The checklist shown below specifies the information which is required to be submitted as part of the site plan
application. The Department of Planning & Development will review the application to ensure that it is
complete prior to accepting it. If any portion of the application is not complete, it will be returned to the
applicant(s).
(1) One (1) set of approved comment sheets are required from each relevant review
agency prior to final approval of a site plan_ It is recommended that applicants

The above -referenced site plan was approved on November 15, 2005. The site plan is approved for the
construction of new general office/warehouse building located on Prosperity Drive. This building consists of
12,000 square feet of office and 6,400 square feet of warehouse. Required site improvements include the
following:
Construction of a parking lot with 56 spaces (including three handicap accessible), including curb and
gutter, a sidewalk, landscaped islands, striping, and handicap access.
Construction of a dumpster pad with a six (6) foot wooden fence for screening.
One 12' x 45' loading space.
I am providing you with three copies of the approved site plan. Please forward these copies to the appropriate
representative(s). Furthermore, advise the owner(s) that a copy should be kept for future reference, and an
approved copy must be kept on the construction site throughout the development process. Once site
development is complete, the owner(s) should contact this office to schedule an on -site inspection. Do not

Planning Staff has reviewed the above -referenced site plan to determine if administrative approval can be
granted. At this time, administrative approval cannot be granted. This site plan is denied until the issues in
this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review
Staffs comments listed below and then prepare a revised site plan which adequately addresses each concern.
Review Comments:
1) Plan Scale. Provide an additional page that shows the site plan at I "= 20'. The existing sheet 2. can
be used to show adjoining properties and adjacent entrances, but the plan at I "= 30' is difficult to read.
2) Dumpster. The labeling for the dumpster on sheet 2 has been removed. Please label the du mpster
site.
3) Curb and Gutter. A detail of the curb and gutter is shown on sheet 3. The curb and gutter needs to
be labeled CG-6 as indicated on sheet 2.
4) Driving Lanes. Provide a do not enter sign at the end of the one way lane as indicated on sheet 2..

is approved. We offer the following suggestions conceming some of the project details:
i . On sheet 3, the detail for the CG-12 Detectable Waming Surface should indude
sheet 2 of 4 (page 203.05A of the VDOT standard details) which provides
additional details for the Type A (Perpendicular) application. We have attached this
sheet to our Copies of the approved plans.
2. On sheet 2, there does appear to be areas of curb and gutter In the parking lots

may want to add a detail or a note to differentiate the dimensions of this Itenn from

The application for site plan for this property appears to have a measurable Impact on
Prosperity Drive, Route 1129, the VDOT facility which would provide access to the property.
Prior to any work performed on the State's right-of-way, a land use permit will need to Cie
applied for and Issued to cover said work. The permit is issued by this office and requims a
fee and surety bond coverage.

Dear Ms. Perkins:
Per your attached comment letter dated August 12, 2005, we have made the
following revisions.
1. The Developer information has been added to the cover page.
2. The sign setback information has been added to the cover page.
3. The amount of actual office space is unknown at this time. We cut down
the office space to 12,000 sf to show 8 warehouse employee spaces. In
actuality, the office space will be much less.
4. The front BRL is correctly shown at 35' off the property line. There is a
utility easement in the front as well, but that is not the ROW for the road.
5. All drive entrances within 200' now shown.
6. We have added the use to the adjoining properties. The scale had to be
increased to be able to see the property across Prosperity Dr. CSX legal
information is unavailable. There is no deed or plat at court house. No
other site plan in area has the information either. If you can provide this
information, we will be happy to add it to the drawing.
7. Curb & Gutter now labeled CG-0.

8. The HC ramps and sidewalk widths are now shown on plans. The rear
parking will be directly accessing the back doors. There will also be
overhead doors on that same wall making a sidewalk impractical. No
sidewalk should be provided.
9. We have added a dashed line indicating office/warehouse areas. This line
will reflect the owner's current anticipation of the split between the two
areas, not the area used to calculate parking. That flexibility is to remain
until the spaces are actually leased and exact office size and warehouse
employees are determined.
10. The loading space has been moved away from building and is 12'x45'.
11. Both areas mentioned have been modified to allow for a minimum of 24'
entrance drive space. Directional arrows have also been added to show
intended traffic flow.
12. The sewer manhole and water meter are both within 5' of building. I have
shown lines entering the building. All lines will be within the building line
from here and will be based on final building design.
13. Power easement attached. Parking is allowed in the easement area.
14. Asphalt and concrete details added to page 6.
15. We added 29 Leland Cyprus for an evergreen hedge along the parking
spaces facing adjoining properties.
16. The note was added to item 4 of Landscaping notes on the cover page
and page 4.

