Dear Jason:
The above -referenced site plan was approved on November 17, 2006. The site plan is approved
for the remodeling of an existing 13,562sf building, a parking lot addition and an outdoor storage
area. Required site improvements include the following:
• Remodeling of an existing 13,562sf building that consists of 2,091 sf of office and
11,491 sf of shop/warehouse area.
• Construction of a parking lot with 19 spaces (including one handicap accessible),
including curb and gutter, a sidewalk, landscaped islands, striping, and handicap access.
• A large gravel outdoor storage area which is screened by a 6' board on board fence.
• A zoning District Buffer along the eastern property lines which consists of three trees per
linear feet and a six foot opaque element (fencelberm) as indicated on the plan.
I am providing you with three (3) copies of the approved site plan. Please forward these copies to
the appropriate representative(s). Furthermore, advise the owner(s) that a copy should be kept for
future reference, and an approved copy must be kept on the construction site throughout the
development process. Once site development is complete, the owner(s) should contact this office
to schedule an on -site inspection. Do not hesitate to contact me if you have any questions or

We have received your revised site plan for the referenced project. It appears all of our earlier
review comments have been satisfactorily addressed. Please advise the owner of our approval.
Also please provide six (6) sets of approved construction plans with signed seal
for VDOT distribution.
The appropriate land use permit may now he applied for to cover work within the Route 672
right-of-way. The permit is issued by this office and will require a minimum processing fee,
surety bond coverage, and the salary & expenses of a State assigned Inspector.
A copy of any/all recorded plats of dedication for drainage easements or additional right-of-
way required for implementation of this proposed project should be provided to VDOT prior to
issuance of any land use permits. Dedication should be made to the Commonwealth of
Virginia.
Once satisfactory application has been made, a permit will normally take approximately thirty
days to process and issue. Should you have any questions, do not hesitate to call.

We have received your revised site plan for the referenced project. It appears all of our earlier
review comments have been satisfactorily addressed. Please advise the owner of our approval.
Also please provide six (6) sets of approved construction plans with signed seal
for VDOT distribution.
The appropriate land use permit may now be applied for to cover work within the Route 672
right -of -sway. The permit is issued by this office and will require a minimum processing fee,
surety bond coverage, and the salary & expenses of a State assigned Inspector.
A copy of any/all recorded plats of dedication for drainage easements or additional right-of-
way required for implementation of this proposed project should be provided to VDOT prior to
issuance of any land use permits. Dedication should be made to the Commonwealth of
Virginia.
Once satisfactory application has been made, a permit A,\gill normally take approximately thirty
days to process and issue. Should you have any questions, do not hesitate to call.

Response: The instrument number for the 100' electric easement is 050020526 and can be

Response: Brucetown Road has an existing 30' prescriptive ROW. We are dedicating 10
additional feet of ROW per the direction of VDOT. Labels showing these

Planning Staff has reviewed the above -referenced site plan to determine if administrative approval
may be granted. At this time, administrative approval cannot be granted. This site plan is denied
until the issues in this letter, as well as all issues of the other review agencies, have been adequately
addressed. Please review Staffs comments listed below and then prepare a revised site plan which
adequately addresses each concern.
Review Comments:
1. Lighting. On the coversheet, provide a note that all outdoor lighting will be shielded to

4. "Adjoining Properties. On Sheet 112, the adjoining properties across Brucetolvn Road
need to be provided. "
Response: The tax map number, property owner, use, and zoning data for the
adjacent owners were added to Sheet 42 of the plan set per your request.
5. "Pavement Detail. A detail needs to be provided for the "typical pavement section. "
Response: A detail was added to Sheet #9 of the plan set that shows the typical
pavement section and the heavy duty pavement sections.
6. "Outdoor Storage Areas. Clarif}) what type of equipment will be stored in the outdoor
storage area. Also, outdoor storage cannot be placed within the inactive buffer, only
landscaping. The entire outdoor storage area must be screened by a six-foot opaque
element (fence or double row of evergreen bees).
Response: A note was added to Sheet #2 that states "Proposed Gravel Storage Area
for Specialty Heavy Construction Equipment" per your request. The
proposed outdoor storage area was revised so that its boundaries do not go
into the inactive buffer. A 6' high wooden opaque was added to the plans
around the outdoor storage area.
"Existing D/'ainfleld The existing clrainf eld appears to be under' the pl'oposed storage
area. Clarify if this drainfield is going to be abandoned and moved to Site 1 or 2. "
Response: The boundary of the proposed storage edge was revised so that it did not
extend onto the existing drainfield. This drainfield is to remain because it
services the existing building. A note was added to Sheet #2 that reads
"Existing 100' x 100' Drainfield Servicing Ex. Building to Remain.
Location and Dimensions Supplied by Owner."
S. "Sidewalks. Sidewalks need to be provided around the building and parking lot cis
indicated "
Response: Sidewalks were added to the plan set around the building and parking lot
as indicated on the plans received from the Frederick County Department

