The checklist shown below specifies the information which is required to be submitted as part of the site plan
application. The Department of Planning & Development will review the application to ensure that it is
complete prior to accepting it. If any portion of the application is not complete, it will be returned to the
applicant(s).
(1) One (1) set of approved comment sheets are required from each relevant review
agency prior to final approval of a site plan_ It is recommended that applicants
contact the Department of Planning & Development to determine which review

The above -referenced site plan was approved on August 16, 2005. The site plan is approved for the
construction of a new 4,063sf bank located at the corner of Fairfax Pike (Route 277) and Warrior Drive
(Route 719). Required site improvements include the following:
Construction of a parking lot with a total of 30 spaces (two handicap spaces), including curb and
gutter, striping, handicap access and landscaping.
Sidewalk along Fairfax Pike (Route 277) and around the building.
A dumpster site with a six foot opaque fence for screening.
I am providing you with five (5) copies of the approved site plan. Please forward these copies to the
appropriate representative(s). Furthermore, advise the owner(s) that a copy should be kept for future
reference, and an approved copy must be kept on the construction site throughout the development
process. Once site development is complete, the owner(s) should contact this office to schedule an on -site
inspection. Do not hesitate to contact me if you have any questions or concerns.

We have addressed the comments dated July 13", 2005 and offer the following

�l� \ 1. Please have the property owner sign the attached Special limited Power of
Attorney Form prior to future review or approval. This form should be
notarized and completed to grant the applicant (you) with authorization to
represent them for this site plan.
The form has been completed and is included with this submission.
2. The right in only off of Fairfax Pike should be altered to ensure that left
turns cannot be made off of Fairfax Pike into the site.
The entrance was approved by VDOT and the County with the
Sherando Towne Center Lot 5 plans dated 9 November 2004. It is
currently under construction. We believe the entrance will operate as
intended.
3. The BRL's for the side and rear on the plan are incorrect. 'Me B2 district
does not have ten foot sides and 25' rear BRL's.
The BRL's for the site have been corrected.
4. Generally banks do not require dumpster facilities. Unless the bank needs a
dumpster site, it will no be required for this site.
First Bank requires the dumpster.
�. The bike path shown of the site plan for lot 5 needs to be shown on this site
plan.
The bike path has been added to the plan. It is to be installed with the
lot 5 site plan implementation.
6. Provide stop signs at both entrances to the site.
Stop signs have been added to the entrances.
7. Label the sign easement areas.
The sign easements have been labeled.
8. The parking spaces along the full entrances are located very far from the
building and sccm unusable and SlIOulcl be eliminated. If the bank requires
additional spaces, they should be placed closer to tbC building. It appears
that if these spaces are eliminated, the building and drive -through could be
shifted up to providecl aciclitional spaces by the l-IC spaces.
The parking spaces along the lull entrances are for employee parking
and the location was specified by First Bank.
9. Provide directional arrows for this site.
Directional arrows have been added to the plan.

The drive through canopy has been labeled and the height added.
11. On sheet 4 of 5, the planting scl7CCIu1C contains a plant called inkberry that
does not appear to be used On the site.
Six inkberry plants are proposed at the northeast corner of the bank
island.
12. On sheet 4 of 5, revise 165-36C to 36B and include a statement that all
substitutions must be approved in writing by the hrecicrick County Planning
Department.
The notes have been revised on the landscaping sheets.
13. Provide a statement that the I lolly bushes ,rust be at least 36" in height at
time of planting.
The plant schedule has been adjusted to reflect a 36" height
requirement for the Holly screen.

Planning Staff has reviewed the above -referenced site plan to determine if administrative
approval can be granted. At this time, administrative approval cannot be granted. This
site plan is denied until the issues in this letter, as well as all issues of the other review
agencies, have been adequately addressed. Please review Staffs comments listed below
and then prepare a revised site plan which adequately addresses each concern.
Review Comments:
1. Special Limited Power of Attorney Form. Please have the property owner sign
the attached Special Limited Power of Attorney Form prior to further review or
approval. This form should be notarized and completed to grant the applicant
(you) with authorization to represent them for this site plan.
2. Right In Only. The right in only off of Fairfax Pike should be altered to ensure

Memorandum
The First Bank proposes a new 4063 s.f. branch bank at the comer of Warrior Road and VA Route 277. This is
Lot 1 of the Sherando Towne Centre. Four drive thru lanes will be provided.
All utility connections are provided by Sherando Towne Center Lot # 5 plan. One fire hydrant is proposed at
the north end of the site.
Storm sealer discharges to existing connection at Sherando Towne Centre STR 17. An adequate outfall is
provided. Storm controls are provided by two regional ponds.
Plantings as required by the ordinance are provided.
No direct access is provided to state roads (Wamor and Route 277. All site access is to shared driveway
constructed with the plans for Lot # 5 Sherando Towne Center.
All dry utilities to be provided underground from existing service along Route 277.