Building shall comply with The Virginia Uniform Statewide Building code and use group
S , (Storage) of the International Building Code / 2000. Other Code that applies is
ICC/ANSI Al 17.1-98 Accessible and Usable Buildings and Facilities. Plans submitted
for permits shall be sealed by a Virginia Design Professional. This includes structural
and systems on the assembly use. Special inspections under Chapter 17 IBC is required
on this type structure. (soils, concrete, steel etc.)
Please note that a Fire Barrier is required on areas that exceed 12,000 sq. ft. unless Fire
Suppression system is installed.
All required egress shall be accessible to a min. area of rescue on the exterior of the
building (note fire rating of walls within 12' per IBC) and 50% of all entrances shall be
accessible. Man door locations are not shown on the plan at this time.

Sign Data. On the coversheet, provide the required setbacks for signs.
Parking Tabulations. There is 14,000sf of office which requires 56 spaces and 4,400sf of
warehouse that requires one space per employee. There are no spaces reserved for the
warehouse use; additional spaces need to be provided on the site for the warehouse use.
Building Restriction Lines. The 35' front BRL appears to be in the wrong location. It is
only shown at 20' off of the ROW.
Entrances. Show all entrances within 200 feet of this property.
Adjoining Properties. The properties across Prosperity Drive need to be shown, the uses of
the properties on the sides need to be shown and the legal reference for the railroad ROW
along with the width needs to be provided.
Curb and Gutter. On Sheet 2, label the curb type in the parking lot (CG-6) as well as the
curb shown on the driving lane along the western property line.
Handicap Access and Sidewalks. On sheet 2, show the I -IC ramps on the sidewalk and
provide the widths of the sidewalks. A sidewalk also needs to be provided along the rear of
the building to accommodate the parking lot.
Building Uses. On Sheet 2, show which portion of the building is being used for office and
which portion is being used for warehouse.

.� 10) Loading Space. The location of the parking space is in the way of the driving lane for the
parking lot and needs to be moved. Also, loading spaces need to be a minimum of 12' x 45'.
1 1) Driving Lanes. Driving lanes need to be a minimum of 24' wide to accommodate two-way
traffic. The paved area behind the building is only 20' wide and the entrance of the front
parking lot and the back parking lot is approximately 21' wide. These areas need to be
increased in width or made one way only; traffic arrows also need to be provided.
12) Water and Setiver. Provide the location of the water and sewer lines being run to the
building.
13) Power Easement. Provide documentation that Allegheny Power is acceptable to a parking
lot being provided over their easement.
14) Details. A parking lot pavement detail and a sidewalk detail need to be provided on sheet 3.

Planning Staff has reviewed the above -referenced site plan to determine if administrative approval
can be granted. At this time, administrative approval cannot be granted. This site plan is denied
until the issues in this letter, as well as all issues of the other review agencies, have been adequately
addressed. Please review Staff s comments listed below and then prepare a revised site plan which
adequately addresses each concern.
Review Comments:
1) Developer. Provide the developer of the project.
2) Sign Data. On the coversheet, provide the required setbacks for signs.
3) Parking Tabulations. There is 14,000sf of office which requires 56 spaces and 4,400sf of
warehouse that requires one space per employee. There are no spaces reserved for the
warehouse use; additional spaces need to be provided on the site for the warehouse use.
4) Building Restriction Lines. The 35' front BRL appears to be in the wrong location. It is
only shown at 20' off of the ROW.
5) Entrances. Show all entrances within 200 feet of this property.
6) Adjoining Properties. The properties across Prosperity Drive need to be shown, the uses of
the properties on the sides need to be shown and the legal reference for the railroad ROW
along with the width needs to be provided.
7) Curb and Gutter. On Sheet 2, label the curb type in the parking lot (CG-6) as well as the
curb shown on the driving lane along the western property line.
8) Handicap Access and Sidewalks. On sheet 2, show the HC ramps on the sidewalk and
provide the widths of the sidewalks. A sidewalk also needs to be provided along the rear of
the building to accommodate the parking lot.
9) Building Uses. On Sheet 2, show which portion of the building is being used for office and
which portion is being used for warehouse.

10) Loading Space. The location of the parking space is in the way of the driving lane for the
parking lot and needs to be moved. Also, loading spaces need to be a minimum of 12' x 45'.
11) Driving Lanes. Driving lanes need to be a minimum of 24' wide to accommodate two-way
traffic. The paved area behind the building is only 20' wide and the entrance of the front
parking lot and the back parking lot is approximately 21' wide. These areas need to be
increased in width or made one way only; traffic arrows also need to be provided.
12) Water and Sewer. Provide the location of the water and sewer lines being run to the
building.
13) Power Easement. Provide documentation that Allegheny Power is acceptable to a parking
lot being provided over their easement.
14) Details. A parking lot pavement detail and a sidewalk detail need to be provided on sheet 3.