14. "Buffers. The berm/buffer area needs to be extended along the Gavis property. "
Response: The berm cannot be extended along the Gavis property as requested
because of the existing drainfield. In place, a 6' high wooden opaque
fence has been proposed to extend from the berin along the Gavis
property.
15. "Easements. There appear to be power lines along the eastern side of the properly.
Clare if this is ivithin an easement. "
Response: The power lines along the eastern side of the property are contained within

Upon review of the subject site plan, we offer the following comments:
The plan indicates that the proposed stormwater pond will discharge a
concentrated flow onto the adjacent lot, tax map I.D. 3313-1-54. There is a home
located on another adjacent lot which is situated below the discharge point of the
pond. In addition, you have proposed the emergency spillway to discharge onto
the Gavis property, tax map I.D. 3313-A-4. It will be necessary to ensure that the
drainage channel on the downstream properties is adequate to accommodate a
100-year storm event. Provide a design which reflects the stormwater drainage
flows through these lots. Because the stormwater will flow through these lots, it
will be necessary to obtain and provide a drainage easement from the affected
property owners.

may be granted. At this time, administrative approval cannot be granted. This site plan is denied
until the issues in this letter, as well as all issues of the other review agencies, have been adequately
addressed. Please review Staffs comments listed below and then prepare a revised site plan which
adequately addresses each concern.
Review Comments:
1. Zoning Administrator Approval Block. On the coversheet, the signature blocks for the
Planning Director and County Administrator need to be removed. A signature block for the
Zoning Administrator needs to be provided with the appropriate expiration language.
2. Site Information. On the coversheet, site information like the PIN number, current use,
proposed use, total area and disturbed area needs to be provided along with parking
tabulations.
3. Location Map. The location map needs to be 1 "=2000', and include properties.
4. Adjoining Properties. On Sheet 2, the adjoining properties across Brucetown Road need to
be provided.
5. Pavement Detail. A detail needs to be provided for the "typical pavement section".
6. Outdoor Storage Areas. Clarify what type of equipment will be stored in the outdoor
storage area. Also, outdoor storage cannot be placed within the inactive buffer, only
landscaping. The entire outdoor storage area must be screened by a six foot opaque element
(fence or double row of evergreen trees).
7. Existing Drainfield. The existing drainfield appears to be under the proposed storage area.
Clarify if this drainfield is going to be abandoned and moved to site 1 or 2.
8. Sidewalks. Sidewalks need to be provided around the building and parking lot as indicated.
9. Building Uses. There are office and warehouse areas shown in the building, and a large area
located between the two that has not been labeled with a use. Show what this area will be
used for as well as the adequate parking calculations.

10. Parking Calculations. The parking tabulations provided on the coversheet need to be
broken down into uses (office 1 /250sf, warehouse 1 /employee etc.).
11. Handicap Access. The I -IC spaces need to be striped appropriately and a ramp provided to
the sidewalk and building.
12. Curb and Gutter. The entire parking area requires curb and gutter. It appears that there is
curbing but it is unclear what type. The curb and gutter need to be labeled and be CG-6.
13. Landscaping. This site requires landscaping and screening. A landscape plan needs to be
provided including landscaping for all impervious area (includes gravel) and details for the
buffers.
14. Buffers. The berm/buffer area needs to be extended along the Gavis property.
15. Easements. There appear to be power lines along the eastern side of the property. Clarify if
this is within an easement.
16. Entrances. All entrances within 200' of this property need to be shown on the site plan.
17. Brucetown Road. Brucetown Road is only a 30' ROW. Provide the necessary dedication of
right-of-way to satisfy the VDOT ROW standards.
After you have revised the site flan, please resubmit one copy so that I may verify the information
contained on the plan. I will need all approved review agency comment sheets and at least five
copies of the final plan for approval. Comment sheets are required from the following agencies: the
Frederick County Inspections Department, the Frederick County Department of Public IVorks
(County Engineer), the Frederick County Fire Marshal, the Frederick County Sanitation Authority,
the Frederick Count; Health Departmew and the Virginia Deparonent of Transportation.
