit (see
Sheet:2).
13. Phase 11 Building. Two roll -up doors are proposed for the Phase II building
expansion. The doors have been shown on Sheet:2.
14.Landscaping Plan. The note regarding plant substitutions has been added to the
Landscape Notes on Sheet:7.

Review Comments:
1) Adjacent Properties. On the coversheet, provide the complete adjoiner information for the
properties across Route 11. Also, the site behind the Craftsman property is 75-A-I I and is
zoned M 1, not B3.
2) Signage, Bike Path and Landscaping. The Route 11 South Corridor Plan in the
Comprehensive Policy Plan states that the use of monument style signage is encouraged along
this corridor. A statement should be placed on the site plan that a monument style sign will be
used. This plan also calls for a bike path and additional landscaping along the Route I 1 ROW.
A ten foot bike path needs to be provided along with additional landscaping.
3) Route 11. A paved right turn lane needs to be provided along the frontage of this site in the
existing VDOT ROW.
4) Building Restriction Lines. On the coversheet, the BRL for Musket Drive needs to be changed
to 35' instead of the 50' shown.
5) Access Easement. There is a proposed 50' access easement shown on the property. The inter -
parcel connector does not need a 50' width; it can be reduced to a 24' driving lane width.
6) Outdoor Storage. The current location of the outdoor storage would force people accessing the
new parcel through the inter -parcel connector to drive through the storage lot of the Craftsman
site. The asphalt area next to the side of the building would serve as a better storage area and
could be screened better as well since the storage area needs to be fully enclosed.

7) Surveyed Boundaries. Provide the boundaries between the Craftsman property and the
proposed lot. Also, plats for this new property need to be submitted.
8) Speed Limits. Provide the speed limit for Route 11 and Musket Drive, if it is posted.
9) HC Ramp. It appears the HC Ramp needs to be centered.
10) Inter -parcel Connector Pavement. This connection needs to stop at the property line to ensure
there will be no conflicts when someone ties into it.
11) Proposed Uses. There are areas in the building that have not been labeled. The office area
needs to be shown along with labels for the boxed areas shown.
12) Vehicle Entrances. The building shows a one way entrance/exit with a roll -up door; clarify if
this is an entrance or exist for vehicles.
13) Phase II Building. Any bay doors in the expansion area need to be shown.
14) Landscaping Plan. On Sheet 7 of 10 under the notes, state that any substitutions must be
approved in writing by the Frederick County Planning Department and that all plantings must
conform with § 165-36B of the Frederick County Zoning Ordinance.
After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will need all approved review agency comment sheets and at least five copies of
