The site plan is approved for the construction of a new 7,200sf warehouse on existing AMB site located on Imboden Drive. Required site improvements include the following: • Installation of a required Category C zoning district buffer. This buffer includes a six foot board - on -board fence and three trees per ten linear feet (1/3 deciduous). • Parking lot screening and landscaping as indicated on the plan. • Installation of new asphalt paving and concrete paving as indicated on the plan. Frederick County review comments are shown in italics. We are responding on a point -by -point basis to correlate with your letter. Our responses highlight our clients concerns presented in a meeting held between us and you in early December 2005. During that discussion many of the items listed below have been addressed properly. 1. Route 37. Please be aware that Route 37 extension is planned to go through this property. Because of the future right-of-way being located on this property, this site plan must go to the Planning Commission for review. Noted. It is our understanding that after addressing comments from all agencies as applicable a review by the Planning Commission is required. 2. Building Location. The proposed structures should be removed from the Route 37 right-of-way. The site should be designed so that only accessory uses like parking and outdoor storage would be located within the right-of-way. We are available to sit down with you to discuss this issue. Previously discussed in our December 2005 meeting. The site only lends itself to the location of the building in this current configuration. 3. Proposed Use. On sheet 2, the proposed use is equipment sales/service. Clarify if this is heavy equipment. Amended, (see sheet C-2). 4. Notes. On sheet 2, provide a note that all utilities must be underground. Added, on the lower right hand corner of sheet C-2 under the title GENERAL SITE PLAN NOTES CONT., note number 26. 5. Location Map. On the location map on the coversheet, the star for the site is in the wrong place. Amended, see revised cover sheet location map. 6. Building Height. The Maximum height in the M1 District is 60', not 35'. Changed, on the lower right hand corner of sheet C-2 under the title GENERAL SITE PLAN NOTES, note number 13. 7. Adjoining Properties. Some of the adjoined information provided on sheet 4 is incorrect. Amended, (see sheet C-4). 8. Si_gnage. Parkinq Space Numbers. This site proposed to have service along with sales; three parking spaces are required per each service bay. On sheet 2, state how many bays will be associated with the site. Previously discussed in our December 2005 meeting. The site only services and sales heavy equipment, therefore parking spaces for service bays would be unnecessary for this type of business. 10. Gravel Mobilization Area. Clarify what will be stored/ done within the gravel mobilization area. If machinery that is for sale/waiting for service is stored in this area, it needs to be screened by a six-foot board -on -board fence. Previously discussed in our December 2005 meeting. The site will load and unload large heavy equipment that is waiting to be serviced or that has been serviced and is awaiting transportation from the owner/purchaser. A board on board fence has been added per our discussion, (see sheet C- 4 and the detail on sheet C-8). 11. Pavement Areas. The pavement needs to be extended around the buildings to provide a paved driving lane around the structures. Disregarded as previously discussed in our December 2005 meeting. Pavement around the buildings would not tolerate loading, turning and mobilization of heavy tracked equipment. 12. Traffic Arrows. Provide traffic arrows on the site. Added, (see sheet C-4). 13. Drivinq Lanes. The driving lane along the southern side is not 24' wide. Clarify if this area is intended for one-way traffic. All driving lanes have been adjusted to handle two- way traffic. Combined lane widths equal 24 14. Loadinq Spaces. Sheet 2 states that there are two loading spaces; these spaces have not been shown on sheet 4. Changed, (see sheets C-2 and C-4). 15. Display Areas. If any display areas are proposed along Kentmere Court, they need to be paved and shown on the site plan. No display areas are proposed along Kentmere Court. 16. Landscaped Islands and Parkinq Spaces. Landscaped islands are required at the end of all parking bays. These islands can be incorporated as indicted on sheet 4. Additional parking spaces could be incorporated as indicted as well. Landscape islands have been added at the ends of the parking bays, (see sheet C-4). 17. Landscapin_g. On sheet C-12, the type of plant being used for the three-foot evergreen hedge needs to be shown in the plant list. Also, the deciduous trees need to be scattered around the site instead of clustered on the sides. Sheet C-12, has been revised to reflect the 3' evergreen hedge to the plant list. The deciduous trees have been scattered through out the site more, but only where slopes and site conditions are suited for such trees. Triad Engineering, Inc. The Schrock property is correctly shown as a commercial use (see sheet C-2) 2. A dumpster enclosure needs to be provided on the plan that shows a 6-foot board -on- board fence for screening. The dumpster is shown with a fence enclosure and detail is provided (see sheet C-4). 3. Upon inspection, the existing tree coverage is not an adequate buffer. The buffer also needs to be continued along the eastern property line where there are no woodlands. Also, the tree calculation for the area with the berm is incorrect, 16 trees are required. A 6' high board -on -board fence is shown with the appropriate landscaping. The length of full screen buffer required is approximately 290', therefore a total of 87 trees are provided for the screen (see sheet C-4 and note #2, sheet C-4). 4. A two way asphalt driving lane needs to be provided to the building addition with areas for truck turn around); vehicles are not permitted to drive in the gravel area.
